This resolution honors the suppliers of the National Aeronautics and Space Administration (NASA) for the work they are doing on the Artemis missions.
Promotion and Expansion of Private Employee Ownership Act of 2021 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill provides additional tax incentives for ESOPs by (1) extending to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP; and (2) allowing a tax deduction for 50% of the interest received by a bank on loans to S corporation-sponsored ESOPs for the purchase of employer securities. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an ESOP business concern for purposes of the Small Business Act as a business concern that was eligible for a loan, preference, or other program under such Act before more than 49% of the business concern was acquired by an ESOP.
Non-Opioid Directive Act This bill requires the Department of Health and Human Services (HHS) to develop a non-opioid pain management directive. This is a form that an individual may use to inform health care providers of the individual's choice to avoid opioid medications for pain management. The bill also sets out requirements for the execution, use, and revocation of these forms. HHS must make the form available on its website, and health insurers must make it available to their plan enrollees. Insurers must also share an enrollee's choice about opioid treatment with health care providers during pre-authorization processes. The bill allows health care providers to override a patient's form in specified circumstances. It also extends liability protections for providers who reasonably and in good faith administer or prescribe an opioid to a patient with an executed form in place.
Accelerating Rural Broadband Deployment Act This bill authorizes the granting of an occupancy license to any person who requests access to a right-of-way that is owned by the federal government in order to place, construct, modify, or operate facilities for the provision of broadband service. Specifically, an executive agency with control over such a right-of-way may grant an occupancy license for the expansion of broadband service. An occupancy license may not have a duration of more than 30 years and may be automatically renewed. The granting agency must establish an annual license fee and make a decision regarding the issuance of the occupancy license within 60 days of receiving an application for a license. If the agency does not act on a request within 60 days, the application shall be considered granted.
This bill requires health insurers to include expenditures for activities that address social determinants of health when calculating the proportion of premium revenues spent on clinical services and quality improvement (i.e., medical loss ratio).
Making Aid for Local Disasters Equal Now Act or the MALDEN Act This bill modifies requirements pertaining to the time frame for approval of major disaster or emergency declarations and the ability to make federal resources available to rural communities. Specifically, a major disaster or emergency declaration must be made not later than 30 days after a request by a governor or the chief executive of an affected Indian tribal government. Failure to meet the 30-day requirement shall result in an automatic approval of the request. Additionally, if a disaster or emergency occurs in a rural area, regardless of whether a declaration has been made, the Small State and Rural Advocate within the Federal Emergency Management Agency (FEMA) shall work in coordination with local agencies to provide guidance on developing a recovery team, including resources to help prevent flooding, mudslides, rockslides or any other natural disaster that could result after a wildfire and identifying available resources for both short-term and long-term recovery. If a request for individual assistance for residents in a rural area is made but denied, the Small State and Rural Advocate shall work in coordination with local agencies to make disaster case workers available to such residents.
Informing Consumers about Smart Devices Act This bill requires manufacturers of internet-connected devices (e.g., smart appliances) that are equipped with a camera or microphone to disclose to consumers that a camera or microphone is part of the device. The bill does not apply to mobile phones, laptops, or other devices that a consumer would reasonably expect to include a camera or microphone.
Trillion Trees Act This bills establishes a variety of requirements and incentives to plant trees and conduct other land management practices for the purposes of capturing and storing carbon in domestic and international trees and forests. Additionally, the bill provides incentives to research or develop other carbon sequestration tools. Specifically, the bill directs the Department of Agriculture (USDA) to set targets to increase forest carbon stock through January 1, 2100, for the purposes of sequestering and storing carbon in U.S. forests. It also establishes and provides funding for the Trillion Trees Challenge Fund to provide grants to nonfederal entities for activities related to reforestation efforts on public or private lands. In addition, it raises the cap on the Reforestation Trust Fund to enhance forest health in the National Forest System and requires the USDA to establish a Tree City USA Grant Program. The bill also allows the U.S. Agency for International Development to enter into an agreement with a nonprofit organization to establish an International Forest Foundation to promote reforestation and prevent deforestation. Additionally, it establishes requirements and incentives to address seedling shortages and support nurseries. Finally, the bill provides market incentives to research or develop other carbon sequestration tools relating to biochar, sustainable building practices, biochemical and bioplastic products, and biomass energy.
Making Access To Cleanup Happen Act of 2021 or the MATCH Act of 202 1 This bill directs the Department of Agriculture (USDA) to (1) identify a list of emergency watershed protection measures the cost of which may be incurred by a state, local government, or Indian tribe prior to entering into an agreement with USDA under the Emergency Watershed Protection Program; and (2) develop procedures, including appropriate deadlines, to be implemented at the state level, through which such entities may request and incur the cost for additional emergency watershed protection measures. USDA must consider any applicable pre-agreement costs incurred by a state, local government, or Indian tribe for undertaking emergency watershed protection measures as meeting part of its contribution towards the project costs.
Medical Nutrition Equity Act of 2021 This bill expands coverage under Medicare, Medicaid, other specified federal health care programs, and private health insurance to include foods, vitamins, and individual amino acids that are medically necessary for the management of certain digestive and metabolic disorders and conditions.
