SB 239: Relating to Opioid Addiction Treatment; to repeal the Medication Assisted Treatment of Opioid Use Act of 2019, codified as Sections 20-2-300 through 20-2-302, Code of Alabama 1975, that provide for adoption of rules governing use of buprenorphine in the treatment of opioid addiction and a standing working group to assist in drafting the rules.
SB 101: To amend Sections 29-9-2, 29-9-3, and 29-9-4, Code of Alabama 1975, as last amended by Acts 2022-139 and 2022-358 of the 2022 Regular Session, and Sections 29-9-5, Code of Alabama 1975, relating to the Education Trust Fund Rolling Reserve Act, to provide additional definitions; to provide further for annual Education Trust Fund appropriations; to provide further for the distribution of revenues received in excess of appropriations; to create the Educational Opportunities Reserve Fund and provide for the funding and appropriations from the fund; to revise the allowable uses of withdrawals from the Budget Stabilization Fund to eliminate temporary loans for repairs; and to repeal obsolete Section 29-9-2.1 of the Code of Alabama of 1975.
SB 304: Relating to Hale County; to provide for additional minimum qualifications for individuals elected or appointed to the office of sheriff, that the individual is a U.S. citizen, has been a resident and registered voter of Hale County for one year prior to qualifying or being appointed, is a high school graduate or the equivalent, is the age of 25 or older, has three years or more of law enforcement service, has never been convicted of a felony; and to require completion of continuing education.
SB 267: Relating to athletic trainers; to create the Athletic Trainer Secondary School Incentive Program; to provide grants to local boards of education that meet certain requirements related to the use of athletic trainers in rural, 1A, 2A, 3A, and Title I secondary schools; to authorize the Alabama Board of Athletic Trainers to adopt rules to administer the incentive program and the grant application process; to require grants issued from the incentive program to be provided as stipends to qualifying athletic trainers; and to limit each secondary school and athletic trainer to one grant per school year.
SJR 78: CONTINUING THE DUTIES OF THE LIEUTENANT GOVERNOR'S COMMISSION ON 21ST CENTURY WORKFORCE.
SB 300: To create the School Principal Leadership and Mentoring Act and the Alabama Principal Leadership Development System for public K-12 education; to provide for the creation and implementation of a mentoring program for new principals and a continuing professional learning program for principals and assistant principals; and to provide annual stipends for each principal and assistant principal who satisfactorily completes the program.
SB 86: Relating to income taxes; to provide a one-time refundable income tax credit to qualified taxpayers to partially offset the amount of sales taxes paid on groceries throughout the tax year; to create the Refundable Tax Credit Fund in the State Treasury; to provide that refundable credits would not be taxable for Alabama income tax purposes; and to provide an effective date.
