S 2519: RIP MSP Act

Repeal Insurance Plans of the Multi-State Program Act or the RIP MSP Act This bill repeals the multi-state insurance plan program. (The multi-state plan program requires the Office of Personnel Management (OPM) to contract with insurance issuers to provide a qualified health plan through the health insurance exchanges in multiple states.) The OPM must report about the process and timeline for ending the program within 60 days.

S 2512: Supreme Court Ethics Act

Supreme Court Ethics Act This bill establishes a new statutory requirement for the Judicial Conference of the United States to issue a judicial code of conduct for judges and justices of U.S. courts, including Justices of the Supreme Court. Currently, the Judicial Conference issues a code of conduct for judges of U.S. courts (but not for Justices of the Supreme Court).

S 2500: PRESERVE Online Speech Act

Preventing Restrictions and Empowering Speakers to Enable Robust and Varied Exchanges in Online Speech or the PRESERVE Online Speech Act This bill requires interactive computer services (e.g., social media companies) to issue a public disclosure containing specified information related to a request or recommendation by a government entity that the service moderate content on its platform. Examples of such moderation include eliminating the ability of a user to comment upon information or terminating or limiting a user's account. Failure to comply with this requirement shall result in a fine of $50,000 per day, which shall be deposited in the Rural Digital Opportunity Fund. The Federal Communications Commission must submit an annual report that includes the contents of each such public disclosure.

S 2527: Disclose Government Censorship Act

Disclose Government Censorship Act This bill requires officers and employees of the legislative and executive branches to disclose communications with providers of interactive computer services (e.g., internet service providers) regarding restricting speech. Specifically, executive and legislative branch officers and employees must disclose their communications with a provider or operator of an interactive computer service regarding action to restrict access to material posted by another information content provider. The bill makes exceptions for legitimate law enforcement and national security purposes. The disclosure must be made within seven days of the date on which the communication is made. The bill establishes penalties for violations.

S 1471: Safeguard Tribal Objects of Patrimony Act of 2021

Safeguard Tribal Objects of Patrimony Act of 2021 This bill prohibits the exportation of Native American cultural items and archaeological resources that were illegally obtained; provides for the return of such items, including voluntary returns; and establishes and increases related criminal penalties. The bill requires the Department of the Interior and the Department of State to each designate a liaison to facilitate and hold trainings and workshops on the voluntary return of human remains and cultural items. Additionally, Interior must refer individuals and organizations to Indian tribes and Native Hawaiian organizations to facilitate the voluntary return of human remains and cultural items; convene an interagency working group; and convene a Native working group consisting of representatives of Indian tribes and Native Hawaiian organizations to provide advice on issues concerning the return of, and illegal trade in, human remains and cultural items. The bill also increases from 5 years to 10 years the maximum prison term for an individual convicted of selling, purchasing, using for profit, or transporting for sale or profit human remains or cultural items that were illegally obtained.

S 1220: United States Cadet Nurse Corps Service Recognition Act of 2021

United States Cadet Nurse Corps Service Recognition Act of 2021 This bill recognizes service as a member of the U.S. Cadet Nurse Corps between July 1, 1943, and December 31, 1948, as active duty service. The active duty designation entitles qualifying individuals to certain benefits afforded to veterans, such as burial benefits (not including interment at Arlington National Cemetery) and honorary veteran status. Under the bill, the Department of Defense (DOD) must issue individuals who served in the corps during the specified period a discharge from their service under honorable conditions if such a discharge is warranted based on the duration and nature of the service. Such individuals are not entitled to Department of Veterans Affairs benefits aside from those related to burials and memorials. The bill also authorizes DOD to produce a service medal or other commendation, memorial plaque, or grave marker to honor the individuals.

HR 4761: Restoration of Employment Choice for Adults with Disabilities Act

Restoration of Employment Choice for Adults with Disabilities Act This bill relaxes requirements that allow entities with a special wage certificate to pay subminimum wages to individuals with disabilities. Specifically, the bill eliminates a requirement that an individual with disabilities who is younger than 24 receive pre-employment transition services and meet specified vocational rehabilitation criteria before beginning subminimum wage work. The bill also relaxes career counseling and service referral requirements that apply to an individual with disabilities who is paid at a subminimum wage. Current law requires an entity to ensure that an individual employed by the entity at a subminimum wage receives periodic career counseling, information, and referrals to employment-related supports and resources in the area provided by the designated state agency. Under the bill, this requirement is satisfied if the employer makes documented effort to contact the state agency for those resources on behalf of the employee and the state agency fails to respond.

HR 4762: Workplace Choice and Flexibility for Individuals with Disabilities Act

Workplace Choice and Flexibility for Individuals with Disabilities Act This bill modifies the definition of competitive integrated employment for individuals with disabilities under the Rehabilitation Act of 1973, particularly with respect to (1) types of workplace interactions, and (2) payment for employment under certain contracts. Current law provides for certain resources to assist individuals with disabilities in securing or maintaining competitive integrated employment.

HR 4773: Consumer Financial Protection Commission Act

Consumer Financial Protection Commission Act This bill removes the Consumer Financial Protection Bureau from the Federal Reserve System, converts the bureau into an independent commission, and modifies its leadership structure. Specifically, the bill eliminates the positions of director and deputy director and establishes a five-person commission appointed by the President and confirmed by the Senate.

HR 4754: National Statuary Hall Collection Progress Assurance Act

National Statuary Hall Collection Progress Assurance Act This bill establishes a timeline for the Joint Committee on the Library to approve or disapprove requests for replacing statutes (or any related actions that are subject to Joint Committee approval) in the National Statutory Hall of the U.S. Capitol. The Joint Committee oversees operations of the Library of Congress, as well as management of the National Statuary Hall, the U.S. Botanic Garden, and works of fine art in the Capitol. Generally, the bill requires the Joint Committee to approve or disapprove a request to replace a statue not later than 30 days after the Architect of the Capitol forwards the request to the Joint Committee. If the Architect forwards the request before the Joint Committee's first organizational meeting of a Congress, the Joint Committee must approve or disapprove the request not later than 30 days after the Architect forwards the request to the Joint Committee or the date of the meeting, whichever is later.

HR 4729: Andy’s Bill

Andrew J. Young Safeguarding the Mississippi River Together Act or the Andrew J. Young SMRT Act or Andy's Mississippi River Bill or Andy's Bill. This bill establishes a National Mississippi River Program for the preservation of the Mississippi River Corridor. The Environmental Protection Agency, coordinating with specified federal departments, may enter into agreements with a state or local government to develop a National Mississippi River Program Office, provide grants, assistance, studies, coordination, and essential restoration and protection of the Mississippi River Corridor to sustain essential environmental services; maintain the ecological integrity, health, and biodiversity of federal lands as well as lands managed under federal programs; protect critical national infrastructure, habitat, fish and wildlife resources; and support the major U.S. economies that depend on the Mississippi River. The Program Office shall develop a comprehensive Mississippi River Restoration Plan to guide implementation of projects to sustain the corridor. In order to support the plan and for other purposes, the bill establishes a series of ongoing studies and investigations to sustain the corridor. Once every five years the Program Office shall complete an updated economic profile of the corridor.
