This Concurrent Resolution observes April 2023, as the 2023 Month of the Military Child in the State of Delaware. This Resolution also recognizes the late Colonel Dr. Ronald G. Sarg (USAF, ret.) and his participation and commitment on the MIC3 (Military Interstate Children’s Compact Commission) State Council.

This Act removes all penalties for use or possession of a personal use quantity of marijuana and marijuana accessories. It further specifies that the adult sharing of a personal use quantity or less of marijuana is legal activity for those 21 years of age or older and that those 21 or older may possess, use, display, purchase, or transport accessories and personal use quantities of marijuana without penalty. When transporting in a vehicle, those items must be in a closed container or otherwise not readily accessible to anyone inside the vehicle. The statute also specifies certain activities which remain unlawful. Finally, the definition of "personal use quantity" of marijuana is updated to include not only 1 ounce or less of leaf marijuana, but also equivalent amounts of marijuana product in other forms.
This bill adds a Delaware licensed psychiatrist as a voting member of the Adult Correction Healthcare Review Committee.
This bill allows the fleet inspection program to be applicable to a fleet of 10 or more vehicles (instead of 15) and counts trailers requiring inspection to count as fleet vehicles. Additionally, an inspection may be performed at any qualified inspection and repair facility authorized by the Secretary of Transportation instead of being limited to such facilities at the fleet headquarters.
This bill clarifies that the goal and function of the Lyme Disease Education Oversight Board includes Lyme Disease and other tick-related diseases. This Act supersedes the previous sunset provision that established the Board in House Bill 291 from the 148th General Assembly (80 Del. Laws c. 402 § 1) and extends the Board’s existence until 2032 unless otherwise provided by a subsequent act of the General Assembly.
This Act is the second leg of a constitutional amendment to the Delaware Constitution that would require legislators to remain domiciled in the districts they represent for the entirety of their term of office. The first leg of this constitutional amendment was House Bill No. 395 of the 151st General Assembly, published in Chapter 362 of Volume 83 of the Laws of Delaware. On passage of this second leg by this General Assembly this amendment will become part of the Delaware Constitution. Subsection (b) of this Act does not apply to sitting legislators who desire to change their residence to within the newly established district lines in order to continue to represent their district in the upcoming election. This Act requires a greater than majority vote for passage because § 1 of Article XVI of the Delaware Constitution requires the affirmative vote of two-thirds of the members elected to each house of the General Assembly when the General Assembly amends the Delaware Constitution.
This resolution designates April 6, 2023, as "National Tartan Day" and commemorates the outstanding achievements and contributions made by Scottish-Americans to the United States. When the United States was first formed and the thirteen states selected their first governors, nine were of Scottish ancestry. All the members of the first American cabinet had Scottish ancestry. Delaware's first governor, John McKinly,was born in Northern Ireland of Scottish descent. Americans of Scottish descent have played a vibrant an influential role in the development of this country. However, not until 1997 was this influence recognized by a single-year U.S. Senate Resolution that appeared in the Congressional Record of April 7, 1997. In 1998 National Tartan Day was officially recognized on a permanent basis when the U.S. Senate passed Senate Resolution 155 recognizing April 6th as National Tartan Day. This was followed by companion bill House Resolution 41, which was passed by the U.S. House of Representatives on March 9, 2005. President George W. Bush signed a Presidential Proclamation on April 4, 2008 making April 6 National Tartan Day. In April of 2008, then Governor Minner issued a statement celebrating the accomplishments of Scots-Irish Americans in the First State as part of a Scots/Scots-Irish Heritage Month. April 6 commemorates the signing of the Declaration of Arbroath in 1320, which asserted Scotland's sovereignty over English territorial claims, and which was a significant influence on the American Declaration of Independence. Canada has been celebrating "National Tartan Day" since 1993. The idea and motivation for creating a similar American holiday was provided by the Scottish Coalition, a group of national Scottish-American cultural organizations.
This Concurrent Resolution recognizes the Delaware Municipal Electric Corporation and community-owned, not-for-profit electric utilities throughout Delaware for their dedication to serving their communities with energy saving programs and carbon reduction projects. This Resolution also celebrates DEMEC’s upcoming 44th anniversary and over 100 years of reliable and safe electric service from Delaware’s local public power utilities by proclaiming April 5, 2023, as DEMEC Day.
This Resolution recognizes April 2023 as "Child Abuse Prevention Month" in the State of Delaware.
This Concurrent Resolution recognizes Ramadan and Muslim residents of this State as they observe Ramadan.
