SB 242: Relating to the Uniform and Residential Landlord and Tenant Act; to amend Section 35-9A-201, Code of Alabama 1975, to remove the limit on the amount that a landlord may require a tenant to pay as a security deposit under a residential rental agreement.
SB 156: To add Chapter 9B to Title 41, Code of Alabama 1975, to establish the Occupational Licensing Boards Division in the office of the Secretary of State; to provide that the division is responsible for the oversight and regulation of certain occupational licensing boards; to provide for the appointment of an executive director, deputy directors, and the employment of staff, including investigators; to provide standards for determining fees; to provide for the appointment of members and the reimbursement of their expenses; to provide uniformity in the collection of fees and the deposit of monies received into the State General Fund.
SB 139: Relating to the Alabama Department of Insurance; to amend Sections 27-7-5, 27-7-14.1, 27-9A-6, 27-9A-8, 27-9A-9, 27-9A-11, 27-25-4.1, and 27-25-4.3, Code of Alabama 1975, to delete the requirement for insurance producers, independent adjusters, apprentice independent adjusters, and title insurance agents to complete a prelicensing course of study approved by the Commissioner of Insurance prior to licensure by the department; and to eliminate the issuance of new service representative licenses prospectively and to authorize a current licensee to renew his or her license.
SB 328: Relating to the 988 Suicide and Crisis Lifeline; to require the Department of Mental Health to develop, administer, and adopt rules relating to Alabama's Crisis System of Care; to create the Alabama 988 Crisis Care Fund; to provide for the collection and use of a statewide surcharge on certain communication service connections; to create the 988 Commission to provide oversight to the fund; and to protect certain communication service providers from certain liability.
SB 65: Relating to municipal occupational license taxes; to add Section 11-51-91.1 to the Code of Alabama 1975, to reduce any municipal occupational license tax greater than one percent based on an annual reduction in the tax until the tax would be one percent; to provide that any occupational license tax levied by any municipality would not apply to any person performing an occupation in the police jurisdiction of the municipality or on any property annexed into the municipality after January 1, 2023; to provide for a referendum under certain conditions in certain counties in which two or more municipalities levied an occupational tax greater than one percent on January 1, 2023; to prohibit a municipality from levying a new occupational license tax or increasing the rate of any existing municipal occupational license tax; to provide for certain exceptions from any occupational taxes for certain temporary workers and for severance pay; to specify the power of a municipality pursuant to Section 11-51-90 of the Code of Alabama 1975, to license an exhibition, trade, business, vocation, occupation, or profession only within the corporate limits and jurisdiction of the municipality, to further provide for refunds and collections of the license fees and taxes, and to provide that these provisions are retroactive and declaratory of existing law.
SB 20: Relating to the Board of Pharmacy; to amend Section 34-23-32 of the Code of Alabama 1975, requiring a manufacturer, bottler, packager, wholesale drug distributor, and other entities in the supply chain for pharmaceutical products to obtain an annual permit from the board; to require each permit holder to designate a representative of the permit holder who would be required to register with the board; and to provide for an additional annual registration fee.
SB 106: Relating to municipal courts; to require all municipal courts to begin to enter certain information regarding criminal charges into each court's information system by January 1, 2025.
SB 72: Relating to driving under the influence and the requirements for the installation of an ignition interlock device by a person charged with driving under the influence and approved for a pretrial diversion program; to repeal Section 2 of Act 2018-517 of the 2018 Regular Session, now appearing as Section 32-5A-191 of the Code of Alabama 1975, effective July 1, 2023, which would delete provisions requiring the installation of ignition interlock by a person charged with driving under the influence and approved for a pretrial diversion program; and to amend Section 4 of Act 2018-517 of the 2018 Regular Session to conform to this act.
SB 208: Relating to health care; to prohibit discrimination against an individual with a disability in receiving an anatomical gift or organ transplant based on his or her disability; and to require health care providers and organ transplant centers to provide reasonable accommodations to individuals with a disability in medical need of an anatomical gift or organ transplant.
SB 297: Relating to the Alabama School Choice and Student Opportunity Act; to amend Sections 16-6F-5, 16-6F-6, and 16-6F-10, Code of Alabama 1975, to change the appointment process for the Alabama Public Charter School Commission; to authorize the commission to hire staff; to require commissioners to receive annual training; to provide additional guidelines for the authorizing and application review process; to provide further for the operational and categorical funding of public charter schools in their first year of operation; and to clarify the per pupil federal, state, and local funding of conversion public charter schools during their first year of operation.
SB 202: Relating to education; to establish the Parental Rights in Children's Education (PRICE) Act relating to K-12 education; to secure the fundamental constitutional rights of parents to direct the education of their children; to create the PRICE Program; to establish a three-year phase-in period; to provide definitions; to establish the roles and responsibilities of the Parent Advisory Board, the Commissioner of Revenue, and the Department of Revenue; to create a process for granting education savings accounts; to establish funding mechanisms for the costs of education savings accounts and the administration of the program; to specify qualified expenses; to create requirements for education service providers; to establish an auditing, denial, and appeal mechanism for expenses, parents, participating students, and education service providers; to provide safeguards against any additional state control over or interference with nonpublic schools, their students, and their families; and to provide for legal remedies.
