HR 3101: RIFLE Act

Repealing Illegal Freedom and Liberty Excises Act or the RIFLE Act This bill repeals the excise tax on the transfer of firearms. The bill shall not be construed as placing any regulated firearms under the jurisdiction of the U.S. Consumer Product Safety Commission.

HR 1631: Community Broadband Act of 2021

Community Broadband Act of 2021 This bill prohibits states from blocking the provision of broadband by public providers, public-private partnership providers, or cooperatively organized providers. Further, public providers and state or local entities participating in a partnership must administer applicable ordinances and rules without discrimination against competing private providers.

S 1532: Jobs and Childcare for Military Families Act of 2021

Jobs and Childcare for Military Families Act of 2021 This bill allows an employer a work opportunity tax credit for hiring an individual who is certified by a designated local agency as being, as of the hiring date, the spouse or domestic partner of a member of the Armed Forces, and requires the creation of programs for uniformed services families to pay for childcare on a pretax basis. Specifically, an employer may receive a tax credit equal to 40% of a new employee's first-year wages if the employer hires a service member's spouse or domestic partner (as recognized under state law or by the Armed Forces). Currently, a similar tax credit exists for employers who hire certain disadvantaged individuals, including disadvantaged veterans. The bill requires the Department of Defense, the Department of Homeland Security (with respect to the Coast Guard), the Department of Commerce (with respect to officers of the National Oceanic and Atmospheric Administration), and the Department of Health and Human Services (with respect to the Public Health Service) to implement flexible spending arrangements that permit members of the uniformed services to use basic pay and compensation to pay for childcare services for their dependent children on a pretax basis.

S 1530: Universal School Meals Program Act of 2021

Universal School Meals Program Act of 2021 This bill revises requirements under the food and nutrition programs of the Department of Agriculture, such as the school lunch and breakfast programs. For example, the bill permanently provides free meals to all school children regardless of income. The bill increases the reimbursement rate for school food authorities participating in the food and nutrition programs. The bill also prohibits school food authorities from (1) physically segregating or otherwise discriminating against any child participating in the free breakfast program, or (2) overtly identifying a child participating in the program with a special token or announcement. Additionally, the bill expands the summer food service program by making all children eligible for participation in the program. Further, the bill revises eligibility determinations for measuring poverty to include runaway or homeless youth, foster children, migratory children, and children participating in specified programs (e.g., Head Start).

S 1539: Voters’ Access to Water Act

Voters' Access to Water Act This bill prohibits states from restricting the donation of food or nonalcoholic beverages to individuals who are outside of the entrance of a polling place for a federal election if such items are distributed without regard to electoral participation or political preference. However, states may prohibit individuals who are distributing these items from engaging in political or electioneering activity.

S 914: Drinking Water and Wastewater Infrastructure Act of 2021

Drinking Water and Wastewater Infrastructure Act of 2021 This bill reauthorizes through FY2026 or establishes a variety of programs for water infrastructure. Specifically, it supports programs to provide safe drinking water or treat wastewater, such as sewer overflows or stormwater. For example, the bill reauthorizes and revises the clean water state revolving fund (SRF) and the drinking water SRF.

HR 3062: To establish an exemption from a limitation on the use of certain airport funds for safety projects at a nonhub airport or small hub airport, and for other purposes.

This bill authorizes the Department of Transportation to distribute not more than $50 million per fiscal year from its discretionary fund for terminal development projects to bring a nonhub or small hub airport into compliance with airport safety design standards.

HR 3013: COVID Vaccine Transportation Access Act

COVID Vaccine Transportation Access Act This bill establishes a grant program to remove transportation barriers in accessing COVID-19 vaccination sites. It also requires the federal government to cover the full cost of nonemergency transportation benefits related to accessing a COVID-19 vaccine for Medicaid recipients. Specifically, the Department of Health and Human Services must award the grants through state health agencies to nonprofits that have experience providing services to communities with disparities in health status and health care access. Grant-funded projects may include prescheduled or on-demand transportation to and from COVID-19 vaccination sites.

HR 3033: Resilient Ports Act

Resilient Ports Act This bill revises the Port Infrastructure Development Program with respect to port and intermodal improvement grants. Specifically, the bill authorizes the Department of Transportation (DOT) to provide grants for projects that will be used to improve the safety, efficiency, or reliability of emissions mitigation measures directly related to reducing the overall carbon footprint from port operations. Additionally, the bill increases from 18% to 25% the set-aside that DOT must reserve for grants for port projects that request the lesser of (1) 10% of the grant amounts made available for a fiscal year, or (2) $10 million. In selecting projects for funding, the bill requires DOT to give substantial weight to projects that increase the port's resilience to sea-level rise, flooding, and extreme weather events, including events related to climate change.
