This joint resolution nullifies a Bureau of Alcohol, Tobacco, Firearms and Explosives rule published on April 26, 2022, concerning regulatory definitions and identification of firearms.
Debt Cancellation Accountability Act of 2022 This bill prohibits the Department of Education from providing class-based loan forgiveness unless funds have been specifically requested and appropriated for this purpose. Class-based loan forgiveness refers to the cancellation, waiver, assumption, discharge, reduction, or other forgiveness of any obligation due on Federal Family Education Loans, Federal Direct Loans, or Federal Perkins Loans (1) on a class-wide basis and for a class of two or more loan borrowers, and (2) that totals more than $1 million. The prohibition does not apply to targeted loan forgiveness programs established under the Higher Education Act of 1965 and in effect before the enactment of this bill if the loan forgiveness is granted for a single borrower on a case-by-case basis.
Protecting Americans' Data From Foreign Surveillance Act of 2022 This bill establishes certain export controls on personal data of U.S. nationals and individuals living in the United States. Among other requirements, the bill directs the Department of Commerce to identify categories of personal data that could be exploited by foreign governments and harm U.S. national security if exported, reexported, or in-country transferred in a quantity that exceeds the threshold established by Commerce.
Ensuring National Security Using Reliable Energy Act or the ENSURE Act This bill reverts certain policies under which the Federal Energy Regulatory Commission processes applications for natural gas pipelines and related projects to previous policies until specified conditions for power system reliability and natural gas and electricity pricing are met.

Educational Choice for Children Act This bill allows individuals and corporations a new tax credit after 2022 for charitable contributions to tax-exempt organizations that provide scholarships to elementary and secondary school students. Such students must be members of a household with incomes not greater 300% of the area median gross income and be eligible to enroll in a public elementary or secondary school. The bill excludes from the gross income of taxpayer dependents any scholarship amount for the elementary or secondary education expenses of eligible students. It also prohibits governmental control over scholarship granting organizations.
This bill amends the Endangered Species Act to require the Secretary of the Interior to issue protective regulations for endangered species, changing the current "may" to "shall" for this action. It clarifies that such regulations can prohibit activities listed in Section 9 (like harming species or their habitats) but only apply in states that haven't adopted equivalent rules through cooperative agreements. The bill also updates Section 9 to reference these new regulations. This change directly affects how federal protections are implemented for species listed as endangered, ensuring consistent conservation measures nationwide unless states adopt their own rules.
Graduation Reporting for Accuracy and Decision-Making Act or the GRAD Act This bill expands consumer information disclosure requirements related to student completion or graduation rates at institutions of higher education (IHEs) that participate in federal student-aid programs. Currently, such IHEs must disclose the completion or graduation rate of first-time, full-time, certificate- or degree-seeking undergraduate students. This bill expands disclosure requirements to include the completion or graduation rates of non-first-time and half-time certificate- or degree-seeking undergraduate students. The bill also sets forth new time periods for calculating the completion or graduation rates for programs of study that are less than four years.
Political Bias In Algorithm Sorting Emails Act of 2022 or the Political BIAS Emails Act of 2022 This bill restricts email providers from applying filtering algorithms that label political campaign messages as spam and requires providers to publicly report on their email delivery practices.
Middle-Class Savings and Investment Act This bill provides tax incentives for savings and investment for middle-income taxpayers. Specifically, it (1) increases the current tax bracket for capital gains and dividends; (2) allows an exclusion from gross income for up to $300 of interest income received by a taxpayer; (3) increases the threshold for the net investment tax for married couples filing jointly to $400,000, adjusted for inflation (thus eliminating the tax effect known as the marriage penalty); and (4) increases the maximum contribution amount and the rate of the saver's tax credit. As an offset to the cost of these incentives, the bill extends through 2028 the limitation on the deduction for state and local taxes.
