HB 49: Relating to the State Treasurer; to create the Alabama Local Government Investment Pool Program within the Office of the State Treasurer to allow state and local public entities to deposit monies in an investment pool administered by the treasurer; to provide parameters for investments; to authorize the treasurer to take certain actions to administer the program; to establish the Alabama Local Government Investment Advisory Board and provide for its membership and duties; and to provide further for the Office of the State Treasurer's travel expenses.
HB 180: Relating to Agriculture, to amend Sections 2-8-126, 2-8-128, 2-8-131, 2-8-133, 2-8-134, 2-8-135, and 2-8-323, Code of Alabama 1975, to revise the requirements for giving notice of a referendum on an assessment to be used to promote peanuts specifically as well as other nuts, bulbs, fruits, and vegetables; to revise the time an assessment on the sale of nuts, bulbs, fruits, or vegetables is effective between referendums; to revise the percentage the Commissioner of Agriculture and Industries may deduct from the sum of the assessment on nuts, bulbs, fruit, and vegetables; to revise the length of time between audits of an organization certified to conduct a referendum regarding an assessment on the sale of sheep and goats; and to make nonsubstantive, technical revisions to update the existing code language to current style.
HB 434: Relating to public contracts; to amend Section 39-3-4, Code of Alabama 1975, to provide requirements for the use of timber produced within the United States for certain public works projects under certain conditions.
HB 2: Relating to persons charged with driving under the influence; to amend Section 32-5A-191, Code of Alabama 1975, effective July 1, 2023, to continue the requirement that a person charged with driving under the influence and who enters a pretrial diversion program or similar program be required to install an ignition interlock device on his or her vehicle for six months or the duration of the program, whichever is greater; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 329: Relating to the Alcoholic Beverage Control Board; to amend Sections 28-1-5, as amended by Act 2022-383, 2022 Regular Session, and 28-10-6 of the Code of Alabama 1975, to authorize an employee of a restaurant or hotel that is a restaurant or special retail licensee of the board to serve alcoholic beverages under the same specified conditions as an employee of a restaurant licensee; and to further provide for the forms and records of responsible vendor training.
HB 318: Relating to municipalities; to add a new Article 3, commencing with Section 11-54B-80 to Title 11, Chapter 54B, Code of Alabama 1975, to provide that Class 3 municipalities may establish self-help business improvement districts.
HB 321: Relating to state government; to require a state agency, department, or other governmental body, or a county or municipality, to consult the federal Specially Designated Nationals and Blocked Persons List before purchasing or acquiring an unmanned aircraft system; and to prohibit a governmental body, county, or municipality from purchasing or acquiring an unmanned aircraft system in certain circumstances.
HB 376: Relating to the Secretary of State; to amend Section 36-14-6, Code of Alabama 1975, to provide for a reduction of the number of bound sets of legislative acts and codes required to be retained by the Secretary of State.
HB 353: Relating to the State Board of Genetic Counseling; to amend Sections 34-13A-3 and 34-13A-10, Code of Alabama 1975, to authorize the board to conduct regular meetings by electronic means; and to authorize the board to make grants to develop training and continuing education programs for genetic counselors.
HB 405: Relating to definitions used in state law; to provide legislative findings; to amend Section 1-1-1, Code of Alabama 1975, to define terms and delete obsolete or unnecessary definitions; to require vital statistics records to identify each individual as male or female at birth; and to make nonsubstantive, technical revisions to update the existing code language to current style.
HB 433: Relating to Opioid Addiction Treatment; to repeal the Medication Assisted Treatment of Opioid Use Act of 2019, codified as Sections 20-2-300 through 20-2-302, Code of Alabama 1975, that provide for adoption of rules governing use of buprenorphine in the treatment of opioid addiction and a standing working group to assist in drafting the rules.
