For the 2016-17 state fiscal year, the bill increases the amount of reappropriated funds that are appropriated to the department of law for the purpose of providing additional legal services for the department of education. For the 2016-17 state fiscal year, the bill increases the appropriation to the department of law to improve the department's information technology security based on an external auditor's recommendations. The bill extends from 4 years to 8 years the period following the declaration by the governor of a disaster emergency in a county within which the board of county commissioners of the county may transfer county general fund money to the county road and bridge fund for the purposes of disaster response and recovery. The bill limits the damages that a vehicle rental company can recover for the loss of use of the vehicle to the actual lost profits suffered by the company due to the loss of use of the vehicle. (Note: This summary applies to this bill as introduced.)

The bill creates within the joint technology committee a subcommittee on data privacy and cyber-security (subcommittee) to consider: Whether state governmental agencies are collecting or retaining data that exceeds what is necessary and appropriate for such agencies to perform their functions; Who has access to sensitive data, the extent of such access, and appropriate measures to protect sensitive data; and Measures to protect sensitive data against unauthorized access, disclosure, use, modification, or destruction. The subcommittee shall submit its findings to the joint technology committee and to the general assembly by January 1, 2018. The subcommittee is repealed, effective July 1, 2018.
