HR 3100: Student Food Security Act of 2021

Student Food Security Act of 2021 This bill expands the Supplemental Nutrition Assistance Program (SNAP) and establishes programs to address food insecurity among college students. Specifically, the bill permanently modifies the eligibility requirements to allow additional college students to receive SNAP benefits, and it establishes a demonstration program to allow college students to use SNAP benefits on college campuses instead of meal plans. The bill also advances implementation of certain data-sharing agreements and notifications to help students who apply for federal financial aid to also apply for and receive other federal means-tested benefits (e.g., Section 8 tenant-based housing assistance, Medicaid, and Supplemental Security Income). In addition, the bill (1) requires questions about food and housing insecurity to be incorporated into the National Postsecondary Student Aid Study, and (2) establishes a grant program to support research and address incidences of food and housing insecurity among college students.

HR 3014: 30 x 30 Termination Act

30 x 30 Termination Act This bill limits federal acquisition of land or declaration of a national monument in certain areas and nullifies a provision of an executive order related to conservation. In a state or county where 15% or more of the land is managed by a federal agency (1) federal funds may not be used to acquire nonfederal land unless the agency proposing the acquisition disposes of an equal amount of federal land within the state or county, and (2) a declaration of a national monument shall not apply. The bill prohibits from having the force and effect of law a provision of Executive Order 14008 (86 Fed. Reg. 7619), titled Tackling the Climate Crisis at Home and Abroad , that requires the Department of the Interior to recommend steps to achieve the goal of conserving at least 30% of U.S. lands and waters by 2030. No federal funds may be used to implement, administer, enforce, or carry out any report or program substantially similar to such provision. No federal funds may be used to implement, administer, enforce, or carry out any action on federal land that results in a net-loss of multiple use or any principal or major use, unless such action has been authorized by federal statute.

HR 2837: Making Essentials Available and Lawful (MEAL) Act of 2021

Making Essentials Available and Lawful (MEAL) Act of 2021 This bill repeals a lifetime ban that prohibits individuals convicted of certain offenses related to the possession, use, or distribution of a controlled substance from receiving Supplemental Nutrition Assistance Program (SNAP) benefits or assistance under programs funded by Temporary Assistance for Needy Families (TANF) block grants. Any state law that imposes conditions on eligibility for SNAP benefits or TANF assistance based on an individual's conviction of such an offense shall have no force or effect. In addition, individuals who are incarcerated and scheduled to be released within 30 days shall qualify as individual households for purposes of SNAP eligibility. Under current law, unless specifically excepted, individuals residing in institutions do not constitute a household.

This joint resolution nullifies the Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review rule published by the Environmental Protection Agency on September 14, 2020. The rule finalized amendments to new source performance standards under the Clean Air Act for the oil and natural gas sector, such as an amendment that removed limitations on methane emissions from such sector.

HR 4287: USA Workforce Tax Credit Act

USA Workforce Tax Credit Act This bill allows tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.

HR 4268: Federal Retirement Fairness Act

Federal Retirement Fairness Act This bill modifies the federal civilian service that is creditable service under the Federal Employees Retirement System (FERS). Specifically, it expands the nondeduction service that may be creditable under FERS. Nondeduction service is federal service where an employee's pay is not subject to retirement deductions (e.g., service under a temporary appointment). Currently, nondeduction service performed before January 1, 1989, is creditable under FERS so long as a deposit is made into the retirement fund to cover the period of nondeduction service. This bill allows nondeduction service performed on or after January 1, 1989, to be creditable under FERS so long as a deposit is made into the retirement fund.

HR 4272: Audit the Pentagon Act of 2021

Audit the Pentagon Act of 2021 This bill requires defense spending reductions during any fiscal year after FY2022 where the Comptroller of the Department of Defense (DOD) fails to certify that a department, agency, or other element of DOD has achieved an unqualified opinion on its full financial statements. The amount of any reductions must be deposited in the General Fund of the Department of the Treasury and must be available for deficit reduction. The bill excludes from any reductions accounts related to military personnel, reserve personnel, National Guard personnel, and the Defense Health Program. The President may waive a reduction if the President certifies that a reduction would negatively affect (1) national security or members of the Armed Forces who are deployed in combat zones, or (2) the Defense Health Program account.

HR 4006: Fair Repair Act

Fair Repair Act This bill requires an original equipment manufacturer (OEM) to make diagnostic, maintenance, and repair equipment available to independent repair providers. Specifically, for digital electronic equipment sold or used in the United States, an OEM shall make documentation, parts, and tools available to independent repair providers in a timely manner and on fair and reasonable terms. Further, if an OEM has made an express warranty for digital electronic equipment with a wholesale price of $100 or more, the OEM must provide such items at an equitable price and convenience of delivery to enable the repair of the equipment during the warranty period. The bill provides for enforcement of its provisions by the Federal Trade Commission and state attorneys general.

HR 2441: Sgt. Ketchum Rural Veterans Mental Health Act of 2021

Sgt. Ketchum Rural Veterans Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA), during FY2022, to establish and maintain three new centers of the Rural Access Network for Growth Enhancement (RANGE) Program in areas with interest from personnel and a need for additional mental health care for rural veterans. The RANGE Program serves veterans in rural areas who are experiencing mental illness. The bill requires the Government Accountability Office to conduct a study and report on whether the VA has sufficient resources to serve rural veterans who need mental health care that is more intensive than traditional outpatient therapy.
