Initiative, Referendum, and Recall

HJR 2 proposes adding Article XV to West Virginia's Constitution, reserving to registered voters the powers of initiative, referendum, and recall. It would allow citizens to directly propose laws or constitutional amendments through petitions (initiative), vote to approve or reject laws passed by the legislature (referendum), and remove elected officials (recall). The bill requires a two-thirds vote in both legislative chambers to advance and would be submitted to voters in the 2028 general election for ratification.
