This measure would commemorate the 45 years since Southeast Asian Americans began resettling in the United States, honor the sacrifices made by Southeast Asian American communities on behalf of the United States, and recognize the contributions of Southeast Asian Americans to the economic, educational, political, and social culture of the United States. The measure would also oppose the deportation of Southeast Asian Americans who resettled to the United States as refugees from Cambodia, Laos, and Vietnam, and urge the President of the United States to place an immediate moratorium on the deportation of thousands of Southeast Asian Americans whose crimes occurred more than 5 years ago.
This measure would state that the Legislature recognizes the need for statutory changes to end extreme sentencing.
This measure would call on the board of directors of both the Pacific Gas and Electric Company and the Pacific Gas and Electric Corporation to resign their positions to make way for a board of directors that will support the reformation of the practices and culture of the utility. The measure would also call on the shareholders of the Pacific Gas and Electric Corporation to select a board of directors that will prioritize the utility's duty to provide safe and affordable electricity over its requirement to enrich its shareholders.
This measure would designate September 4, 2020, and the same date in each year thereafter, as Taekwondo Day in California.
This measure would urge Congress and the President to enact legislation that would allow a state to adopt daylight saving time year-round.
This measure would urge the Congress of the United States to enact federal legislation to direct the Federal Aviation Administration to adopt new helicopter safety standards in coordination with the National Transportation Safety Board, including the requirement of a terrain awareness and warning system on board all helicopters.
Existing law makes it unlawful to hold in captivity an orca, whether wild caught or captive bred, for any purpose, including for display, performance, or entertainment purposes; to breed or impregnate an orca held in captivity; to export, collect, or import the semen, other gametes, or embryos of an orca held in captivity for the purpose of artificial insemination; or to export, transport, move, or sell an orca located in the state to another state or country. Existing law creates certain exceptions to these provisions, including an exception that authorizes an orca located in the state on January 1, 2017, to continue to be held in captivity for its current purpose and, after June 1, 2017, to continue to be used for educational presentations. Existing law provides that a person, corporation, or institution that intentionally or negligently violates these provisions is guilty of a misdemeanor punishable by a fine not to exceed $100,000. This bill would expand these provisions to include cetaceans, which the bill would define to mean a whale, dolphin, or porpoise in the order Cetacea. By expanding the definition of a crime, the bill would impose a state-mandated local program. The bill would authorize a cetacean located in the state on an unspecified date to continue to be held in captivity for its current purpose and, after an unspecified date, to continue to be used for educational presentations. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would commemorate the long history of Easter, its importance to the Christian faith, and would encourage all Californians to celebrate the Easter holiday.
The California Constitution provides that the Legislature meets in a biennial regular session, commencing with the first Monday in December in each even-numbered year, when each house is required to immediately organize, and concluding at midnight on November 30 of the next even-numbered year. The California Constitution requires the Governor to submit to the Legislature a budget for the ensuing fiscal year within the first 10 days of each calendar year and requires the Legislature to pass the Budget Bill by midnight on June 15 of each year. The California Constitution authorizes the Legislature or either house, by resolution, to provide for the selection of committees necessary for the conduct of its business. This measure would limit the Legislature, in the first year of the regular session, to considering or acting upon only the Budget Bill and related bills, and up to 5 bills introduced by each of the standing committees of the Legislature, as specified. The measure would require the Governor to submit to the Legislature a budget for the ensuing 2 fiscal years within the first 10 days of the first calendar year of the biennium of the legislative session, and would require the Legislature to adopt by June 15 of the first calendar year of the biennium of the legislative session a Budget Bill that appropriates funds to support state government for the next 2-year fiscal period commencing on July 1. The measure, in the second year of the regular session, would limit the Legislature to considering or acting upon only legislation other than the Budget Bill and related bills. The Legislature, by a 23 vote of each house, would be authorized, however, to amend an enacted Budget Bill and related bills in both calendar years of the biennium. This measure would require the Director of Finance in each odd-numbered year of the regular session to select three state agencies on a rotating basis for the purpose of developing a performance-based budget for each agency, as specified. The bill would require the Governor to take those performance based budgets into account when proposing a budget in subsequent fiscal periods. This measure would establish and specify the membership requirements for the Joint Legislative Budget Committee and would authorize the Joint Legislative Budget Committee to approve proposals submitted by the Governor to amend an enacted Budget Bill. A proposed amendment approved by the committee would take immediate effect as a statute. The measure would also make numerous changes to conform to the adoption of a budget for a 2-year fiscal period. The measure provides that these changes would become operative on December 2, 2024, and that the constitutional provisions amended by the measure would continue in effect as they read prior to voter approval of the measure until December 2, 2024.
This measure would urge the United States Food and Drug Administration and related entities to discourage vaping, the recreational use of electronic cigarettes by youth and adults, and the purchase of vaping products and electronic cigarettes and to educate the public about the health risks of vaping and the recreational use of electronic cigarettes.
This measure would call on the United States Congress and the President of the United States to take appropriate measures to facilitate stability in the Korean region, build goodwill that is conducive to peace in the Korean Peninsula, and minimize potential negative impacts to the South Korean economy, ensuring that the trade relationship between the State of California and South Korea can continue to flourish.
