SB 158: Relating to the state firearms prohibited person database; to amend Section 22-52-10.1, Code of Alabama 1975, to require the judge of probate to report an order, or any modification to a previous order, of involuntary commitment to the Alabama State Law Enforcement Agency; to require circuit judges to report any order of involuntary commitment to the Alabama State Law Enforcement Agency; and to require the Alabama State Law Enforcement Agency to enter an order, or any modification to a previous order, for involuntary commitment received by a judge of probate or a circuit judge, for entry into the database.
SB 335: Relating to the Alabama Board of Examiners in Counseling; to add a new Article 3 to Chapter 8A of Title 34, Code of Alabama 1975, to create and provide for the operation of an Alabama Licensed Counselor Wellness Committee and voluntary treatment program for impaired licensed professional counselors and associate licensed counselors.
SB 322: Relating to the employment of notaries public; to amend Sections 36-20-70, 36-20-71, 36-20-72, 36-20-73.1, 36-20-74, and 36-20-75, Code of Alabama 1975; to provide further for the appointment and service of notaries public; to increase the fee collected by the judge of probate for the commission of a notary; to expand the grounds under which a judge of probate may accept or deny an application for a notary commission; to require an applicant for a notary commission to complete a training program; to increase the bond required of a notary public; to provide further for the acknowledgment of signatures; to increase the fee collected for notarial acts performed; to specify the acts of a notary or other individual that constitute a crime; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
SB 258: Relating to water utilities; to amend Act 2022-378 of the 2022 Regular Session, now appearing as Section 41-5A-12.2 of the Code of Alabama 1975, relating to certain nonprofit corporations providing water service and providing a one-time audit by the Department of Examiners of Public Accounts, to specify that the law applies to nonprofit corporations providing water service to its members or the public; and to authorize the department to conduct an additional one-time audit of a nonprofit corporation if the department suspects fraud or mismanagement of funds.
HB 390: Relating to environmental covenants; to amend Section 35-19-2, Code of Alabama 1975, to provide that work regarding aboveground storage tanks registered for eligibility under the Alabama Underground and Aboveground Storage Tank Trust Fund does not constitute an environmental response project for environmental covenant purposes.
HB 377: To allow for the payment of uncontested claims on an expedited basis for the Board of Adjustment.
SB 224: Relating to crimes and offenses; to amend Section 13A-6-111, Code of Alabama 1975, to provide for the age of a child for the crime of transmitting obscene material to a child by computer; to amend Section 13A-6-240, Code of Alabama 1975, to establish jurisdiction for a violation of distributing a private image; to amend Section 13A-13-3, Code of Alabama 1975, to further provide for the crime of incest; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
HB 133: Relating to state income tax; to establish the Preceptor Tax Incentive Program to provide income tax credit incentives for certain medical students who train in rural and underserved counties in the state.
SB 57: Relating to the Board of Nursing; to add a new Article 8 to Title 34, Chapter 21, Code of Alabama 1975, to create the Alabama Loan Repayment Program for Nursing Education; to establish and describe the program; to provide for program funding from the Education Trust Fund; to provide definitions; to outline the procedure for the board to award loans to applicants who contract with the board to work as an instructor in a prelicense nursing education program; and to provide further for the powers of the board under the program.
HB 13: Relating to municipalities; to amend Section 11-45-9.1, Code of Alabama 1975, to provide that all municipalities may authorize a law enforcement officer to issue a summons and complaint in lieu of a custodial arrest for certain criminal offenses.
SB 223: Relating to criminal procedure; to amend Section 15-25-39, Code of Alabama 1975, to further provide for the definitions of the Child Physical and Sexual Abuse Victim Protection Act.
