AB 2286: Contractors: home improvement salespersons.

Existing law, the Contractors' State License Law, provides for the licensure and regulation of contractors, including home improvement contractors, by the Contractors' State License Board within the Department of Consumer Affairs. Existing law also provides for the registration and regulation of home improvement salespersons, who are employed by a licensed home improvement contractor, by the board. Existing law requires the fees and civil penalties received under this law to be deposited in the Contractors' License Fund, a continuously appropriated fund. Existing law authorizes the board to set fees by regulation and sets forth certain limitations on those fees. Existing law, in connection with a delinquent application for the renewal of registration of a home improvement salesperson, establishes a delinquent renewal penalty. This bill would increase various fee limitations and would additionally provide that the application fee to add personnel to an existing license be no more than $150. The bill would also increase the delinquent renewal penalty described above. Because the increased and new fees would be deposited into the Contractors' License Fund, a continuously appropriated fund, the bill would make an appropriation. Existing law, on and after July 1, 2016, requires a board within the department to expedite, and authorizes the department to assist with, the initial licensure process for an applicant who supplied satisfactory evidence that he or she has served as an active duty member of the Armed Forces of the United States and was honorably discharged. Existing law also establishes a similar expedited licensure process for an applicant who holds a current license in another jurisdiction and has a specified relationship with such an active duty member who is assigned to a duty station in this state under official orders. This bill would require the board to establish, by regulation, expedited processes for applications for licensure of contractors and registration of home improvement salespersons, including criteria for approval. The bill would exempt from these regulations an application that is required to be expedited pursuant to other law, including, but not limited to, the applications of those aforementioned applicants who have, among other things, served as an active duty member of the Armed Forces of the United States or have a specified relationship with such an active duty member.

SCR 132: California Peace Officers' Memorial Day.

This measure would designate Monday, May 2, 2016, as California Peace Officers' Memorial Day, and would urge all Californians to honor those individuals who have given their lives for our safety and express appreciation to those who continue to dedicate themselves to making California a safer place in which to live and raise our families.

ACR 130: Relative to the Caltrans District 7 Fallen Workers Memorial Interchange.

This measure would dedicate the interchange at State Highway Route 2 and Interstate 5 in Los Angeles County as the Caltrans District 7 Fallen Workers Memorial Interchange. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

SB 112: California Veterans' Bill of Rights.

Existing law establishes within state government a Department of Veterans Affairs. Existing law provides for a variety of state benefits to veterans, including those relating to educational assistance and farm and home purchases, as specified. This bill would establish a California Veterans' Bill of Rights. The bill would proclaim the rights of veterans in the State of California, including, among others, that veterans have the right to be treated with dignity, understanding, and respect, and have the right to housing, education, job training, and physical and mental health services, as prescribed.

AB 2020: Discovery: depositions.

Existing law provides that a deposition subpoena that commands only the production of business records for copying shall command compliance on a date that is no earlier than 20 days after the issuance, or 15 days after the service, of the subpoena, whichever is later. Existing law also provides that a deposition to produce personal records of a consumer or employment records of an employee must be scheduled at least 20 days after the issuance of the subpoena. This bill would instead require a deposition subpoena commanding the production of business records to command compliance at least 15 days after the service of the subpoena. It would also require a deposition to produce personal records of a consumer or employment records of an employee to be scheduled at least 20 days after service of the subpoena.
