Relating to the creation of Regional Jail Commissions.

HB 2361 creates Regional Jail Commissions in each of West Virginia's judicial regions to evaluate community-based correctional alternatives. Each commission includes sheriffs, county commissioners, mayors, circuit court judges, and appointed community representatives (from law, medicine, and education), serving three-year terms without pay but with expense reimbursement. The commissions must submit annual reports by November 30 to the Governor, Legislature, and others, detailing statistics on diverting offenders from jail, coordination with medical/mental health services, rural access barriers, and technology solutions for community supervision. These reports aim to identify ways to expand non-institutional options for low-risk offenders while improving program accessibility across the state.
