HR 3815: PRIDE Act of 2021

Promoting Respect for Individuals' Dignity and Equality Act of 2021 or the PRIDE Act of 2021 This bill requires the equal treatment of same sex married couples for tax purposes. It permits such couples to amend their filing status to married filing jointly for tax returns outside of the statute of limitations and modifies tax rules relating to married couples to include same sex couples.

HR 3840: Strengthening MSI Competitiveness in Research and Innovation Act

Strengthening MSI Competitiveness in Research and Innovation Act This bill directs the National Science Foundation (NSF) to establish a program to make competitive awards to eligible institutions to support the mission of the NSF and to build institutional research capacity at eligible institutions. To be eligible to receive an award, an institution shall be a historically Black college or university; a Tribal College or University; a minority-serving institution; or an institution of higher education with an established science, technology, engineering, and mathematics (STEM) capacity building program focused on traditionally underrepresented populations in STEM, including Native Hawaiians, Alaska Natives, and Indians. Each eligible institution shall have not more than $50 million in annual federally-financed research and development expenditures for science and engineering as reported through the National Science Foundation Higher Education Research and Development Survey.

S 2013: Medical Nutrition Equity Act of 2021

Medical Nutrition Equity Act of 2021 This bill expands coverage under Medicare, Medicaid, other specified federal health care programs, and private health insurance to include foods, vitamins, and individual amino acids that are medically necessary for the management of certain digestive and metabolic disorders and conditions.

S 2030: Iran Nuclear Treaty Act

Iran Nuclear Treaty Act This bill requires Senate approval of certain actions with respect to Iran's nuclear program. Specifically, the bill deems any agreement reached between the President and Iran relating to Iran's nuclear program to be a treaty that is subject to the advice and consent of the Senate. Further, the bill prohibits the President from (1) limiting the application of certain sanctions, or (2) refraining to apply such sanctions pursuant to an agreement unless the agreement is subject to the advice and consent of the Senate as a treaty.

S 1996: Greater Leadership Overseas for the Benefit of Equality Act of 2021

Greater Leadership Overseas for the Benefit of Equality Act of 2021 or the GLOBE Act of 2021 This bill contains provisions related to (1) the protection of LGBTQI individuals globally; and (2) immigration protections for vulnerable individuals. The bill establishes (1) an interagency group to respond to urgent threats to LGBTQI people in foreign countries, and (2) a permanent Special Envoy for the Human Rights of LGBTQI Peoples in the Department of State. The President shall impose visa-blocking sanctions on foreign persons responsible for violating the human rights of individuals based on sexual orientation, gender identity, or sex characteristics. The State Department shall establish the Global Equality Fund to provide assistance to nongovernmental organizations working to advance and protect human rights. The U.S. Agency for International Development shall establish the LGBTQI Global Development Partnership to work with the private sector and nongovernmental organizations to support LGBTQI rights. The bill contains several immigration-related provisions, such as those  establishing that persecution based on sexual orientation or gender identity may form the basis of an asylum request, allowing certain applicants to file asylum claims more than a year after their arrival in the United States, including a permanent partnership between two partners as a marriage for immigration law purposes, providing for free counsel in certain immigration proceedings, and granting U.S. citizenship to a child born abroad through assistive reproductive technology from a U.S. citizen who is the child's nonbiological parent.

S 1990: Federal Debt Emergency Control Act of 2021

Federal Debt Emergency Control Act of 2021 This bill establishes various budget enforcement procedures to address the federal debt. The procedures established by the bill take effect during any fiscal year that follows a fiscal year in which the amount of federal debt exceeded the gross domestic product (GDP) for that fiscal year. During such a period, the bill rescinds unobligated balances of stimulus spending that was provided in specified bills that addressed the impact of COVID-19, establishes a point of order against legislation that increases spending, and requires Congress to consider certain deficit reduction measures using specified expedited legislative procedures. The expedited legislative procedures must be used for legislation that (1) would reduce the deficit by at least 5% during the 10-fiscal-year period following the current fiscal year, and (2) does not increase the rate of any federal tax or increase any fee paid to the federal government.

HR 3762: No Vax Pass Act of 2021

No Vax Pass Act of 2021 This bill generally prohibits states and localities from expending COVID-19 relief funds on systems (other than in health care contexts) that verify an individual's COVID-19 vaccination status. However, the bill provides an exception for state educational agencies, local educational agencies, institutions of higher education, secondary schools, and elementary schools. These entities may implement a system to verify the COVID-19 vaccination status of students and staff provided that requirements for COVID-19 vaccines are no stricter than requirements for any other vaccine.

HR 3761: Promising Pathway Act

Promising Pathway Act This bill establishes a provisional approval pathway for medicines intended for serious or life-threatening diseases, including illnesses posing a threat of epidemic or pandemic. The period of the provisional approval is for two years and is potentially renewable. The Food and Drug Administration (FDA) must establish a priority review system to evaluate completed provisional approval applications within 90 days of receipt. A provisional approval application may be approved if the FDA determines that (1) there is substantial evidence of safety for the drug; and (2) there is relevant early evidence of efficacy, based on adequate and well-controlled investigations. During the COVID-19 (i.e., coronavirus disease 2019) pandemic, or another epidemic or pandemic, the FDA must accept and review various portions of a provisional approval application on a rolling basis. The manufacturer of a provisionally approved drug must require patients to participate in an observational registry. A manufacturer that fails to comply with registry requirements is subject to civil penalties. A provisionally approved drug must be labeled as such. If a drug that receives provisional approval status is not brought to market within 180 days of the approval, the approval must be rescinded. The bill also limits the liability of a manufacturer of a provisionally approved drug with respect to any claim under state law alleging that the drug is unsafe or ineffective. Private health insurers and federal health care programs shall not deny coverage of a provisionally approved drug on the basis of it being experimental.

Pediatricians Accelerate Childhood Therapies Act of 2021 or the PACT Act of 2021 This bill requires the National Institutes of Health (NIH) to make awards to support early-career pediatric researchers. It also provides statutory authority for the Trans-NIH Pediatric Research Consortium to coordinate pediatric research across national health research institutions.

HR 3759: Physical Therapist Workforce and Patient Access Act of 2021

Physical Therapist Workforce and Patient Access Act of 2021 This bill makes physical therapists eligible for the National Health Service Corps Loan Repayment Program. This program assists primary care, mental health, and dental providers in repaying eligible student loans in exchange for working in areas with shortages of such providers.
