SB 318: Relating to juvenile court; to amend Sections 12-15-110, 12-15-117, 12-15-203, 12-15-204, 12-15-215, 12-19-171, 12-19-181, 12-19-182, 12-19-311, 12-23-7, 12-23-12, 12-23-13, 13A-5-2, 13A-5-11, 13A-5-12, and 15-23-17, Code of Alabama 1975, to eliminate fines, fees, and court costs in juvenile court and to discharge outstanding fines, fees, and court costs previously ordered by a juvenile court; to eliminate the requirement for certain parents, legal guardians, or legal custodians to pay child support when a child is placed in the legal custody of the department, agency, organization, entity, or person; to repeal Section 12-15-109, Code of Alabama 1975, relating to court orders for maintenance and care of children; and to make nonsubstantive, technical revisions to update the existing code language to current style.1

SB 321: Relating to alcoholic beverages; to amend Sections 28-3-1, 28-3A-3, 28-3A-21, and 28-3A-23, Code of Alabama 1975 and add Sections 28-3-208, 28-3A-9.1, and 28-3A-17.2 to the Code of Alabama 1975; to define a new category of low-alcohol content liquor beverages called mixed spirit beverages; to levy taxes upon the distribution of these beverages; to provide for licensure of retailers of mixed spirit beverages and set a fee for licensure; to amend Sections 28-10-4, 28-10-5 and 28-10-6, Code of Alabama 1975, to provide further for the responsible vendors program; and to make nonsubstantive, technical revisions to update the existing code language to current style.

HB 389: Relating to the 988 Suicide and Crisis Lifeline; to require the Department of Mental Health to develop, administer, and adopt rules relating to Alabama's Crisis System of Care; to create the Alabama 988 Crisis Care Fund; to provide for the collection and use of a statewide surcharge on certain communication service connections; to create the 988 Commission to provide oversight to the fund; and to protect certain communication service providers from certain liability.

HB 451: Relating to firearms; to create the Voluntary Alabama Firearms Do-Not-Sell List; to allow an individual to voluntarily add himself or herself to the list; to establish procedures for an individual to be removed from the list; to prohibit certain actions regarding individuals on the list; to provide penalties for certain violations; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
