Open Translation and Analysis Center Authorization Act This bill establishes the Open Translation and Analysis Center as a federally funded research and development center sponsored by the Department of State. The center must disseminate translations and analysis of foreign language materials from China and other countries of strategic interest, with a particular focus on government materials (e.g., documents, reports, and speeches of political and military leadership). To carry out its activities, the center must (1) select appropriate materials for translation and analysis; (2) train analysts and linguists; (3) use technologies to expedite translations; and (4) otherwise coordinate its work with federal agencies, foreign allies, and others. Specifically, the center must cooperate and consult with relevant federal agencies and stakeholders, including grantees of the United States Agency for Global Media and research organizations. The center may consult with foreign governments if the State Department certifies that the consultation serves U.S. national interests. Additionally, the center must maintain a publicly available website of all translations and analyses that are not subject to copyright or intellectual property protections. Materials subject to those protections must be made available at no cost on a private website to federal employees and contractors and members of Congress and their staff. The bill designates the State Department as the primary sponsor of the center. However, the State Department may enter into sponsorship agreements with other federal agencies, such as the Central Intelligence Agency.
UNRWA Accountability and Transparency Act This bill makes changes to U.S. foreign policy in matters concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). For purposes of this policy, the bill defines Palestinian refugee as a person who (1) resided from June 1946 to May 1948 in Mandatory Palestine (a region controlled by Britain until 1948), (2) was personally displaced as a result of the 1948 Arab-Israeli conflict, and (3) has not accepted citizenship or other permanent adjustment in status in another country. The bill withholds U.S. funding for the UNRWA unless the Department of State makes certifications concerning the UNRWA's staff, partners, and funding. Specifically, the State Department must certify that neither UNRWA staff and partners nor its funding and facilities are affiliated with terrorism or engaged in the dissemination of anti-American, anti-Israel, or anti-Semitic ideologies. Additionally, the State Department must certify that the UNRWA is subject to comprehensive financial audits by an independent auditing firm and is unaffiliated with any financial institutions that the United States considers to be complicit in money laundering or terror financing. The bill also requires the State Department to implement a plan to encourage other countries to align their activities and efforts regarding the UNRWA with U.S. policy objectives, including the phase out of the UNRWA by resettling Palestinian refugees in countries other than Israel and in territories not controlled by Israel. The State Department must report to Congress on this plan.
Central American Women and Children Protection Act of 2021 This bill temporarily authorizes the Department of State to enter into bilateral compacts with the governments of El Salvador, Guatemala, and Honduras to strengthen criminal justice systems, social supports, and other means to protect women and children from domestic and gender-based violence. At least 15 days before entering a compact, the State Department must submit to Congress a copy of the proposed agreement and related materials. Authority to enter a compact terminates on September 30, 2023, and a compact may last no more than six years. To support the objectives outlined in a compact, the State Department may provide assistance to international organizations, civil society, or other private entities for programs and activities to prevent and respond to domestic and gender-based violence in a compact country. The bill bars the provision of assistance to the government of a compact country as direct budgetary support. The State Department may suspend or terminate the assistance if a compact country or entity receiving the assistance engaged in conduct contrary to U.S. national security interests or inconsistent with the objectives of the compact. The State Department must notify Congress at least 15 days before suspending or terminating assistance. The bill also requires the State Department to annually report on progress made under each compact, including its effect on reported violence against women and children and other domestic and gender-based violence indicators.
General Secretary Act This bill prohibits the federal government from creating or disseminating documents that refer to China's head of state as anything other than General Secretary of the Chinese Communist Party or General Secretary .

Strengthening Social Security Act of 2021 This bill expands benefits, and increases specified taxes, related to the Social Security retirement and disability benefits program. Changes to benefits include (1) increasing the primary insurance amount for certain beneficiaries, (2) calculating cost-of-living adjustments by using a price index that tracks the spending patterns of older consumers, and (3) establishing an alternative benefit for widows or widowers in two-income households. Changes to taxes include phasing out the cap on earnings subject to the Social Security payroll tax. Under current law, the maximum amount subject to this tax is $142,800.
Revamping Appropriate Incentives for Solar Energy for the Roof Act or the RAISE the Roof Act This bill expands the residential energy efficient property and energy tax credits to include expenditures in new and existing solar roofs.
Surface Warfare Officer Leadership Enhancement Act or the SWOLE Act This bill addresses Naval operations, including the duties of surface warfare officers. Specifically, the bill requires that any person originally commissioned as a surface warfare officer in the Navy on or after January 1, 2023, be assigned to the ship engineering systems career path or the ship operations and combat systems path. The Department of Defense (DOD) must seek to enter into an agreement with a nonprofit entity or federally funded research and development center independent of DOD to research and analyze the gender gap in retention of surface warfare officers in the Navy. The Navy must not expend more than 75% of the funds authorized to be appropriated in FY2022 for Ship Operations, Operations and Maintenance, Navy, until the Navy certifies to Congress that it has established certain standards and procedures by which a member of the Navy can receive a merchant mariner credential with a national officer endorsement, a national rating endorsement, or a Standards of Training, Certification, and Watchkeeping endorsement.

Promoting Access to Diabetic Shoes Act This bill allows a nurse practitioner or physician assistant to fulfill documentation requirements for coverage, under Medicare, of special shoes for diabetic individuals. Under current law, such requirements may be satisfied only by a physician.
