S 2339: Consumer and Fuel Retailer Choice Act

Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.

HR 4413: National Infrastructure Development Bank Act of 2021

National Infrastructure Development Bank Act of 2021 This bill establishes the National Infrastructure Development Bank as a government corporation to finance energy, environmental (e.g., drinking water or waste facilities), telecommunications, and transportation infrastructure projects. The bill establishes the National Infrastructure Development Bank Board, which must oversee the infrastructure projects. The board may make loans and loan guarantees to assist in financing infrastructure projects. Further, the board must establish an executive committee, a risk management committee, an audit committee, and a compliance office. To be eligible for financial assistance from the bank, an infrastructure project (1) must have a public benefit, as determined by the board; and (2) may not have a sole use or purpose that is private. An infrastructure project must use iron, steel, and manufactured products that are made in the United States. The bill also establishes accounting and reporting requirements. In particular, the Government Accountability Office must, within five years of this bill's enactment, submit a report to Congress evaluating the bank's activities.

HR 2530: Enewetak Atoll Cleanup Radiation Study Act

Enewetak Atoll Cleanup Radiation Study Act This bill requires the Department of Veterans Affairs to seek to enter an agreement with the National Academies of Sciences, Engineering, and Medicine to conduct a study and report on the level of radiation exposure experienced by members of the Armed Forces who participated in the cleanup of Enewetak Atoll between January 1, 1977, and December 31, 1980.

HR 2436: Veterans Burn Pits Exposure Recognition Act of 2021

Veterans Burn Pits Exposure Recognition Act of 2021 This bill requires the Department of Veterans Affairs (VA) to concede, for the purposes of health care benefits and wartime disability compensation, that a veteran was exposed to certain toxic substances, chemicals, and hazards from burn pits if such veteran served on active duty in a covered location during a specified time frame (unless there is affirmative evidence to establish that the veteran was not exposed during such service). A burn pit is an area used for burning solid waste in open air without equipment. Specifically, the bill covers the following locations and corresponding time periods: Iraq between August 2, 1990, and February 28, 1991, as well as from March 19, 2003, until burn pits are no longer used in this location; Somalia and Southwest Asia (including Kuwait, Saudi Arabia, Oman, and Qatar) from August 2, 1990, until burn pits are no longer used in these locations; and Afghanistan, Syria, Jordan, Egypt, Lebanon, Yemen, Uzbekistan, the Philippines, and Djibouti from September 11, 2001, until burn pits are no longer used in these locations. Under the bill, if an exposed veteran submits insufficient evidence to establish a service-connection for purposes of disability compensation, the VA shall provide a medical examination and request a medical opinion regarding a causal link between the disability and a toxin, chemical, or hazard.

HRES 530: Expressing the sense of the House of Representatives that the Department of Homeland Security and all its law enforcement agencies conduct critical operations to keep the United States safe and secure.

This resolution expresses the sense of the House of Representatives that the Department of Homeland Security (DHS) provides essential protection for our country from foreign and domestic threats and that defunding DHS would be detrimental to our national security.

S 2328: Reducing Barriers for Military Voters Act

Reducing Barriers for Military Voters Act This bill requires the Department of Defense (DOD) to develop a plan for providing end-to-end electronic voting services (e.g., services for registering to vote and returning a ballot) in participating states for absent uniformed service members who are deployed or mobilized in locations with limited or no postal service. Specifically, DOD must develop the plan by consulting with state and local election officials. Further, the plan must include (1) methods to ensure that voters have the opportunity to verify that their ballots are received and tabulated, (2) methods to generate a verifiable and auditable vote trail, and (3) an assessment of whether commercially available technologies may be used to carry out the plan. DOD must implement the plan for a trial group of voters in participating states for the 2024 federal elections. The plan must be implemented for all voters in participating states for the 2026 federal elections and subsequent years.

HR 4430: To provide for the establishment of security standards for international research in key technology focus areas.

This bill requires the Department of State to compile a list of allied countries with which joint international research and cooperation would advance U.S. national interests and scientific knowledge in key technology focus areas. The State Department must collaborate with similar entities in listed countries to establish general security policies and procedures for governmental, academic, and private-sector research in order to prevent sensitive research from being disclosed to adversaries.
