HB 181: Relating to financial institutions; to amend Section 5-5A-43, Code of Alabama 1975, to prohibit financial institutions from disclosing certain customer financial records of firearms transactions with certain exceptions; to allow the Department of Finance to disqualify a financial institution from any selection process for state contracts for violation of this prohibition; and to provide civil penalties and criminal penalties for violation of the act.
SB 124: Relating to criminal procedure; to amend Section 15-25-3, Code of Alabama 1975, as last amended by Act 2022-201, 2022 Regular Session, to authorize the taking of testimony by closed circuit equipment of victims and witnesses of human trafficking.
SB 126: Relating to firearms; to establish the Gun Violence Protective Order Act; to provide for the issuance of ex parte gun violence protective orders and one-year gun violence protective orders; to require the surrender of all firearms and ammunition of a person subject to an ex parte gun violence protective order or one-year gun violence protective order; to provide for the renewal or early termination of an order; to provide criminal penalties for a violation; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
SB 134: Relating to counties and municipalities; to amend Section 11-50-170, Code of Alabama 1975; to provide that reservoirs used for the collection or storage of water are part of a water system; and to make nonsubstantive, technical revisions to update the existing code language to current style.
SB 125: Relating to credit and debit card fees; to provide that the calculation of any credit or debit card swipe fee may not include taxes and fees added on to the price of the goods or services purchased by the credit or debit card.
HB 22: To authorize any municipality or governmental entity subject to a countywide civil service system to elect by a majority vote of the municipal governing body to opt out of the countywide civil service system; to require the municipality or governmental entity to adopt a human resources policy and procedures manual; and to require the municipality or governmental entity to notify the director of the countywide civil service system of its decision to withdraw from the system.
HB 58: Relating to insurance; to define lender-placed insurance on real property and provide a framework for regulating lender-placed insurance; to require separation between lenders and insurers and define unfair competitive practices in the sale, placement, solicitation, and negotiation of lender-placed insurance; to further provide for the term of the lender-placed insurance on real property and for the calculation of coverage and payment of premium; to provide for prohibited practices in the issuance of lender-placed insurance on real property; to require certain details of the insurance to be set forth in the policy or certificate of insurance; to require for the filing and approval by the Department of Insurance of the forms and rates to be charged for the insurance; to provide for the enforcement of the act and penalties for violations of the act; and to provide for judicial review of orders of the Commissioner of Insurance.
HB 59: Relating to fire alarm systems; to amend Section 34-33A-10, Code of Alabama 1975, to require the plans for a fire alarm system submitted to and approved by a municipality, a county, or the state, to bear the seal of a professional engineer licensed in this state.
SB 127: Relating to commencement of actions; to amend Section 6-2-8, Code of Alabama 1975, to further provide for the statute of limitations for civil actions involving certain sex offenses and to provide for retroactive effect.
HB 142: Relating to voting; to amend Section 17-11-10, Code of Alabama 1975, to require an absentee election manager to allow an elector who has submitted a defective absentee ballot affidavit within a certain time period before the election an opportunity to cure the defect.
SB 75: To make an appropriation of $13,151,435 from the Education Trust Fund to Tuskegee University in Tuskegee, Alabama for the support and maintenance of the educational program of the institution, for the fiscal year ending September 30, 2024; to provide that the appropriation is subject to certain provisions of the Code of Alabama 1975; to require an operations plan and an audited financial statement prior to the release of any funds; and to require an end of year report.
