SB 246: Relating to boards of registrars; to amend Sections 17-3-2, 17-3-3, 17-3-4, 17-3-5, Code of Alabama 1975, and 17-3-8, Code of Alabama 1975, as last amended by Act 2022-112 of the 2022 Regular Session, to further provide for the qualifications and membership of the board of registrars and establish hours of operation; and to provide for eligibility for reappointment to the board after removal and for temporary appointments to the board under certain circumstances.

SB 170: Relating to crimes and offenses; to amend Sections 13A-11-9 and 32-5A-216, Code of Alabama 1975, to prohibit an individual from loitering on a public roadway maintained by the state or in the right-of-way of a public roadway maintained by the state; to remove the prohibition on a pedestrian soliciting employment, business, or contributions or distributing articles on a highway; to provide criminal penalties for violations; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama 2022.
SB 97: Relating to parole; to amend Section 15-22-28, Code of Alabama 1975, to provide that a prisoner is not eligible for parole of he or she has been duly charged with a new offense that has not been disposed.
SB 314: Relating to environmental protection; to amend Sections 22-30E-2, 22-30E-3, 22-30E-4, 22-30E-5, 22-30E-9, and 35-19-4, Code of Alabama 1975, to provide potentially responsible parties with limitations of liability with respect to a brownfield site; to create the Brownfield Remediation Reserve Fund; to add Sections 22-30E-14, 22-30E-15, and 22-30E-16 to the Code of Alabama 1975, to provide for the creation of brownfield redevelopment districts; and to make nonsubstantive, technical revisions to update the existing code language to current style
SB 232: Relating to motor vehicles; establishing the Peer-to-Peer Car Sharing Program Act; to provide for the operation of peer-to-peer car sharing programs in the state; and to amend Section 40-12-222, Code of Alabama 1975, to exclude lessors of peer-to-peer car sharing vehicles from liability for certain taxes on the proceeds of vehicle rental and leasing.
SB 347: Relating to the Alabama Women's Tribute Statue Commission; to add Section 41-9-338.4, Code of Alabama 1975, to exempt the commission from the public works competitive bid laws.
HB 443: Relating to economic tax incentives; to amend Section 40-1-50, Code of Alabama 1975; to change the reporting date requirements of state agencies which administer economic tax incentives; to align committee schedules to review state agency reports; to establish sunset dates for tax incentive programs; to establish future sunset dates for extended tax incentive programs; and to provide required guidelines for all new incentive legislation.
HB 234: Relating to crimes and offenses; to amend Section 13A-11-62, as last amended by Act 2022-133 and Act 2022-438, 2022 Regular Session, and 13A-11-63, Code of Alabama 1975, to prohibit the possession and use of a trigger activator and provide criminal penalties for a violation; to amend Section 5 of Act 2022-133, 2022 Regular Session, now appearing as Section 13A-11-97, Code of Alabama 1975, to further provide for the duties of a law enforcement officer during an investigatory stop involving a firearm; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 84: Relating to Class 2 municipalities; to amend Sections 11-44C-7 and 11-44C-9, Code of Alabama 1975, relating to the deadline to qualify as a candidate for city council and mayor prior to the election; to extend the qualifying deadline for each office; to change the publication date for notice of a regular Class 2 municipal election; and to make nonsubstantive, technical revisions to update the existing code language to current style.
HB 284: Relating to surplus state property; to authorize the State Forester to sell surplus personal property owned by the Alabama Forestry Commission.
