Taxpayer Receipt Act This bill requires the Department of the Treasury to provide taxpayers with a one-page document that contains information regarding the federal budget for the most recently completed fiscal year. The document must include total outlays during the year, total revenues collected during the year, the deficit or surplus for the year, and the total debt held by the public.
Manufacturing Abilities Determine Economies in The Americas Act or the MADE in The Americas Act This bill establishes certain manufacturing incentives to increase trade between the United States and other countries in the Western Hemisphere. Specifically, the bill requires the President to develop a strategy to reduce reliance on concentrated supply chains for covered articles (including those essential to U.S. critical infrastructure) and protect against any threats from countries of concern relating to supply chains for these articles. Additionally, the bill establishes within the Executive Office of the President the Manufacturing Security and Resilience Council. The functions of the council include (1) implementing the President's strategy, (2) establishing and maintaining a database of information on manufacturing companies that manufacture a covered article or maintain facilities that may be converted to manufacture covered articles during an emergency, and (3) establishing and carrying out a manufacturing resilience grant program. An eligible manufacturing company may use grant funds to relocate manufacturing facilities and operations out of a country of concern into the United States or another country in the Western Hemisphere. The bill authorizes the President to provide duty-free treatment to any eligible article from any beneficiary Western Hemisphere country. This treatment shall apply to any article (1) that is the growth, product, or manufacture of a beneficiary Western Hemisphere country; and (2) that is needed to support the critical infrastructure of the United States. The bill also includes certain tax incentives, including by establishing an American security product tax credit.
Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 [ sic ] This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition.
Iran Sanctions Relief Review Act of 2021 This bill restricts the President's authority to unilaterally undertake certain actions with respect to Iran and increases congressional oversight of those actions. Specifically, the President must report to Congress before terminating or waiving sanctions related to Iran or taking a licensing action that significantly alters U.S. foreign policy with respect to Iran. Each report must (1) describe the proposed action and its rationale, and (2) indicate whether or not the action is intended to significantly alter foreign policy concerning Iran. If the intention is to alter that policy, the report must provide additional information about the policy objectives and anticipated effects of the action. After the President submits a report, the bill provides Congress with a 30-day period to review it; this period is extended to 60 days for reports submitted between July 10 and September 7. During this period, Congress may enact a joint resolution approving or disapproving the action. During the review period, the President may not take the action unless Congress passes a joint resolution of approval; if Congress enacts a joint resolution of disapproval, the bill prohibits the President from taking the action. The bill also outlines procedures for the introduction and consideration of these types of joint resolutions.
Sarah's Law This bill requires U.S. Immigration and Customs Enforcement (ICE) to detain an alien who is unlawfully present in the United States and has been charged with a crime that resulted in the death or serious bodily injury of another person. ICE shall make reasonable efforts to obtain information about the identity of any victims of the crimes for which such alien was charged or convicted. ICE shall provide the victim, or a relative or guardian of a deceased victim, with information about such alien, including name, date of birth, nationality, immigration status, criminal history, and a description of any related removal efforts.
This concurrent resolution expresses the sense of Congress that a carbon tax would be detrimental to American families and businesses and is not in the best interest of the United States.
This resolution expresses support for the designation of National Foster Care Month.
Highway Cost Allocation Study Act of 2021 This bill directs the Department of Transportation (DOT) to carry out a highway cost allocation study to determine the direct costs of highway use by various types of users. In carrying out the study, DOT must (1) ensure that the study examines only direct federal costs of highway use, (2) capture the various driving conditions in different geographic areas of the United States, and (3) distinguish between costs directly occasioned by a single highway user class and costs occasioned by all highway user classes. Once the study is completed, DOT must develop recommendations for a set of revenue options to fully cover the costs occasioned by highway users, including recommendations for changes to existing revenue streams and new revenue streams based on user fees.
This bill waives certain eligibility requirements for hospitals participating in the 340B drug discount program (i.e., a program that allows entities to receive covered outpatient drugs at reduced prices from manufacturers) during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, the bill waives the required minimum proportion of low-income patients served for hospitals that began participating in the program during or prior to the COVID-19 emergency.
This resolution designates the week of May 9-May 15, 2021, as National Police Week.
Save Local Business Act This bill provides that a person may be considered a joint employer in relation to an employee under federal labor law only if such person directly, actually, and immediately (and not in a limited and routine manner) exercises significant control over the essential terms and conditions of employment. Such control may by demonstrated by hiring and discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline.
Water Rights Protection Act of 2021 This bill prohibits the Departments of the Interior and Agriculture from conditioning the issuance, renewal, amendment, or extension of any permit, approval, license, lease, allotment, easement, right-of-way, or other land use or occupancy agreement (permit) on the transfer of any water right to the United States or on any impairment of title granted or otherwise recognized under state law by federal or state action; or requiring any water user (including a federally recognized Indian tribe) to apply for or acquire a water right in the name of the United States under state law as a condition of the issuance, renewal, amendment, or extension of such a permit. When developing any rule or similar federal action relating to the issuance, renewal, amendment, or extension of any permit, such departments (1) shall recognize the longstanding water use authority of the states and coordinate with the states to ensure that any federal action is consistent with applicable state water law, and (2) shall not adversely affect the authority of a state in permitting the beneficial use of water or adjudicating water rights.
