HB 408: Relating to the Uniform Commercial Code; to amend Section 7-1-201, to provide a definition for "central bank digital currency;" and to specify that the definition of "money" does not include central bank digital currency.

SB 271: Relating to the Alcoholic Beverage Control Board; to amend Sections 28-11-2, 28-11-3, 28-11-5, 28-11-6.1, 28-11-7, 28-11-9, 28-11-10, 28-11-12, 28-11-13, 28-11-14, 28-11-16, 28-11-17.1, and 28-11-18, Code of Alabama 1975, to revise the definition of "electronic nicotine delivery system" to include delivery of substances other than tobacco; to further provide for the sale of tobacco and other related products to minors; to further provide for the distribution of tobacco products through a vending machine; to provide fees for the retail sale of certain tobacco products; to increase penalties for certain violations; to establish the Tobacco Licensing and Compliance Fund in the State Treasury and provide for its administration; to further provide for the membership of the advisory board to the Alcoholic Beverage Control Board; to further provide for the requirement of tobacco retailers to post signage warning of the dangers of tobacco product use; to require the board to adopt rules; to repeal Sections 28-11-15 and 28-11-19, Code of Alabama 1975, and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
SB 254: Relating to athletic associations, to require the Department of Examiners of Public Accounts to audit an athletic association in the same manner as an agency of the state; and to prohibit public K-12 schools from membership in athletic associations under certain circumstances.
HB 419: Relating to consumption of fishes; to require the State Health Officer to issue advisories concerning fish consumption and to establish a panel to advise on and discuss this issue; to require the Department of Environmental Management to test fishes for pollutants and post signage at water bodies notifying of an active fish consumption advisory; to require the Department of Conservation and Natural Resources to notify fish license purchasers of all active advisories; and to require holders of National Pollution Discharge Elimination System permits to post signage identifying outfalls.
HB 398: Relating to absentee voting; to amend Sections 17-9-30, 17-11-2, 17-11-4, 17-11-5, 17-11-11, and Section 17-11-18, Code of Alabama 1975; to require photo identification to be submitted with the absentee ballot rather than the absentee ballot application; to prohibit the absentee election manager and circuit clerk from extending hours of operation outside of its normal business hours during an election year; to require the absentee election manager to submit a report to the Secretary of State and Attorney General relating to certain absentee ballot requests; to require the absentee election manager to record certain activities relating to each absentee ballot and to post a copy of the list of voters who have requested an absentee ballot each day on the regular bulletin board or other public place in the county courthouse; to require that each absentee ballot have an identifying tracking number; to increase the number of poll watchers; to observe counting of absentee ballots in certain circumstances; and to provide that any absentee ballot received by mail a certain number of calendar days after the election shall be deemed a provisional ballot.
SB 257: Relating to sales taxes; to amend Section 40-23-1, as last amended by Acts 2022-199 and 2022-291, 2022 Regular Session, Code of Alabama 1975, Section 40-23-2, as last amended by Act 2022-346, 2022 Regular Session, Code of Alabama 1975, Section 40-23-60, as last amended by Act 2022-199, 2022 Regular Session, Code of Alabama 1975, and Section 40-23-61, Code of Alabama 1975; to define "food" and begin phasing-out the state sales and use tax on food on September 1, 2023; to require certain growth targets in the Education Trust Fund for future sales tax reductions on food; to establish the sales and use tax rate on food for purposes of county and municipal sales and use taxes as the existing general or retail sales and use tax rate; and to authorize a county and municipality to reduce the sales and use tax rate or exempt food from local sales and use taxes.
HB 395: Relating to states' rights; to provide legislative findings; and to specify the sovereignty of the State of Alabama under the Tenth Amendment to the United States Constitution.

HB 394: Proposing an amendment to Section 46 of the Constitution of Alabama of 2022, commencing on November 1, 2026, to limit a legislator to a maximum of five full terms of office, plus up to two years of service filling a vacancy, for a total of 22 years in the Legislature; and to provide that service in the Senate and service in the House of Representatives before November 2022 would not disqualify, in whole or in part, an individual from service in the respective body following that date.
