Shoring Up Personal Protective and Lifesaving Indispensable Equipment Stockpile Act or the SUPPLIES Act This bill establishes a temporary grant program to assist small businesses in producing covered goods (e.g., ventilators, surgical masks, and hand sanitizer) that are needed to address the national emergency related to COVID-19 (i.e., coronavirus disease 2019). A grant recipient must prioritize the domestic sale of covered goods and refrain from selling such goods at a price that grossly exceeds the average price for the 90-day period prior to January 31, 2020.
Presidential Tax Transparency Act This bill requires the President, the Vice President, and certain candidates for President and Vice President to disclose federal income tax returns for the ten most recent taxable years. The returns must be disclosed to the Federal Election Commission (FEC), which must make the returns publicly available after redacting information that is necessary for protecting against identity theft, such as Social Security numbers. If the tax returns are not disclosed to the FEC as required by this bill, the Internal Revenue Service must provide the returns to the FEC upon receiving a written request from the FEC.
Incentivizing Medicaid Expansion Act of 2021 This bill provides an enhanced federal matching rate to every state that expands Medicaid coverage for individuals who are newly eligible under the Patient Protection and Affordable Care Act, regardless of when such expansion takes place. Under current law, the enhanced Federal Medical Assistance Percentage (FMAP) is equivalent to 100% in 2014 through 2016, 95% in 2017, 94% in 2018, 93% in 2019, and 90% thereafter. The bill retains this enhanced FMAP, but bases it on a term of years rather than on specific dates. The bill applies retroactively.

This bill provides for a Congressional Gold Medal to be awarded posthumously to Carrie Beatrice "Mudear" Sager in recognition of her service to her community and nation for peace, racial justice, and human rights. Following the award the medal shall be given to the Smithsonian Institution and be available for display at the National Museum of African American History and Culture.
Transparent Representation Upholding Service and Trust in Congress Act or the TRUST in Congress Act This bill requires a Member of Congress, as well as any spouse or dependent child of a Member, to place specified investments into a qualified blind trust (i.e., an arrangement in which certain financial holdings are placed in someone else's control to avoid a possible conflict of interest) until 180 days after the end of their tenure as a Member of Congress.
End Dark Money Act This bill repeals in FY2021 the restriction on the use of funds by the Internal Revenue Service to issue any regulation or guidance relating to the standard for determining whether certain nonprofit civic organizations are being operated exclusively for the promotion of social welfare.
Save Democracy Act This bill addresses issues involving voter registration, casting of ballots, and tabulation of ballots in federal elections. Specifically, regarding voter registration for federal elections, the bill prohibits the use of automatic voter registration systems, requires individuals to provide documentary proof of U.S. citizenship to register to vote, requires individuals to provide their full Social Security number on their voter registration application, and requires courts to notify state election officials when an individual is recused from jury duty because the individual is not a U.S. citizen. Next, regarding the casting of ballots in federal elections, the bill requires individuals to provide proof of identification for absentee and in-person voting, prohibits states from mailing unrequested absentee ballots, prohibits the use of a drop box for collecting voted absentee ballots unless it is located inside of a building that serves as an office for the election official, restricts the delivery of ballots by third parties (i.e., prohibits ballot harvesting), requires that absentee ballots be received before the polls close on election day, and requires states to use Social Security numbers to verify the identification of each individual who casts a ballot. Finally, regarding the tabulation of ballots in federal elections, the bill requires states to permit poll watching by at least two campaign representatives per campaign, requires continuous counting of ballots after the closure of polling places on election day, and requires an audit of voting systems.
Wall Street Tax Act of 2021 This bill imposes a 0.1% excise tax on certain purchases of stocks, bonds, and derivatives. The tax applies to the purchase of a security if (1) such purchase occurs on, or is subject to the rules of, a qualified board or exchange located in the United States; or (2) the purchaser or seller is a U.S. person. The tax applies to transactions with respect to a derivative if (1) the derivative is traded on, or is subject to the rules of, a qualified board or exchange located in the United States; or (2) any party with rights under the derivative is a U.S. person. The bill exempts from such tax (1) initial issues of securities; and (2) any note, bond, debenture, or other evidence of indebtedness which is traded on or is subject to the rules of, a qualified board or exchange located in the United States, and has a fixed maturity of not more than 100 days. The tax applies to transactions by a controlled foreign corporation and must be paid by its U.S. shareholders.
Saving the Civil Service Act This bill nullifies the executive order titled Creating Schedule F in the Excepted Service , which was issued on October 21, 2020. The order places executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, under a new schedule in the excepted service (Schedule F) instead of the competitive service. The order also requires any such positions in the excepted service to be reclassified to Schedule F. The bill also specifically prohibits positions or appointments in the competitive service or the Senior Executive Service from being converted to the excepted service, and prohibits certain noncompetitive appointments that were reclassified or made under the executive order from subsequently acquiring competitive status.
This resolution removes Representative Mo Brooks from office as a Member of the House of Representatives for his statements and actions related to the 2020 presidential election and the violent events at the U.S. Capitol on January 6, 2021.
