Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.
Second Amendment Mandates Equality Act or the SAME Act This bill reduces the minimum age—from 21 years to 18 years—at which an individual may obtain a handgun from a federally licensed gun dealer, manufacturer, importer, or collector.
Abortion Providers Loan Elimination Act This bill makes abortion providers ineligible to receive a loan under the Paycheck Protection Program, which was established to support small businesses in response to COVID-19. This prohibition shall not apply to hospitals or entities that exclusively provide abortions (1) where the pregnancy is the result of rape or incest, or (2) where the pregnancy endangers the life of the mother. The Inspector General of the Small Business Administration must report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and to other abortion providers.
Ukraine Security Partnership Act of 2021 This bill contains provisions related to U.S. support for Ukraine. From FY2022-FY2026, the Department of State is authorized to (1) provide grants and loans to Ukraine for acquiring U.S. defense equipment and services through the Foreign Military Financing program, and (2) provide training for Ukraine's military through the International Military Education and Training program. During this period, Ukraine shall have priority access to excess U.S. defense articles. During this period, the State Department may also engage in certain activities in Ukraine to (1) strengthen cybersecurity and intellectual property enforcement, (2) provide support and training for certain economic reforms and the privatization of state-owned enterprises, (3) combat corruption and strengthen the rule of law, (4) respond to humanitarian crises caused by Russia's invasion of Ukraine, (5) improve participatory legislative processes, and (6) build civil society and independent media capacity. The State Department shall report to Congress a strategy on (1) using diplomacy to support Ukraine, and (2) encouraging other countries to donate excess defense equipment to Ukraine. The President shall report to Congress a determination as to whether certain vessels and entities, including the project company behind the Nord Stream 2 pipeline, meet the criteria to be subject to sanctions. (The Nord Stream 2 is a pipeline project that would bring natural gas from Russia to Europe.)
Life at Conception Act This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to authorize the prosecution of any woman for the death of her unborn child.
No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2021 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.
This resolution designates April 2021 as Financial Literacy Month.
American Infrastructure Bonds Act of 2021 This bill allows the issuer of an American infrastructure bond a tax credit for 28% of the interest payable under such bond.
Promotion and Expansion of Private Employee Ownership Act of 2021 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill extends to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an ESOP business concern and allows such a concern to continue to qualify as a small business for the purposes of programs under the Small Business Act. An ESOP business concern is a business concern that was a small business concern eligible for a loan, preference, or other program under the Small Business Act before more than 49% of the business concern was acquired by an ESOP.
This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.
Time to Rescue United States Trusts Act of 2021 or the TRUST Act of 2021 This bill establishes congressional rescue committees to develop recommendations and legislation to improve critical social contract programs. A critical social contract program is a federal program for which a federal trust fund is established (e.g., Social Security, Medicare, and federal highway programs), with outlays of at least $20 billion during the year preceding the year in which this bill is enacted, and for which the amount of dedicated federal funds and federal trust fund balances will be inadequate to meet the total amount of outlays of the program that would otherwise be made. Each rescue committee may develop recommendations and legislation to improve the program for which it was established, including by (1) increasing the duration of positive balances of the federal trust fund established for the program, and (2) providing for the solvency of the federal trust fund established for the program during a 75-year period. Congress must use specified expedited legislative procedures to consider legislation that is approved and submitted by the rescue committees.
CFPB Pay Fairness Act of 2021 This bill requires employees of the Consumer Financial Protection Bureau to be compensated according to the General Schedule pay scale for federal employees.
