HB 10: Relating to municipalities; to amend Section 11-46-23, Code of Alabama 1975, to permit municipalities to adjust districts and wards by census tract description; to make nonsubstantive, technical revisions to update the existing code language to current style; and to provide for retroactive application of this act.
HB 301: Relating to firearms; to amend Section 13A-11-84, Code of Alabama 1975; to establish a list of criminal offenses deemed felonies dangerous to human life; to provide enhanced criminal penalties for the possession, brandishing, or discharge of a firearm during the commission of a felony dangerous to human life; to provide prohibitions on the possession of a firearm by certain individuals released on bond or personal recognizance for certain underlying criminal offenses; to prohibit the possession of a firearm by certain individuals convicted of a felony dangerous to human life under certain conditions; to provide criminal penalties for a violation; to make; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 178: Related to the Alabama Unconscionable Pricing Act; to amend Sections 8-31-3 and 8-31-4, Code of Alabama 1975 to authorize the Governor or the Legislature to specify the affected areas and time periods to which the prohibition against imposition of unconscionable pricing would apply.
HB 9: Relating to correctional incentive time; to amend Section 14-9-41, as last amended by Act 2022-322, 2022 Regular Session, Code of Alabama 1975, to reduce the amount of correctional incentive time a prisoner receives; to require a prisoner to remain in a certain classification for a longer period of time before moving up to a higher classification; to provide for additional circumstances in which a prisoner may be required to forfeit his or her correctional incentive time; and to require the Department of Corrections to provide annual reports to the Legislature, the Governor, and the Attorney General regarding correctional incentive time.
HB 263: Relating to crimes; to amend Sections 13A-10-30, 13A-10-36, 13A-10-37, and 13A-10-38, Code of Alabama 1975, to allow a detention facility to adopt a policy to further define what items constitute "contraband" for purposes of banning certain items from detention facilities; to further define the crimes of promoting contraband in the first, second, and third degree to apply to juveniles under certain circumstances; to make nonsubstantive, technical revisions to update the existing code language to current style; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 176: Relating to retirement; to extend the provisions of Act 2022-229 to allow local units participating in the Employees' Retirement System additional time to elect to come under the provisions of the act.
HB 333: To establish the Alabama Modified School Calendar Grant Program; to allow local boards of education to adopt a modified school calendar and to offset the associated costs with grants awarded through the program; to require the State Department of Education to administer the program; to create the Alabama Modified School Calendar Grant Fund and the Alabama Modified School Calendar Administration Fund within the State Treasury; to require the State Board of Education to adopt rules for implementing the program; to provide application and eligibility criteria for local boards of education to participate; and to provide for annual reporting on the use of funds by the State Board of Education.
HB 105: Relating to guardianships and conservatorships; to create the Colby Act; to provide for a supported decision-making agreement as an alternative to a guardianship or conservatorship; and to provide the scope and limitations of a supported decision-making agreement.
HB 475: Relating to rural hospitals; to provide for funding of rural hospitals by creating the Rural Hospital Investment Program; to establish a governing board to administer the program, to provide for a state income tax credit in exchange for donations to rural hospitals; and to provide for coordination with the Department of Revenue.
SB 49: Relating to income taxes; to amend Section 40-18-19, Code of Alabama 1975, as last amended by Act 2022-292, Act 2022-294, and Act 2022-297 of the 2022 Regular Session of the Legislature; to increase the exemption for taxable retirement income for individuals who are 65 years of age or older.
HB 159: Relating to court costs; to amend Section 22-52-14, Code of Alabama 1975; to further provide for an appointed attorney's compensation in a commitment proceeding.
