Existing law establishes a registration amnesty program for specially constructed vehicles, as defined, that have been previously registered or classified incorrectly and requires that a specially constructed vehicle, upon registration with the Department of Motor Vehicles, be inspected by stations authorized to perform referee functions, for the purposes of determining the engine model-year used in the vehicle or the vehicle model-year, and the emission control system application. Existing law also requires the department to annually provide a registration to no more than the first 500 of these vehicles that meet specified criteria. This bill would delete the first 500 vehicle limitation and instead require the department to provide registration to any specially constructed vehicle that meets the specified criteria. The bill would provide that the registered owner of a specially constructed vehicle that is currently registered or incorrectly registered may change the vehicle's registration by complying with those specified criteria.
Existing law, the Medical Practice Act, provides for the licensure and regulation of medical practitioners by the Medical Board of California in the Department of Consumer Affairs. This bill would make nonsubstantive and technical changes to those provisions.
The State Water Resources Law of 1945 declares that the people of this state have a primary interest in the control and conservation of flood waters, prevention of damage by flood waters, the washing away of river and stream banks by floods, and in the determination of the manner in which flood waters shall be controlled for the protection of life and property and the control, storage, and use of this state's water resources in the general public interest. This bill would make technical, nonsubstantive changes to that declaration.
Existing law declares the public policy of the state regarding labor organization. This bill would make nonsubstantive changes to that provision.
Existing law sets forth in the Health and Safety Code various provisions relating to health and safety. Existing law also defines several terms for purposes of the code. This bill would, except as specified, define the terms "code enforcement" and "code enforcement officer" as used in the Health and Safety Code.
The Gambling Control Act provides for the licensure of certain individuals and establishments involved in various gambling activities, and for the regulation of those activities, by the California Gambling Control Commission. Existing law provides for the enforcement of those activities by the Department of Justice. This bill would make a technical, nonsubstantive change to those provisions.
Existing law creates the Department of Transportation within the Business, Transportation and Housing Agency. This bill would state the intent of the Legislature to enact legislation on the subject of transportation.
Existing law provides for the licensure and regulation of contractors by the Contractors' State License Board. Existing law requires a home improvement contract, as defined, to be in writing and to contain certain information, notices, and statements. Existing law requires certain of those notices and statements to be in at least 10-point or 12-point boldface type, as specified. Existing law also provides that a contractor furnishing a bond, bond equivalent, or joint control approved by the registrar of contractors need not include, as part of the contract, certain of those notices and statements. This bill would additionally provide that a contractor furnishing a performance and payment bond need not include, as part of the contract, a notice stating that the owner or tenant has the right to require the contractor to have a performance and payment bond provided that the contractor gives the owner tangible evidence of the bond, as specified, and would also provide that a contractor furnishing a bond, bond equivalent, or joint control is exempt from certain typeface point size requirements as long as the required notices and statements meet specified legibility and readability standards. The bill would also make conforming changes to related provisions.
Existing law provides for programs administered by the State Department of Public Health for the prevention and treatment of various diseases. Existing law establishes the ALS/Lou Gehrig's Disease Research Fund and provides for the deposit of voluntary taxpayer contributions to be used by the department to provide research grants to develop and advance the understanding, techniques, and modalities effective in the prevention, treatment, and cure of ALS. This bill would request that the Regents of the University of California establish and administer the California ALS Disease Team with the goal of promoting and conducting scientific research on ALS and developing effective treatments and diagnostics. This bill would require the Secretary of California Health and Human Services to be responsible for oversight and coordination of programs serving people with ALS and their families, would require the secretary to establish an ALS Advisory Committee, and would set forth the membership and duties of the committee.
The Davis-Stirling Common Interest Development Act provides for the creation and regulation of common interest developments. The act defines a "condominium plan" for the purposes of these provisions. This bill would make a technical, nonsubstantive change to these provisions.
The Personal Income Tax Law and the Corporation Tax Law authorize various credits against the taxes imposed by those laws. This bill would, under both laws, provide a tax credit, in an amount as specified, to an employer for each qualified employee, as defined, who has received unemployment benefits for a specified amount of time at the time the employer hires the qualified employee. This bill would take effect immediately as a tax levy.
(1) Existing law requires the Department of General Services to maintain an inventory of real property held by the state, and prescribes the disposition of surplus state property. This bill would require the department to identify not less than $1,000,000,000 worth of state property that can be sold immediately to pay for the retirement of outstanding general obligation bonds issued by the state, thereby helping to close the state's budget deficit. State agencies and departments that would be affected by the sale of land or structures would be required to determine the costs and benefits of leasing back their existing space or finding new space. (2) This bill would declare that it is to take effect immediately as an urgency statute.
