Protecting Resources On The Electric grid with Cybersecurity Technology Act of 2021

Protecting Resources On The Electric grid with Cybersecurity Technology Act of 2021 or the PROTECT Act of 2021 This bill provides incentives for electric utilities to invest in cybersecurity. Specifically, the bill directs the Federal Energy Regulatory Commission (FERC) to provide incentives to electric utilities for investing in advanced cybersecurity technology. In addition, it establishes a grant and technical assistance program at the Department of Energy for electric utilities that are not regulated by FERC to deploy advanced cybersecurity technology.

Veterans Burn Pits Exposure Recognition Act of 2021

Veterans Burn Pits Exposure Recognition Act of 2021 This bill requires the Department of Veterans Affairs (VA) to concede, for the purposes of health care benefits and wartime disability compensation, that a veteran was exposed to certain toxic substances, chemicals, and hazards from burn pits if such veteran served on active duty in a covered location during a specified time frame (unless there is affirmative evidence to establish that the veteran was not exposed during such service). A burn pit is an area used for burning solid waste in open air without equipment. Specifically, the bill covers the following locations and corresponding time periods: Iraq between August 2, 1990, and February 28, 1991, as well as from March 19, 2003, until burn pits are no longer used in this location; Southwest Asia (including Kuwait, Saudi Arabia, Oman, and Qatar) from August 2, 1990, until burn pits are no longer used in these locations; and Afghanistan, Syria, Jordan, Egypt, Lebanon, Yemen, and Djibouti from September 11, 2001, until burn pits are no longer used in these locations. Under the bill, if an exposed veteran submits insufficient evidence to establish a service-connection for purposes of disability compensation, the VA shall provide a medical examination and request a medical opinion regarding a causal link between the disability and a toxin, chemical, or hazard.

Honoring All Veterans Act of 2021 This bill adds the following as a mission statement for the Department of Veterans Affairs: "To fulfill President Lincoln's promise to care for those 'who shall have borne the battle' and for their families, caregivers, and survivors."

Lymphedema Treatment Act

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of (1) standard and custom fitted gradient compression garments that are prescribed by a physician or other specified health care professional to treat lymphedema, and (2) other devices determined to be effective in the prevention or treatment of lymphedema.

A bill to improve the quality and timeliness of Federal permitting and review processes with respect to critical mineral production on Federal land, and for other purposes.

This bill establishes deadlines for the Bureau of Land Management and the Forest Service to complete the federal permitting and review process with respect to critical mineral production on federal lands. It also establishes related requirements to expedite the process and remove impediments to the production of critical minerals and the mineral security of the United States.

Home Health Emergency Access to Telehealth Act

Home Health Emergency Access to Telehealth Act or the HEAT Act This bill provides for Medicare coverage of home health services that are furnished via telehealth during a public health emergency, in accordance with specified requirements. Specifically, the bill allows telehealth services to substitute for in-person home health services and to be considered as home health visits for purposes of payment under Medicare during a public health emergency. Such services (1) may not constitute more than 50% of the number of billable visits in a 30-day period, (2) must be furnished under a plan of care established by a practitioner with whom the beneficiary has an existing care relationship, and (3) must be furnished in accordance with the beneficiary's consent.

Social Security Fairness Act

Social Security Fairness Act This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

A resolution relating to the death of Walter Frederick Mondale, former Vice President of the United States.

This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.

2020 Census Deadline Extensions Act

2020 Census Deadline Extensions Act This bill extends certain deadlines for the 2020 decennial census. Specifically, the Department of Commerce must (1) complete the tabulation of total population by states, report the tabulation to the President, and make the tabulation public, by May 1, 2021; and (2) complete tabulations of population expeditiously, taking into account the deadlines of each state for legislative apportionment or districting, and report the tabulations by October 1, 2021.
