SB 1467: California Water District Law.

The California Water District Law (CWDL) provides for the establishment of water districts, and grants a district the power to acquire, plan, construct, maintain, improve, operate, and keep in repair the necessary works for the production, storage, transmission, and distribution of water for irrigation, domestic, industrial, and municipal purposes. The CWDL authorizes a water district, by using any water or water supplies furnished to the district or used by the district, to construct, maintain, and operate plants for the generation of hydroelectric power from those water and transmission lines for the conveyance of that power. The CWDL authorizes a water district to join with any other district engaged in distributing water in exercising the powers granted to the district pursuant to that authorization, as described, or to execute joint power agreements with any agency formed for that purpose. This bill would make a nonsubstantive change to the latter authorization.

SB 1510: Permitting: electric vehicle charging.

Existing law requires every city, county, and city and county to administratively approve an application to install electric vehicle charging stations through the issuance of a building permit or similar nondiscretionary permit and requires the review of an application to install an electric vehicle charging station to be limited to the building official's review of whether it meets all health and safety requirements of local, state, and federal law. Existing law requires an electric vehicle charging station to comply with, among other things, all applicable rules of the Public Utilities Commission regarding safety and reliability, as specified. This bill would express the intent of the Legislature to enact subsequent legislation that would reduce state and local permitting barriers for electric vehicle charging.

SB 1466: Small business: commercial financing transactions: monitoring fees.

Existing law, the California Financing Law, generally regulates commercial loans made by licensees. Existing law prohibits a covered entity, as defined, from charging specified fees in connection with a commercial financing transaction with a small business or small business owner. In this regard, existing law prohibits a fee for monitoring the small business's collateral unless the underlying commercial financing transaction is delinquent for more than 60 days. Existing law entitles a recipient to specified relief if a covered entity violates these provisions. This bill would, additionally, allow a covered entity to charge a monitoring fee to compensate the covered entity for services it provides to the small business with respect to the ongoing evaluation, tracking, and review of the small business's collateral, as specified.

SB 1506: Housing Crisis Act of 2019.

Existing law, the Housing Crisis Act of 2019, among other things, prohibits an affected city or affected county from approving any development project that will require the demolition of occupied or vacant protected units, or that is located on a site where protected units were demolished in the previous 5 years, unless specified requirements are satisfied. Existing law defines various terms for the purpose of carrying out these provisions. This bill would make nonsubstantive changes to the definition provisions.

SB 1370: Electricity: procurement: generation from biomass.

Existing law requires electrical corporations, local publicly owned electric utilities, and community choice aggregators with contracts to procure electricity generated from biomass that expire on or before December 31, 2028, to seek to amend the contract or to seek approval for a new contract, as provided. This bill would make nonsubstantive changes to the above provision.

SB 1437: Department of Corrections and Rehabilitation.

Existing law establishes the Department of Corrections and Rehabilitation and sets forth its powers and duties regarding the administration of correctional facilities and the care and custody of inmates. Under existing law, the department succeeds to, and is vested with, all of the powers and duties exercised and performed by specified departments, boards, bureaus, commissions, and officers when those powers and duties are not otherwise vested by law. This bill would make technical, nonsubstantive changes to those provisions.

SB 1310: Serious felonies.

Existing law defines the terms serious felony and violent felony for various purposes, including, among others, enhancing the punishment for felonies pursuant to existing sentencing provisions commonly known as the Three Strikes Law. This bill would make technical, nonsubstantive changes to those provisions.

SB 1199: Automated traffic enforcement systems.

Existing law authorizes the limit line, intersection, or other places where a driver is required to stop to be equipped with an automated traffic enforcement system if the governmental agency utilizing the system meets certain requirements. This bill would delete obsolete provisions of those requirements and would make other technical, nonsubstantive changes.

SB 1363: Personal safety devices.

Existing law categorizes certain weapons, including metal knuckles and specified knives, as generally prohibited weapons, and prohibits the possession of those weapons. Existing law permits certain devices to be purchased, possessed, or used in specified circumstances, including a stun gun. This bill would prohibit a stadium, concert venue, live performance or sporting venue, or arena where music, entertainment, or sporting events are being presented from prohibiting an individual from carrying a personal safety device, as defined, on their person. The bill would specify that these provisions do not include any device described as a personal safety device that would otherwise fall under the definition of any weapon otherwise prohibited by law. The bill would impose a $50 fine for each individual prohibited from carrying a personal safety device permitted to be carried under these provisions. By creating a new crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

SB 1483: Cal Grant Program.

The Ortiz-Pacheco-Poochigian-Vasconcellos Cal Grant Program establishes the Cal Grant A and B Entitlement Awards, the California Community College Expanded Entitlement Awards, the California Community College Transfer Entitlement Awards, the Competitive Cal Grant A and B Awards, the Cal Grant C Awards, and the Cal Grant T Awards under the administration of the Student Aid Commission, and establishes eligibility requirements for these awards for participating students attending qualifying institutions. This bill would make a nonsubstantive change to the provision that establishes the Cal Grant Program.

SB 1273: Workforce development: training-related job placement: reporting.

Existing law requires the California Workforce Development Board and Employment Development Department to work collaboratively to measure and report on training-related job placement outcomes for individuals receiving job training services, as defined, provided through the workforce system, as provided. This bill would make a nonsubstantive change to those provisions.
