This measure would respectfully urge the United States Congress to pass, and the President of the United States to sign, legislation that would immediately end the military survivor's compensation offset known as the Widow's Tax.
This measure would call on the Department of Homeland Security (DHS) to extend the REAL ID deadline for air travel by at least 3 years to ensure there is not a disruption in air travel.
The California Constitution generally limits ad valorem taxes on real property to 1% of the full cash value of that property. For purposes of this limitation, "full cash value" is defined as the assessor's valuation of real property as shown on the 1975–76 tax bill under "full cash value" or, thereafter, the appraised value of that real property when purchased, newly constructed, or a change in ownership has occurred. The California Constitution authorizes the Legislature to provide that persons over 55 years of age and persons who are severely disabled may transfer the base year value, as defined, of real property that is eligible for a homeowners' property tax exemption to a replacement dwelling, if certain conditions are met. This measure would additionally authorize the Legislature to provide for a similar transfer of base year value of real property to a replacement dwelling for persons who are the parents or legal guardians of a severely disabled child and reside with that child. The measure would limit this provision to replacement dwellings purchased or newly constructed on or after its effective date.
This measure would constitute an application to the United States Congress to call a constitutional convention pursuant to Article V of the United States Constitution for the limited purpose of requiring the federal government to operate under a balanced budget. This measure would constitute a continuing application for such a convention until the legislatures of 23 of the states have made applications on the same subject and the convention has been called by the Congress of the United States.
The California Constitution establishes the Public Utilities Commission, with jurisdiction over all public utilities. Under the California Constitution, the commission consists of 5 members appointed by the Governor and approved by the Senate, a majority of the membership concurring, for staggered 6-year terms. This measure would provide that the commission instead consists of 4 members elected from distinct Public Utilities Commission districts for staggered 4-year terms. The measure would subject members of the commission to certain provisions of the California Constitution that are applicable to other state officers, including those provisions related to recall, compensation, impeachment, conflicts of interest, elections, and redistricting.
This measure would urge the federal government to immediately declare a moratorium on all further wild horse and burro roundups and would urge the United States Bureau of Land Management and the United States Forest Service to restore the wild horses and burros of California to their legal areas throughout the state.
Existing law provides that citizens of the state are all persons born in the state and residing in it, except the children of transient aliens and of alien public ministers and consuls, and all persons born out of the state who are citizens of the United States and residing within the state. This bill would instead provide that citizens of the state are all persons born in the state and residing in it, except the children of alien public ministers and consuls, and all persons born out of the state who are citizens of the United States and residing within the state. Existing law prohibits a person from holding a civil office if, at the time of election or appointment, the person is not 18 years of age and a citizen of the state, as defined. This bill would instead provide that a person is eligible to hold an elective civil office if, at the time of election, the person is 18 years of age and a citizen of the state. The bill would also provide that a person, regardless of citizenship or immigration status, is eligible to hold an appointed civil office if the person is 18 years of age and a resident of the state. The bill would provide that a person appointed to civil office, regardless of citizenship or immigration status, may receive any form of compensation that the person is not otherwise prohibited from receiving pursuant to federal law, including, but not limited to, any stipend, grant, or reimbursement of personal expenses that is associated with carrying out the duties of that office.
Existing law prohibits specified conduct inside public buildings owned and occupied, or leased and occupied, by the state. Existing law provides that a judicial officer has the power to preserve and enforce order in judicial proceedings and to compel obedience to judicial orders, as specified. This bill would clarify the power of judicial officers to prevent activities that threaten access to courthouses, including by protecting the privilege from arrest at a courthouse. The bill would provide that no person shall be subject to civil arrest in a courthouse while attending a court proceeding or having legal business in the courthouse. The bill would also authorize the Attorney General to bring a civil action to obtain equitable and declaratory relief for a violation of this section, and it would allow a party in a successful action to enforce liability for a violation of this section to recover court costs and reasonable attorney's fees.

This measure would state that the Legislature strongly and unequivocally objects to federal preemption of state authority relating to the regulation of vessel discharges in California waters, remains steadfast in its commitment to protect California's waters from aquatic invasive species introductions, and is resolved to consider any appropriate actions to overturn the federal preemption of California authority.
This measure would commend the United States House of Representatives' Committee on the Judiciary's Subcommittee on Antitrust, Commercial and Administrative Law on its decision to investigate antitrust issues. The measure would also urge the Federal Trade Commission, the United States Department of Justice, and the Congress of the United States to revisit federal antitrust law so that price increases are not the primary criterion used to determine whether or not a potentially monopolistic act harms consumers. The measure would respectfully request the California Attorney General to monitor closely the work of both the aforementioned subcommittee and federal law enforcement, use best efforts to obtain evidence gathered by them, and provide the Legislature and the Governor with evidence that may have become available before January 1, 2020, and to also work closely with other state attorneys general to determine legal actions the State of California and other states may take to curb the monopolistic powers of giant technology companies.
