Young African Leaders Initiative Act of 2021 or the YALI Act of 2021 This bill provides statutory authority for the Young African Leaders Initiative (YALI), which seeks to build the capacity of young African leaders in sub-Saharan Africa in the areas of business, civic engagement, or public administration. The YALI program must support the participation of fellows from Africa in the Mandela Washington Fellowships for Young African Leaders and offer training through regional leadership centers in sub-Saharan Africa to individuals who have demonstrated strong capabilities in entrepreneurship, innovation, public service and leadership, and peace building and conflict resolution. The Department of State must oversee all U.S.-based activities carried out under the program, and the United States should continue to support program initiatives in sub-Saharan Africa. The State Department must also submit a plan for implementing the program and annual reports on program progress and recommendations for improvements or changes to the program.
Family Violence Prevention and Services Improvement Act of 20 21 This bill modifies, expands, and reauthorizes through FY2026 the Family Violence and Prevention Services program, which funds emergency shelters and supports related assistance for victims of domestic violence. Specifically, the bill requires the Department of Health and Human Services (HHS) to award grants and enter cooperative agreements with state and tribal domestic violence coalitions, and community-based organizations, to support prevention services. Depending on the type of organization, grant recipients must use funding to (1) provide technical assistance; (2) promote evidence-informed prevention strategies; (3) implement coordinated, community responses to reduce risk factors for family violence; and (4) develop prevention partnership strategies. Further, HHS must award specified grants to organizations that provide population-specific services in underserved communities and to community-based organizations that provide culturally specific domestic violence services to racial and ethnic minority groups. The bill also establishes a grants program for tribal domestic violence coalitions to support the provision of local, tribal, family domestic or dating violence services and requires HHS to award a grant for the administration of a hotline dedicated to serving Indians affected by domestic violence. In addition, the bill modifies certain program-wide definitions; changes the requirements for specified grant applications, eligibility criteria, and use of funds; and makes other technical revisions.
Sovereign Debt Contract Capacity Act This bill requires the Department of the Treasury to instruct the U.S. Executive Director at the International Monetary Fund to advocate for the fund to promote international standards and best practices with respect to sovereign debt contracts and to provide technical assistance to fund members. Such assistance should focus on lower middle-income countries in order to enhance their capacity to evaluate the legal and financial terms of sovereign debt contracts with private sector creditors.
Providing Urgent Maternal Protections for Nursing Mothers Act or the PUMP for Nursing Mothers Act This bill expands workplace protections for employees with a need to express breast milk. Specifically, it expands the requirement that employers provide certain accommodations for such an employee to cover salaried employees and other types of workers not covered under existing law. Further, time spent to express breast milk must be considered hours worked if the employee is also working. The bill also extends from one year to two years the available time period for such accommodations. Additionally, before making a claim of liability against an employer, an employee generally must first notify the employer that they are not in compliance and provide them with 10 days to come into compliance with the required accommodations. Finally, the bill provides certain exemptions from these requirements for air carriers.
Open RAN Outreach Act This bill requires the National Telecommunications and Information Administration (NTIA) to conduct outreach and provide technical assistance to small communications network providers to raise awareness of the benefits, uses, and challenges of Open RAN networks and other open network architectures. Open RAN networks are wireless networks that follow the Open Radio Access Network approach to standardization, promoting the use of open interface standards in the portion of the telecommunications network that connects wireless devices (e.g., mobile phones) to the core of the network. The NTIA must also conduct outreach and provide assistance regarding participation in the Wireless Supply Chain Innovation Grant Program.
Communications Security, Reliability, and Interoperability Council Act This bill provides statutory authority for a council that makes recommendations to the Federal Communications Commission regarding ways to increase the security, reliability, and interoperability of communications networks.
Information and Communication Technology Strategy Act This bill requires the National Telecommunications and Information Administration to report on the information and communication technology supply chain and to develop a strategy to ensure the economic competitiveness of trusted information and communication technology vendors. The report must include (1) an identification of technology that is critical to U.S. economic competitiveness and the industrial capacity of U.S. vendors and other trusted vendors that produce such technology, (2) an assessment of whether and to what extent there is a dependence by providers of advanced telecommunications capability in the United States on technology that is not trusted, and (3) an identification of federal government actions and resources needed to support the economic competitiveness of trusted vendors and reduce dependence on companies that are not trusted.
State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act This bill allows states, tribes, territories, and localities to use certain COVID-19 relief funds for new categories of spending, including for natural disasters and infrastructure projects. It also makes changes to expenditure deadlines and other aspects of this funding. Specifically, recipients may use funds for emergency relief from natural disasters and associated negative economic impacts of natural disasters. In addition, recipients may use a portion of their COVID-19 relief funds for designated infrastructure projects, such as nationally significant freight and highway projects. Furthermore, the bill allows recipients to expend COVID-19 relief funds on these types of infrastructure projects until September 30, 2026. Under current law, recipients must expend the funds by December 31, 2024. Other changes in the bill include (1) modifying eligibility and allocation requirements for funding set aside for counties and Indian tribes that are near public lands, (2) allowing Indian tribes an additional year to expend their COVID-19 relief funds, and (3) establishing a process for government entities to decline COVID-19 relief funds and requiring any declined funds to be used to reduce the federal deficit.
Free Veterans from Fees Act This bill waives the application fee for any special use permit solely for a veterans special event at war memorials on land administered by the National Park Service in the District of Columbia and its environs.
Advancing Mutual Interests and Growing Our Success Act or the AMIGOS Act This bill makes Portuguese nationals eligible for E-1 and E-2 nonimmigrant visas if the government of Portugal provides similar nonimmigrant status to U.S. nationals. The bill also imposes additional requirements on such visas. An E-1 visa is for individuals entering the United States to engage in international trade, while an E-2 visa is for individuals investing a substantial amount of capital in the United States. Both are limited to nationals from countries that have a treaty of commerce and navigation with the United States. Furthermore, under this bill, if an alien who has never received an E visa became the national of an E visa-eligible foreign country by making a financial investment in that foreign country, that alien must have been domiciled in that foreign country for a continuous period of at least three years at any point before applying for an E visa.
SRES 421 is a symbolic Senate resolution supporting National Domestic Violence Awareness Month. It formally recognizes the goals of this observance, commends domestic violence victim advocates, service providers, crisis hotline staff, and first responders, and acknowledges survivors' strength. The resolution expresses the Senate's sense that Congress should continue raising awareness about domestic violence and supporting programs that assist survivors, hold perpetrators accountable, and prevent future violence. This resolution does not create new laws or allocate funding but serves as a statement of congressional support for existing efforts.
This resolution recognizes (1) the celebration of Hispanic Heritage Month from September 15 - October 15, 2021; and (2) the integral role of Latinos and their manifold heritage in the economy, culture, and identity of the United States.
