The bill authorizes a state agency, the Colorado wine industry development board, or an instrumentality of a municipality or county that has a statutory mandate to promote either alcohol beverages manufactured within the state or tourism to an area of the state where alcohol beverages are manufactured to obtain a special event permit to sell alcohol beverages for a limited period. The bill clarifies that the attorney general or a district attorney may issue a subpoena to a person whom he or she has reasonable cause to believe has engaged or is engaging in a deceptive trade practice in violation of Colorado statute. It also specifies that the subpoena may be issued pursuant to rule 4 of the Colorado rules of civil procedure. Legislative Audit Committee. The bill permits the Colorado student loan program (program) to enter into an agreement with the department of higher education or another state entity to administer part or all of the college opportunity fund program.
