S 2032: Afghan Allies Protection Act of 2021

Afghan Allies Protection Act of 2021 This bill modifies a program providing special immigrant visas to eligible citizens or nationals of Afghanistan who assisted U.S. efforts there and addresses related issues. The bill extends the program through 2023 and increases the number of visas available. An individual may become eligible for a visa after assisting U.S. efforts in Afghanistan for one year, whereas currently some individuals must have served for two years. Furthermore, for an applicant qualifying for a visa by performing duties with a NATO mission in Afghanistan, the bill eliminates a requirement that the duties performed qualify as sensitive and trusted duties. The bill removes a requirement that the individual has experienced or is facing an ongoing serious threat due to their assistance to the United States or NATO. The Department of State or the Department of Homeland Security may postpone the program's medical examination requirement. An individual who received a postponement must undergo a medical exam within 90 days of admission into the United States. The bill also expands surviving family member benefits for the Afghanistan program (and a similar program for Iraq) to a surviving spouse or child of an individual who submitted an application to the Chief of Mission that would have been approved but for the individual's death. Currently, such survivor benefits only apply if the deceased individual's petition was approved.

S 2030: Iran Nuclear Treaty Act

Iran Nuclear Treaty Act This bill requires Senate approval of certain actions with respect to Iran's nuclear program. Specifically, the bill deems any agreement reached between the President and Iran relating to Iran's nuclear program to be a treaty that is subject to the advice and consent of the Senate. Further, the bill prohibits the President from (1) limiting the application of certain sanctions, or (2) refraining to apply such sanctions pursuant to an agreement unless the agreement is subject to the advice and consent of the Senate as a treaty.

S 1983: Defending Keystone Jobs Act

This bill requires the Department of Labor to estimate and report to Congress the number of jobs projected to be lost as a result of a specified section of the executive order titled Protecting Public Health and the Environment and Restoring Science To Tackle the Climate Crisis , which revoked the March 2019 permit for the Keystone XL pipeline.

S 1990: Federal Debt Emergency Control Act of 2021

Federal Debt Emergency Control Act of 2021 This bill establishes various budget enforcement procedures to address the federal debt. The procedures established by the bill take effect during any fiscal year that follows a fiscal year in which the amount of federal debt exceeded the gross domestic product (GDP) for that fiscal year. During such a period, the bill rescinds unobligated balances of stimulus spending that was provided in specified bills that addressed the impact of COVID-19, establishes a point of order against legislation that increases spending, and requires Congress to consider certain deficit reduction measures using specified expedited legislative procedures. The expedited legislative procedures must be used for legislation that (1) would reduce the deficit by at least 5% during the 10-fiscal-year period following the current fiscal year, and (2) does not increase the rate of any federal tax or increase any fee paid to the federal government.

S 1988: Protecting Rural Telehealth Access Act

Protecting Rural Telehealth Access Act This bill expands coverage of telehealth services under Medicare. Specifically, the bill permanently (1) removes geographic restrictions on originating sites (i.e., the location of the beneficiary), (2) allows the home of the beneficiary to serve as the originating site for all services, (3) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner), and (4) expands coverage to include audio-only services for evaluation and management and behavioral health services.

Eliminate Lavish Incentives To Electric Vehicles Act or the ELITE Vehicles Act This bill terminates the tax credit for new qualified plug-in electric drive motor vehicles 30 days after this bill's enactment date. The credit is permanently repealed for taxable years beginning 1 year and 30 days after enactment.

HR 2462: Abandoned Mine Land Reclamation Fee Reauthorization Act of 2021

Abandoned Mine Land Reclamation Fee Reauthorization Act of 2021 This bill reduces the fee certain coal mining operations must pay to the Abandoned Mine Reclamation Fund, reauthorizes such fee through FY2028, and otherwise revises provisions regarding the fund and mine reclamation. Under the existing Abandoned Mine Land Reclamation Program, the Office of Surface Mining, Reclamation and Enforcement (OSMRE) collects a fee from coal mining companies for each ton of coal produced. The fees are deposited into the fund, which may be used to address hazards to public health, safety, and the environment from coal mining sites that were abandoned or unreclaimed as of August 3, 1977. For example, the fund may be used to provide grants to states and Indian tribes to reclaim and clean up land and water affected by such sites. OSMRE's authority to collect the fee expires on September 30, 2021. This bill extends the authority to collect the fee for seven years and reduces the fee for all categories of coal. It also provides additional grants for certain priority sites and revises requirements governing the distribution of grants to states and Indian tribes from the program. In addition, the bill allows states to (1) enter into a memorandum of understanding with relevant states or federal agencies to clean up lands and waters affected by such sites, and (2) partner with a community reclaimer who volunteers to carry out a reclamation project approved by the Department of the Interior.

HR 3685: Hamas International Financing Prevention Act

Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.

HRES 449: Honoring women in the United States for their service in World War II and recognizing the role of Representative Edith Nourse Rogers in establishing the Women's Army Auxiliary Corps and the Women's Army Corps.

This resolution honors, commends, and recognizes the women who served the United States in military capacities during World War II to aid the war effort. Additionally, the resolution honors the contributions of Congresswoman Edith Nourse Rogers for supporting the establishment of the Women's Army Auxiliary Corps and the Women's Army Corps.
