Finding Federal Savings Committee Resolution This resolution establishes the House Committee on the Elimination of Nonessential Federal Programs to analyze underperforming or nonessential federal programs and recommend actions to modify or eliminate those programs. The resolution also establishes expedited procedures for legislation reported by the committee to eliminate programs or rescind funding. The committee shall cease to exist at the end of the 119th Congress.
This resolution condemns the military coup that took place in Burma (Myanmar) on February 1, 2021. It also calls on the Burmese military to (1) release all those detained arbitrarily in the coup, (2) restore all forms of communications, and (3) return to power all members of the civilian government.
Restored, Equitable, Coronavirus Adjusted Lodging Act of 2021 or the RECAL Act This bill prohibits the General Services Administration (GSA), when determining the FY2022 and FY2023 per diem reimbursement rates for locations within the Continental United States (CONUS), from setting lodging allowances below the FY2020 levels. CONUS per diem reimbursement rates are the maximum allowances that federal employees are reimbursed for official travel expenses. The rates consist of lodging, meals, and incidental expense allowances; the GSA sets rates annually based on data from the prior 12-month period.
Eliminating the Provider Relief Fund Tax Penalties Act of 2021 This bill excludes from gross income, for income tax purposes, any grant or other assistance provided by the CARES Act Provider Relief Fund under the Coronavirus Aid, Relief, and Economic Security Act or the CARES Act.
Student Loan Disclosure Transparency Act of 2021 This bill requires lenders disbursing federal student loans to disclose additional information to borrowers and increase the frequency of such disclosures. Specifically, prior to disbursement, the lender making a loan must disclose (1) the principal amount, interest rate, and number of required monthly payments to be made on the loan; (2) the estimated balance owed by the borrower; and (3) the estimated aggregate amount the borrower will pay. Prior to repayment, the lender must disclose the projected total of interest charges that the borrower will pay on the loan, as well as projections of the borrower's monthly repayment amount. The bill also requires certain disclosures for the life of the loan. In particular, lenders must disclose information about loans on a monthly, rather than periodic, basis. Lenders must also provide borrowers who are not in a repayment status (e.g., a borrower who is in school or in a deferment period) with a monthly statement. The Department of Education must obtain feedback from borrowers and report on the usefulness and effectiveness of such disclosures.
War Powers Act Enforcement Act This bill prohibits the use of federal funds in contravention of the War Powers Resolution. That resolution provides procedures for Congress and the President to participate in decisions to send the Armed Forces into hostilities.
Medicare Prescription Drug Price Negotiation Act of 2021 This bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. Current law prohibits the CMS from doing so.
Improving Access to Mental Health Act of 2021 This bill increases the Medicare reimbursement rate for clinical social worker services. The bill excludes clinical social worker services from the prospective payment system in which predetermined amounts form the basis for payment under Medicare. Additionally, the bill alters the definition of clinical social worker services as it relates to Medicare. Under current law, such services (1) include services performed for the diagnosis and treatment of mental illnesses, and (2) exclude services furnished to an inpatient of a skilled nursing facility as a condition of the facility's participation in the Medicare program. The bill repeals these provisions and instead specifies that such services include certain types of health behavior assessment and intervention.
Better Utilizing Investments to Leverage Development and Generating Renewable Energy to Electrify the Nation's Infrastructure and Jobs Act or the BUILD GREEN Infrastructure and Jobs Act This bill directs the Department of Transportation (DOT) to establish a green transportation infrastructure program to provide competitive grants to states, local governments, and other entities for capital investments in electrified surface transportation infrastructure projects. DOT must select projects that maximize sustainability, including projects that (1) promote the electrification of all public transportation, (2) contribute to climate resilience and mitigation, (3) reduce air pollution and greenhouse gas emissions, and (4) achieve energy savings and reduce energy usage compared to other eligible projects. Additionally, DOT must prioritize projects that (1) serve a frontline, vulnerable, or disadvantaged community; (2) are located in an area that has experienced high adverse health and environmental impacts on minority and low-income populations; (3) require federal funds in order to complete an overall financing package; or (4) add a new green space or new state or local park units and outdoor recreational areas. Grants issued under the program may not be less than $2 million, with the exception of grants for project planning, preparation, or design, which are not subject to a minimum amount. The federal share of the cost of a project may not exceed 85% for planning, design, and construction purposes and 50% of the operation and maintenance costs of the project for its first 10 years.
Stephanie Tubbs Jones Uterine Fibroid Research and Education Act of 2021 This bill directs the Department of Health and Human Services (HHS) to expand research on, and take other actions to address, uterine fibroids. These are muscular tumors that grow in the wall of the uterus and may cause pain, heavy menstrual bleeding, and reproductive issues. In coordination with the National Institutes of Health and appropriate federal agencies, HHS must undertake research activities on uterine fibroids. In addition, HHS must establish a database of services furnished to individuals diagnosed with uterine fibroids under Medicaid or the Children's Health Insurance Program and must develop a report on federal and state expenditures for such services. Additionally, HHS must disseminate information on uterine fibroids to the public and to health care providers, including information on the elevated risk for minority women and available treatments.
No Surprise Bills for New Moms Act This bill requires health insurers to provide coverage for newborns of enrollees for the first 30-day period after the newborn's date of birth and to provide a special enrollment period for the newborn that extends at least 60 days after the initial coverage period. It also requires insurers to notify an enrollee if they receive a claim for the enrollee's newborn who is not enrolled in a health insurance plan.
Whole Milk for Healthy Kids Act of 2021 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture (USDA). Currently, schools participating in the program must provide milk that is consistent with the most recent Dietary Guidelines for Americans; USDA regulations require milk to be fat-free or low-fat and allow only fat-free milk to be flavored. The bill removes these restrictions and instead permits schools to offer students whole, reduced-fat, low-fat, and fat-free flavored and unflavored milk.
