HB 283: Relating to state income tax credits for rural physicians; to designate Sections 40-18-130, 40-18-131, and 40-18-132, Code of Alabama 1975, as Division 1 of Article 4A of Chapter 18 of Title 40, Code of Alabama 1975; to terminate the income tax credit authorized for a rural physician under the existing Article 4A of Chapter 18, Title 40, Code of Alabama 1975, effective December 31, 2023; to provide that any physician who claimed the credit or claims the credit under the existing Article 4A for the tax year ending on December 31, 2023, would be authorized to continue to claim the credit under the prior law until the credit period authorized under the prior law for that physician expires; to add Division 2 to Article 4A of Chapter 18, Title 40, Code of Alabama 1975, to further provide for a rural physician income tax credit; to provide definitions; to modify the requirement for residence and practice in a rural community; to remove the requirement for hospital privileges in a rural community; and to require the State Board of Medical Examiners to certify physicians who qualify for the income tax credit.
HB 480: Relating to Mobile County; to provide for the qualifications of the sheriff; and to require completion of continuing education.
HB 228: Relating to pardons and paroles; to amend Sections 15-22-26, 15-22-28, 15-22-37, and 15-22-43, Code of Alabama 1975, to require the Board of Pardons and Paroles to give weighted consideration to an inmate's age when determining whether to grant parole, to require the board to hold a rehearing once parole is denied for certain inmates, to provide for appellate relief for a prisoner with a serious chronic health condition who was denied parole in certain circumstances; to require the board to hold a medical parole hearing within a specified period of time of an inmate becoming eligible for medical parole; provide for appellate relief for an inmate who was denied medical parole; to amend Section 14-14-5, Code of Alabama 1975, to provide that an inmate released on medical furlough may reside in any state; to add Section 15-22-25.5 to the Code of Alabama 1975, to provide that an inmate may attend his or her parole hearing virtually; and to make nonsubstantive, technical revisions to update the existing code language to current style.
HB 482: Relating to motor vehicles; to amend Section 32-6-65, Code of Alabama 1975, to define centralized motor vehicle registration; to allow for certain data collection; to provide for retroactive effect; and to make nonsubstantive, technical revisions to update the existing code language to current style.
HB 291: Relating to use of industrial access roads and bridges; to amend Section 23-6-9, Code of Alabama 1975, to exclude certain industrial access roads constructed by certain public corporations from the public highway and street system of the state; and to make nonsubstantive, technical revisions to update the existing code language to current style.
HB 89: Relating to the Alabama Administrative Procedure Act; to amend Section 41-22-3, Code of Alabama 1975, to revise the definition of rule for purposes of the Administrative Procedure Act to exclude from the definition certain communications within an agency or with another agency and to provide for retroactive effect.
HB 38: Relating to sentencing; to amend Section 12-25-34.2, Code of Alabama 1975, to allow a judge to deviate from the presumptive sentencing standards if a defendant is convicted after requesting a trial.
HB 219: Relating to cannabis; to prohibit the sale, distribution, marketing, or possession of psychoactive cannabinoids found in hemp for certain age groups; to levy a five percent tax on the gross proceeds of products containing psychoactive cannabinoids sold at retail; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 104: Relating to the Alabama Board of Cosmetology and Barbering; to amend Section 34-7B-2, Code of Alabama 1975, to remove the prohibition against any individual who is affiliated with or owns a school regulated by the board from serving on the board; and to increase the membership of the board by two members who are affiliated with or own a school regulated by the board.
HB 191: Relating to crimes and offenses; to add Article 12, commencing with Section 13A-6-260, to Chapter 6 of Title 13A to the Code of Alabama 1975, to identify gang members, to enhance penalties for any criminal activity that benefits, promotes, or furthers the interest of a gang, and to establish mandatory consecutive penalties for any firearm possession in certain circumstances; to amend Section 12-15-204, Code of Alabama 1975, to require any juvenile 16 years of age or older to be tried as an adult for any gang related criminal activity; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 106: Relating to counties and municipalities; to add Section 11-80-19 to the Code of Alabama 1975, to provide that a county, municipality, or political subdivision of a county or municipality may satisfy a notice requirement by publishing the notice on a website maintained by the state or county or municipal governing body.
