SB 285: Relating to wine and mead; to amend Section 28-3A-20.4, Code of Alabama 1975, to provide that a nonprofit organization may be issued a license to host a wine festival; to further provide for the application process and conditions of licensure to host or participate in a wine festival; and to further provide for the collection and remittance of taxes due on the sale of wine at a wine festival; to amend Section 28-6A-2, Code of Alabama 1975, to further provide for wine manufacturer licensees located in dry counties by allowing such manufacturers to transport and sell wine to retailers under certain limits and to specify that such licensees may host or participate in wine festivals; to amend Section 28-7-10.1, Code of Alabama 1975, to further provide for small farm wineries by permitting such wineries to produce mead; and to amend Section 28-7-16, Code of Alabama 1975, to further provide for the excise tax rate for mead.
SB 198: Relating to sentencing; to amend Sections 12-25-34.2, 13A-4-1, 13A-4-2, 13A-4-3, 13A-5-6, 15-18-8, and 15-22-54, Code of Alabama 1975, to add additional offenses that would be subject to the presumptive sentencing guidelines; to modify the criminal penalties for criminal solicitation, attempt, and criminal conspiracy; to give a judge discretion when sentencing a person convicted of a Class C or Class D felony offense; to make nonsubstantive, technical revisions to update the existing code language to current style; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
SB 67: Relating to the Alabama National Guard; to amend Sections 31-10-2, 31-10-3, and 31-10-4.1, Code of Alabama 1975, relating to educational benefits for qualified active members; to limit the amount of private tuition reimbursed to eligible guard members to the median tuition of any public institution in the state; to clarify the law relating to undergraduate and graduate credentials; and to repeal Article 2, commencing with Section 31-10-20, of Chapter 10, Title 31, Code of Alabama 1975, relating to supplemental educational assistance benefits.
HB 129: Relating to funeral services; to amend Section 34-13-122, Code of Alabama 1975; to define dignified and humane manner for the disposition of cremated remains; and to mandate best efforts to identify the unclaimed cremated remains of Alabama veterans eligible for burial in a state or national military cemetery.
HB 320: Relating to sheriffs; to amend Act 2022-133, 2022 Regular Session, now appearing as Section 41-23-9, Code of Alabama 1975, to change the name of the Local Government Pistol Permit Revenue Loss Fund; to increase the life span of the fund; to further provide for expenditures from the fund; to further provide for the deposit and allocation of grant reimbursement monies; and to make nonsubstantive, technical revisions to update existing code language to current style.
SB 175: To establish the ReEngage Alabama Grant Program; to provide grant award payments to eligible adult learners; to provide eligibility standards, and to provide for administration by the Alabama Commission on Higher Education; relating to grants for short-term credentials; to establish the Alabama Short-Term Credential Scholarship Program to provide grants to Alabama residents to help them earn short-term credentials; to determine eligible recipients; to establish procedures for administering the program; to set forth the process by which the program will be funded; and to repeal the Alabama Apprenticeship Tax Credit Act commencing with Section 40-18-422, Code of Alabama 1975.
SB 76: Relating to the Alabama Forestry Commission; to establish the Rural Logging Efficiency Act of 2023; to create the Logging Efficiency Grant Fund to be administered by the Alabama Forestry Commission; and to provide for the distribution of funding to the Alabama Forestry Commission to support rural economic development.
