Section 1 of the bill requires a department to annually submit a report of all unfunded programs (report) to staff of legislative council (staff) along with a SMART Act report. An "unfunded program" is defined as any program, service, study, or other function that a department is required or permitted by law to undertake, but for which the department has not received an appropriation or money from any other source for the last 6 fiscal years. Staff will provide the report to the applicable SMART Act joint committee of reference and a compilation of the reports to the statutory revision committee. The department is required to include the report in its SMART Act presentation to the joint committee of reference. School Safety Committee. Under current law, the safe2tell program is required to provide awareness and educational materials to preschools. The bill repeals this requirement. The bill clarifies that safe2tell does not have to provide information about a call to law enforcement and school personnel if the call was forwarded to the statewide crisis response system. The bill directs the department of law to devise a process and develop standardized protocols so that any communication related to mental health or substance use received by safe2tell may be transferred to the statewide crisis response system. The bill requires the safe2tell program to: Develop training materials outlining appropriate responses to safe2tell tips to ensure standardized messaging; Devise a process so that all calls and texts are received initially by a crisis operator and then non-crisis calls and texts are routed appropriately; Align the process and procedures for tips received via all communication methods; and Conduct an annual advertising campaign regarding awareness, use, and misuse of safe2tell. The bill allows the attorney general to disclose to law enforcement personnel any materials or information obtained through the implementation or operation of the program if the attorney general reasonably deems such disclosure necessary for the prevention of imminent physical harm or serious bodily injury to one or more persons. The bill appropriates $50,000 from the general fund to the department of law to implement the bill. The bill directs the state board of education (state board) to review, during the first review of standards performed after July 1, 2021, standards relating to the knowledge and skills that a student should acquire in school to ensure that the financial literacy standards for ninth through twelfth grade include an understanding of the costs associated with obtaining a postsecondary degree or credential and how to budget for and manage the payment for those costs, including managing student loan debt; understanding credit cards and credit card debt; and understanding retirement plans, including investments and retirement benefits. The bill adds to the resources contained in the existing financial literacy resource bank created and maintained by the state board specific references relating to assessing the affordability of higher education and how to budget and pay for higher education, as well as how to manage student loan debt; understanding credit cards and credit card debt; and understanding retirement plans, including investments and retirement benefits. Under current law, school districts are encouraged to adopt a financial literacy curriculum and to make completion of a course in financial literacy a graduation requirement. The bill adds assessing the affordability of higher education and how to budget and pay for higher education, as well as how to manage student loan debt, to the suggested financial literacy curriculum, as well as familiarizing students with the process and required forms to apply for financial aid, grants, and scholarships. The bill creates the highly effective teacher bonus program to provide money to school districts, boards of cooperative services that operate public schools, and charter schools (local education providers) to pay bonuses to teachers who are rated as highly effective and to provide monetary incentives to recruit highly effective teachers. The department of education (department) will distribute the money to each local education provider based on a formula that takes into account the number of teachers employed by the local education provider. Each local education provider must submit to the department a report concerning its use of the money, and the department must provide a summary of the reports to the state board of education and the education committees of the general assembly.(Note: This summary applies to this bill as introduced.)
For state fiscal years commencing on or after July 1, 2020, the bill requires 10% of net revenue from sales and use tax, as a portion of the sales and use taxes attributable to sales or use of vehicles and related items, to be credited to the highway users tax fund (HUTF) and thereafter allocated for state, county, and municipal highway system projects in accordance with the existing "second stream" formula for the allocation of HUTF money as follows: 60% to the state highway fund; 22% to counties; and 18% to municipalities.(Note: This summary applies to this bill as introduced.)

Charitable organizations - tax exempt sales. Under current law, up to $25,000 of the funds raised by a charitable organization through occasional sales are exempt from state sales tax. The act increases that amount to $45,000; removes the requirement that these sales by charitable organizations take place for no more than 12 days, whether consecutive or not, during any calendar year; and allows these sales to cover the sale of tangible personal property, commodities, or services otherwise subject to tax under the state sales and use tax.(Note: This summary applies to this bill as enacted.)
