HB 281: Relating to detention facilities; to amend Section 14-6-22, Code of Alabama 1975, to require a defendant convicted of a misdemeanor to pay housing and maintenance associated with his or her incarceration in a county or city jail; and to make nonsubstantive, technical revisions to update the existing code language to current style.
HB 278: To adopt and incorporate into the Code of Alabama 1975, those general and permanent laws of the state enacted during the 2021 First Special Session, the 2021 Second Special Session, the 2022 First Special Session, and the 2022 Regular Session as contained in the 2022 Cumulative Supplements to certain volumes of the code and 2023 Replacement Volumes 13, 13A, and 13B; and to adopt and incorporate into the Code of Alabama 1975, the 2022 Cumulative Supplements to local law volumes; to make corrections in certain volumes of the cumulative supplements and replacement volumes; to specify that this adoption and incorporation constitute a continuous systematic codification of the entire Code of Alabama 1975, and that this act is a law that adopts a code; to declare that the Code Publisher has certified that it has discharged its duties regarding the replacement volumes; to expressly provide that this act does not affect any 2023 session statutes; and to specify the duties of the Secretary of State regarding the custody of the cumulative supplements and replacement volumes.
HB 123: Relating to firearms; to amend Section 13A-11-72, Code of Alabama 1975, to provide a criminal penalty for a parent or legal guardian who fails to reasonably secure their firearm resulting in their minor possessing the firearm on the premises of a public school; to make nonsubstantive, technical revisions to update the existing code language to current style; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 86: Relating to motor vehicles and traffic; to amend Sections 11-49-4, 32-5A-173, and 32-5A-176, Code of Alabama 1975; to prohibit a municipality from setting speed limits on county-maintained streets within its corporate limits; and to make nonsubstantive, technical revisions to update the existing code language to current style.
HB 20: Relating to coastal areas; to provide for permits for living shoreline restoration from the State Lands Division of the Department of Conservation and Natural Resources and the Department of Environmental Management and for the use of source sediment by riparian property owners.
HB 441: Relating to consumer protection; to provide legislative findings; to provide definitions; to provide prohibitions on the online distribution of material harmful to minors; to require a license for the distribution of material harmful to minors; and to provide civil and criminal penalties for violations; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 457: Relating to elections; to require the canvassing board of each county to conduct a post-election audit after each county and statewide general election to determine the accuracy of the originally reported results of the election.
HB 188: Relating to public contracts; to prohibit the consideration of environmental, social, and governance (ESG) criteria when awarding a public contract; and to require a responsible bidder, as a condition of being awarded a public contract, to certify, under penalty of perjury, that its employees will not be subject to a personal ESG rating as a basis of hiring, firing, or evaluation.
HB 460: To amend Section 22-27-2 of the Code of Alabama 1975, the Solid Waste and Recyclable Materials Management Act; to amend the definitions under the act; to define "advanced recycling" and to specify that advanced recycling would not be considered as solid waste disposal, solid waste processing, solid waste management, or incineration; and to define "mill scale and slag" and include the term in the definition of solid waste.

HB 212: Relating to the Alabama Board of Funeral Service; to amend Section 34-13-1, as amended by Act 2022-339, 2022 Regular Session, Sections 34-13-20, 34-13-21, and 34-13-22, Sections 34-13-23 and 34-13-27, as amended by Act 2022-339, 2022 Regular Session, Code of Alabama 1975, to rename the Alabama Board of Funeral Service as the Alabama Board of Funeral Services and to provide further for definitions and the membership of the board; to add Article 5 to Chapter 13, Title 34, Code of Alabama 1975, by amending and renumbering Sections 27-17A-1, 27-17A-3, 27-17A-4, 27-17A-10 to 27-17A-25, inclusive, 27-17A-30 to 27-17A-34, inclusive, and 27-17A-40 to 27-17A-57, inclusive, as Sections 34-13-170 to 34-13-172, inclusive, 34-13-190 to 34-13-206, inclusive, 34-13-230 to 34-13-234, inclusive, and 34-13-260 to 34-13-277, inclusive, Code of Alabama 1975; to establish the Alabama Preneed Funeral and Cemetery Act of 2023; to transfer the existing Preneed Funeral and Cemetery Act, and the regulation of preneed contracts, from the Commissioner and Department of Insurance to the Alabama Board of Funeral Service; to authorize the Department of Insurance to temporarily transfer certain funds to the board to defray costs associated with the administration and operation of the Alabama Preneed Funeral and Cemetery Act of 2023; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
