SB 263: Relating to the Alabama Accountability Act of 2013; to amend Sections 16-6D-3, 16-6D-4, 16-6D-6, 16-6D-8, and 16-6D-9, Code of Alabama 1975; to change the terms failing school and nonfailing school to priority school and qualifying school, respectively; to revise and add definitions; to expand scholarships for eligible students attending nonfailing or qualifying schools; to revise the poverty threshold for determining the qualifications of an eligible student; to provide for the qualifying expenses of eligible students with unique needs; to revise the method of determining the amount of educational scholarship awards; to increase the maximum cumulative amount of tax credits that may be issued each year; to require a scholarship granting organization to maintain a reserve balance and to verify the qualifications of an eligible student with unique needs; and to authorize the Department of Revenue to bar qualifying schools or educational service providers from participating in the program under certain circumstances.
HB 293: Relating to port credits; to amend Sections 40-18-401 and 40-18-403, Code of Alabama 1975, to expand the cap of the port credit and to expand tax incentives for businesses and enterprises who increase their cargo volume through Alabama public ports.
HB 363: Relating to the Alabama School Choice and Student Opportunity Act; to amend Sections 16-6F-5, 16-6F-6, and 16-6F-10, Code of Alabama 1975, to change the appointment process for the Alabama Public Charter School Commission; to authorize the commission to hire staff; to require commissioners to receive annual training; to provide additional guidelines for the authorizing and application review process; to provide further for the operational and categorical funding of public charter schools in their first year of operation; and to clarify the per pupil federal, state, and local funding of conversion public charter schools during their first year of operation.
HB 217: Relating to gross income; to amend Section 40-18-14, Code of Alabama 1975; to exclude hours worked above 40 in any given week from gross income.
SB 313: Relating to the Alabama Department of Economic and Community Affairs; to authorize the department to distribute funds appropriated for that purpose to any government or private entity to accomplish the design, construction, and installation of a replica of the Saturn 1B Rocket or similar structure at the northernmost Interstate 65 rest stop in the state, if the original rocket located at the Interstate 65 Ardmore Welcome Center in Elkmont, Alabama is beyond restoration or repair; and to allocate funding under the department's Planning Program.
SB 143: Relating to crimes and offenses; to add Article 12, commencing with Section 13A-6-260, to Chapter 6 of Title 13A to the Code of Alabama 1975, to identify criminal enterprise members, to enhance penalties for any criminal activity that benefits, promotes, or furthers the interest of a criminal enterprise, and to establish mandatory consecutive penalties for any firearm possession in certain circumstances; to amend Section 12-15-204, Code of Alabama 1975, to require any juvenile 16 years of age or older to be tried as an adult for any criminal enterprise related criminal activity; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
SB 284: Relating to dam safety; to provide for the inspection of certain dams and reservoirs by an engineer; to require certain dam owners to develop emergency action plans; and to require these dam owners to notify their local emergency management agency of any new dam construction or enlargement.
