Sport Fish Restoration, Recreational Boating Safety, and Wildlife Restoration Act of 2021 This bill reauthorizes through FY2025 the Sport Fish Restoration and Boating Trust Fund, which provides funding for, including fisheries conservation and management, water and boating infrastructure, and recreational boating safety, among other things. The bill modifies use of the Federal Aid to Wildlife Restoration Fund, which supports wildlife restoration, conservation, and hunter education and safety programs. Of the funds disbursed for the purposes of the Sport Fishing and Boating Partnership Council, a portion of such funds remaining unobligated prior to FY2020 shall be used to study (1) the impact of derelict recreational vessels on recreational boating safety and recreational fishing, and (2) the options and methods for recycling for recreational vessels. The Government Accountability Office (GAO) shall conduct a study on recreational boating access. In carrying out the study, the GAO shall consult with the Sport Fishing and Boating Partnership Council and the National Boating Safety Advisory Council on the design, scope, and priorities of such study.

Tax Fairness for Tribal Youth Act of 2021 This bill treats certain payments made by Indian tribal governments to children as earned income of the child for the purposes of the kiddie tax (the tax on the unearned income of children). This has the effect of exempting the payments from the tax. The bill applies to taxable years beginning after December 31, 2021.

This bill provides supplemental FY2021 appropriations to the National Guard for its response to the events at the U.S. Capitol on January 6, 2021. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

This bill requires the Department of Veterans Affairs (VA), the Department of Agriculture (USDA), and the Department of the Interior to jointly establish a pilot program to employ veterans in positions that relate to the conservation and resource management activities of USDA and Interior. The VA, USDA, Interior, and the Department of Defense (DOD) are authorized to enter into a partnership to include the pilot program as part of the Skillbridge program, which is a DOD program to provide training to members who are transitioning out of service in the Armed Forces. The bill also requires the VA to establish guidelines containing best practices for other federal agencies that carry out programs to employ veterans who are transitioning from service in the Armed Forces.

VA Quality Health Care Accountability and Transparency Act This bill requires the Department of Veterans Affairs (VA) to make certain staffing and quality of care data publicly available on a specified VA website. Among other elements, the information published on the website should include statistics related to patient wait times, effectiveness of care, and staffing and vacancy information. The website must be (1) directly accessible from the main VA website and the main websites of each VA medical center, and (2) understandable and usable by the general public. The VA must implement a self-auditing process to assess the accuracy and completeness of the data available on the website.

SFC Heath Robinson Burn Pit Transparency Act This bill implements reporting requirements and policies related to the treatment and documentation of veterans who have been exposed to open burn pits. A burn pit is an area used for burning solid waste in open air without equipment. First, the bill requires the Department of Veterans Affairs (VA) to submit quarterly reports on veterans' burn pit exposure The bill also requires the VA to collaborate with the Department of Defense to submit an annual report detailing specified information about veterans who have been exposed to open burn pits, such as the number of claims for disability compensation approved and denied (including the rationale for denials). The bill authorizes the survivor of a deceased veteran to report a veteran's exposure to toxic substances from an open burn pit in the Airborne Hazards and Open Burn Pit Registry, even if the veteran was not included prior to their death. VA medical professionals must inform veterans of the registry if they present at a medical facility for treatment related to exposure to toxic chemicals by open burn pits. Finally, the Government Accountability Office must report on the effectiveness of any memorandum of understanding entered into by the VA with respect to the processing of reported cases of burn pit exposure and the coordination of care and provision of health care related to such cases at VA and non-VA facilities.

This resolution expresses the sense of the House of Representatives that the Department of Homeland Security (DHS) provides essential protection for our country from foreign and domestic threats and that defunding DHS would be detrimental to our national security.

This resolution recognizes and expresses support for the efforts of democracy and human rights activists in Cuba.

Sgt. Ketchum Rural Veterans Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA), during FY2022, to establish and maintain three new centers of the Rural Access Network for Growth Enhancement (RANGE) Program in areas with interest from personnel and a need for additional mental health care for rural veterans. The RANGE Program serves veterans in rural areas who are experiencing mental illness. The bill requires the Government Accountability Office to conduct a study and report on whether the VA has sufficient resources to serve rural veterans who need mental health care that is more intensive than traditional outpatient therapy.

Retain Skilled Veterans Act This bill modifies the restriction related to the appointment of retired members of the Armed Forces to certain civil service positions in the Department of Defense. Under the bill, the 180-day waiting period before a retired member may be appointed to a position only applies to those positions in the excepted or competitive service classified at or above GS-14 of the General Schedule (or equivalent).
