HB 101: Relating to adoption; to add Chapter 10E and Chapter 10F to Title 26 of the Code of Alabama 1975, and Section 12-15-115.1 to the Code of Alabama 1975; to amend Section 12-15-133 of the Code of Alabama 1975; to repeal Section 12-12-35 of the Code of Alabama 1975, and Chapter 10A of Title 26 of the Code of Alabama 1975; to create the Alabama Minor Adoption Code and the Alabama Adult Adoption Code; to provide for jurisdictional and procedural requirements relating to adoptions; to provide for the communication of certain courts handling adoption-related proceedings; to provide that certain individuals must consent to an adoption; to provide for the confidentiality of certain adoption records; to provide for investigative requirements for the adoption of a minor; to provide procedures to adopt an adult; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 3: Relating to crimes and offenses; to prohibit smoking or vaping in a motor vehicle when a child is present; to provide penalties; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Amendment 621 of the Constitution of Alabama of 1901, as amended by Amendment 890, now appearing as Section 111.05 of the Official Recompilation of the Constitution of Alabama of 1901, as amended.
HB 98: Relating to Elmore County; to levy a lodging tax and room fee and provide for the collection of the tax and the distribution of the proceeds from the tax; to provide and confirm that this act is intended to be retroactive and curative; to provide that the levying and collecting of the taxes authorized by this act be approved and confirmed as of August 1, 2020; to provide that the collection of taxes pursuant to Act 2020-178 is ratified and confirmed; to provide that to the extent any amount of taxes authorized by this act was paid by a person prior to the effective date of this act, such amount shall be deemed to be legally levied and paid and shall be deemed to be a credit against the amount of taxes levied pursuant to this act; and to repeal Sections 45-26-246 through 45-26-246.04 and 45-26-246.06, and Section 45-26-246.05, Code of Alabama 1975, as last amended by Act 2022-49, which authorized the levy of a lodging tax in Elmore County.
SB 161: Relating to Barbour County; to provide further for the compensation of the sheriff.
SB 68: To amend Sections 36-27-1, 36-27-16, as last amended by Acts 2022-184 and 2022-351, 2022 Regular Session, and 41-27-7, Code of Alabama 1975, relating to retirement benefits for employees who are members of the Employees' Retirement System; to reopen the State Police Tier II Plan to any employee of the Alabama State Law Enforcement Agency who is certified by the Alabama Peace Officers' Standards and Training Commission and performs law enforcement duties; to modify the Tier II benefits received by all State Police Tier II members; and to clarify that employees of the Alabama State Law Enforcement Agency are state policemen for retirement purposes.
HB 139: Relating to Shelby County; to provide for the qualifications of the sheriff; and to require completion of continuing education.
HJR 50: COMMENDING EIGHTH GRADER, ALEXIS COLVARD, FOR PROVIDING EMERGENCY MEDICAL CARE TO A FELLOW STUDENT.
HB 148: Relating to St. Clair County; to amend Section 4 of Act 85-435, 1985 Regular Session (Acts 1985, p. 403); and to create and provide for the distribution of an additional license tag fee of two dollars ($2).
HB 138: Relating to Shelby County; to amend Section 3 of Act 79-524, 1979 Regular Session, (Acts 1979, p. 935), as last amended by Act 2015-343 of the 2015 Regular Session (Acts 2015, p. 1069), establishing a personnel board for employees of county law enforcement officers in the county; to provide for the compensation of the chief deputy sheriff, the operations manager, and up to two majors in the sheriff's department; and to repeal Act 2009-336 of the 2009 Regular Session (Acts 2009, p. 576), relating to the compensation of the chief deputy sheriff.
HJR 33: COMMENDING COACH MICHAEL RAY ROBERTSON ON HIS INDUCTION INTO THE ALABAMA HIGH SCHOOL SPORTS HALL OF FAME CLASS OF 2023.
SB 52: Relating to the Alabama Safe at Schools Act; to add Section 16-30A-3.1 to the Code of Alabama 1975 and to amend Sections 16-30A-5 and 16-30A-7, Code of Alabama 1975; to include adrenal insufficiency as a condition for which the State Board of Education is required to develop guidelines to train school employees under the act; to authorize certain school employees to administer injectable medications to students with an adrenal insufficiency; and to require local boards of education to ensure that students with an adrenal insufficiency have their medical needs met and are not excluded from certain activities.
