S 2090: Disarm Hate Act

Disarm Hate Act The bill expands the categories of persons who are prohibited from receiving or possessing a firearm. Specifically, it prohibits firearm sale or transfer to and receipt, possession, shipment, or transport by a person (1) who has been convicted of a misdemeanor hate crime, or (2) who has received an enhanced hate crime misdemeanor sentence.

HR 3940: Local Journalism Sustainability Act

Local Journalism Sustainability Act This bill allows individual and business taxpayers tax credits for the support of local newspapers and media. Specifically, individual taxpayers may claim an income tax credit up to $250 for a local newspaper subscription. The bill also allows local newspaper employers a payroll tax credit for wages paid to an employee for service as a local news journalist and certain small businesses a tax credit for local newspaper and media advertising expenses.

HR 3937: Ending Critical Race Theory in D.C. Public Schools Act

Ending Critical Race Theory in D.C. Public Schools Act This bill prohibits any employee of the District of Columbia Public Schools or the District of Columbia Public Charter Schools from compelling a teacher or student to adopt, affirm, adhere to, or profess ideas that promote race or sex stereotyping or scapegoating.

HR 3939: Agriculture Environmental Stewardship Act of 2021

Agriculture Environmental Stewardship Act of 2021 This bill allows energy tax credits through 2023 for investments in (1) qualified biogas property, or (2) qualified manure resource recovery property. The bill also permits new clean renewable energy bonds to be used for such properties. Qualified biogas property comprises a system that (1) uses anaerobic digesters or other specified processes to convert biomass into a gas which is at least 52% methane, and (2) captures the gas for use as a fuel. The term includes property that cleans and conditions the gas for use as a fuel. Qualified manure resource recovery property comprises a system that uses specified processes to recover the nutrients nitrogen and phosphorus from a non-treated digestate or animal manure by reducing or separating at least 50% of the nutrients, excluding any reductions during the incineration, storage, composting, or field application of the non-treated digestate or animal manure. The term also includes certain processing equipment. The Department of the Treasury must enter into an agreement with the National Renewable Energy Laboratory for a study of biogas and report to Congress on the study.

HR 3942: Brandon Act

Brandon Act This bill modifies the regulatory requirement for referrals by commanding officers and supervisors of members of the Armed Forces for mental health evaluations. Specifically, the regulations must (1) establish a phrase that enables the member to trigger a referral for a mental health evaluation, (2) require a commanding officer or supervisor to make such referrals as soon as practicable following disclosure by the member of the established phrase, and (3) ensure that the process protects the confidentiality of the member.

HR 3946: Pell Grant Preservation and Expansion Act of 2021

Pell Grant Preservation and Expansion Act of 2021 This bill makes various changes to the Federal Pell Grant program, including by expanding student eligibility for Pell Grants. The bill also revises student eligibility for federal student-aid programs. Specifically, the bill provides funding to increase the maximum Pell Grant award for each eligible student. Further, the bill requires the award amount to be adjusted for inflation. Next, the bill allows students who receive means-tested federal benefits (e.g., Medicaid) to automatically qualify for the maximum Pell Grant award plus an additional award amount. In addition, the bill moves the Iraq and Afghanistan Service Grant program into the Pell Grant program. Next, the bill raises from 12 to 18 the total number of semesters during which a student may receive a Pell Grant. The bill makes Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) who entered the United States before the age of 18 and who meet certain educational criteria eligible for federal financial aid. The bill also revises satisfactory academic progress requirements for federal student-aid programs, including by allowing a student who has not been enrolled in an institution of higher education for two years to regain eligibility for federal student aid.

HR 3890: Physician Assistant Education Public Health Initiatives Act of 2021

Physician Assistant Education Public Health Initiatives Act of 2021 This bill establishes multiple grants within the Health Resources and Services Administration (HRSA) concerning clinical education and training of physician assistants. First, HRSA must award grants to physician assistant education programs to expand training at underserved sites (e.g., federally qualified health centers). HRSA must allocate 50% of the grant funds for rural sites and give priority to programs that propose expanding clinical rotations in pediatrics, women's health, or behavioral health. Second, HRSA must also award grants to physician assistant education programs for implementing telehealth curricula. Last, HRSA must award grants to qualified nonprofits and institutions of higher education for research on the use of simulation to mitigate shortages of clinical training sites and other ways to improve education and training of physician assistants.

HR 3440: Sustainable Skies Act

Sustainable Skies Act This bill allows a business-related tax credit through 2031 for each gallon of sustainable aviation fuel used by a taxpayer in the production of a qualified mixture (i.e., a mixture of sustainable aviation fuel and kerosene that is sold for use in certain U.S. aircraft). The bill generally defines sustainable aviation fuel as liquid fuel that consists of synthesized hydrocarbons, meets certain recognized international standards, is derived from biomass, waste streams, renewable energy sources, or gaseous carbon oxides, is not derived from palm fatty acid distillates, and achieves at least a 50% life cycle greenhouse gas emissions reduction in comparison with petroleum-based jet fuel. To be eligible for such credit, a taxpayer must meet certification requirements showing that the sustainable aviation fuel conforms with one of the life cycle greenhouse gas emissions reduction tests set forth in this bill.

HR 2811: Shark Fin Sales Elimination Act of 2021

Shark Fin Sales Elimination Act of 20 21 This bill addresses the sale of shark fins and the inclusion of rays and skates in the Seafood Traceability Program. The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce. The bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The Department of Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program.

HR 2127: TEAM Act

Toxic Exposure in the American Military Act or the TEAM Act This bill requires the Department of Veterans Affairs (VA) to expand health care, benefits, and resources for veterans with conditions related to exposure to toxic substances. Specifically, the bill expands eligibility for VA hospital care, medical services, and nursing home care to include veterans who (1) were exposed to toxic substances, radiation, or other conditions, and were awarded certain medals (e.g., the Armed Forces Service Medal); (2) are eligible for inclusion in the Airborne Hazards and Open Burn Pit Registry; or (3) have been identified by the Department of Defense to have been possibly exposed during service to an open burn pit, toxic substance, or specified hazardous sites. (A burn pit is an area used for burning solid waste in open air without equipment.) The bill establishes a presumption of service-connection for diseases associated with exposure to certain toxic substances and that become manifest within a certain time period; the VA must specify such diseases and requirements through regulations. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. The bill also requires the VA to take specified actions to (1) evaluate scientific evidence regarding associations between diseases and exposure to toxic substances; (2) train its health care personnel on identifying, treating, and assessing illnesses related to such exposure; and (3) provide resources to veterans exposed to toxic substances.
