This Concurrent Resolution does all of the following: (1) Directs the Director of the Division of Research and the Director of the Legislative Information Systems Team of the Office of the Controller General to investigate the cost of, impact of, and methods and timeframe for implementing a requirement to include hyperlinks to laws cross-referenced in legislation and Delaware laws published by the General Assembly. (2) Requires the Director of the Division of Research and the Director of the Legislative Information Systems Team of the Office of the Controller General to submit a written report of their findings and recommendations no later than March 1, 2024.

This Senate Concurrent Resolution designates October 12, 2023, at "National Farmer's Day" in the State of Delaware.

Delaware is one of five states that does not have an open container law, which is in direct violation of federal regulations. This Bill bans open containers of alcoholic beverages in motor vehicles and provides a civil penalty for an offense. A violation of this section would not be entered on an individual’s driving record.

This resolution requests that the Department of Natural Resources pause its ongoing process of promulgating California ACCII regulations. The Department is requested to determine the fiscal impacts of imposing the ACCII regulations on Delawareans. A further request is made that the Department evaluate the approach taken by Pennsylvania and Colorado, two states that, like Delaware, have chosen to follow California vehicle emissions regulations under Section 177 of the U.S. Clean Air Act. The Department is also requested to evaluate the protocol observed by 33 other states in following the EPA vehicle emission regulations. A report is requested to be provided to the General Assembly by March 15, 2024. Until the delivery of the report, it is requested no further action be taken towards promulgating the proposed ACCII regulations.

Section 1 of this Act increases the standard deduction for personal income tax purposes of resident individuals and spouses of this State for tax years beginning after December 31, 2023. Section 3 of this Act increases the monetary filing thresholds resulting from the increases the standard deduction under Section 1. Sections 2 and 4 of this Act increase the refundable earned income tax credit to 7.5% of the corresponding federal earned income tax credit for tax years beginning on or after January 1, 2023, and clarify that a previously enacted refundable earned income tax credit of 4.5% of the corresponding federal earned income tax credit took effect for tax years beginning on or after January 1, 2021.

This Act is a substitute for House Bill No. 167. Like House Bill No. 167, this Act establishes school resource officer units to fund school resources officers in all Delaware public schools. Specifically, this Act funds at least 1 school resource officer in each charter school and in each school in a school district, regardless of enrollment, and provides for additional school resource officers for schools with over 1,000 students. This Act differs from House Bill No. 167 by defining "school resource officer" to include constables commissioned under Chapter 56 of Title 24 of the Delaware Code.
