Prohibiting Taxpayer Funded Settlements for Illegal Immigrants Act This bill prohibits using federal funds to make settlement payments to compensate any individuals for being separated from family members while detained by U.S. Customs and Border Protection if the detention was (1) a result of the individual improperly entering (or attempting to improperly enter) the United States, and (2) in accordance with a Department of Justice memorandum that adopted a zero-tolerance policy for such improper entry into the United States.
Muslim Brotherhood Terrorist Designation Act This bill requires the Department of State to submit to Congress a detailed report indicating whether the Muslim Brotherhood meets the criteria to be designated a foreign terrorist organization. John R. Lewis Voting Rights Advancement Act of 2021 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. The bill also includes provisions related to federally protected activities at polling places and voting access on tribal lands. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; or 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill also outlines factors courts must consider when hearing challenges to voting practices, such as the history of official voting discrimination in the state or political subdivision. In addition, the bill (1) includes certain protections for election workers, polling places, and election infrastructure; and (2) expands voting access on tribal lands.
Equal Treatment of Public Servants Act of 2021 This bill phases in a new funding formula for determining benefit amounts under the windfall elimination provision (WEP). The WEP reduces Social Security retirement and disability benefits for those who receive pensions for certain non-covered employment. The new formula adjusts an individual's total lifetime earnings based on the proportion of those earnings subject to Social Security payroll taxes. It applies to individuals who (1) become eligible for Social Security benefits after 2061, and (2) have earnings from non-covered service performed in a year after 1977. Beneficiaries who become eligible for benefits between 2023 and 2061 receive the higher of their benefit calculated under the existing WEP or the new formula. In addition, certain beneficiaries currently impacted by the WEP receive an additional payment. The Social Security Administration must include non-covered earnings in Social Security account statements and must study the feasibility of partnering with certain pension systems to address data sharing issues related to non-covered pensions.
Ending the Monopoly of Power Over Workplace Harassment through Education and Reporting Act or the EMPOWER Act This bill makes it an unlawful labor practice for an employer to enter into, or attempt to enforce, a contract with an employee or job applicant that contains a nondisparagement or nondisclosure clause that covers workplace or sexual harassment, including retaliation for participating in a workplace harassment proceeding. The bill exempts certain settlement or separation agreements from such prohibition. The bill also requires the Securities and Exchange Commission to promulgate a regulation that requires any issuer of securities to submit a report for the most recent five-year period with respect to workplace and sexual harassment. The commission must provide for the development and dissemination of training programs and information regarding workplace and sexual harassment. The bill denies a tax deduction for amounts related to judgments and expenses in connection with litigation related to workplace or sexual harassment. It also excludes from gross income, for income tax purposes, any amount received in connection with a claim or settlement related to workplace or sexual harassment, or other unlawful discrimination.

Saving Workers by Eliminating Economic Tampering and Ensuring Reliability Act or the SWEETER Act This bill eliminates certain Department of Agriculture (USDA) sugar subsidy programs. Specifically, the bill eliminates (1) the price support loan program available to processors of domestically grown sugarcane and sugar beets; (2) the sugar marketing allotments and tariff-rate quotas that limit the quantities of domestically produced sugar that processors may sell and the sugar that may be imported under lower tariff rates; and (3) the feedstock flexibility program for bioenergy producers, which operates to avoid loan forfeitures to the USDA's Commodity Credit Corporation by requiring USDA to purchase surplus sugar from domestic processors for resale to bioenergy producers.
HRES 754 is a non-binding resolution expressing the House of Representatives' opposition to proposed "punitive natural gas taxes" on U.S. businesses, families, and workers. It cites claims that such taxes would raise average energy bills by 17%, reduce GDP by $9 billion, and eliminate 90,000 jobs, while disproportionately harming low-income households. The resolution argues that opposing these taxes supports U.S. energy security, national security, and continued leadership in reducing emissions through domestic natural gas production. As a procedural resolution, it does not create law but formally states the House's position against this policy approach.
Healthy Competition for Better Care Act This bill generally prohibits agreements between health insurance plans and provider networks that (1) restrict an insurance plan from offering incentives for enrollees to use specific providers, (2) require a plan to enter into additional agreements with an affiliate of the provider network, or (3) require a plan to agree to certain payment rates or other terms with entities that are not a party to the contract.
