Military Hunger Prevention Act This bill requires the Department of Defense (DOD) to pay a basic needs allowance to certain low-income members of the Armed Forces. Specifically, those eligible for the basic needs allowance are members who (1) have completed initial entry training, (2) have a gross household income that did not exceed an amount equal to 130% of the federal poverty guidelines of the Department of Health and Human Services (HHS), and (3) do not elect to decline the allowance. In situations where a household contains two or more eligible members, the bill specifies that only one allowance may be paid per year to one member they jointly elect. The amount of the allowance must be the aggregate amount equal to 130% of the HHS federal poverty guidelines minus the gross household income of the covered member during the preceding year divided by 12. The Defense Finance and Accounting Service (DFAS) of DOD must notify, in writing, individuals determined to be eligible for the allowance. The notice must include information regarding financial management and assistance programs administered by DOD for which the individuals are also eligible. Individuals who seek to receive the allowance must submit specified information to DFAS.
Springfield Race Riot National Historic Monument Act This bill establishes the Springfield Race Riot National Historic Monument in Illinois as a unit of the National Park System to preserve, protect, and interpret the resources associated with the Springfield Race Riot of 1908 and its role in the forming of the National Association for the Advancement of Colored People.
Equitable Data Collection and Disclosure on COVID-19 Act of 2021 This bill expands data collection and reporting on demographic information and disparities related to COVID-19 (i.e., coronavirus disease 2019). During the COVID-19 emergency, the Centers for Disease Control and Prevention (CDC) and the Centers for Medicare & Medicaid Services must publish data on COVID-19 testing, treatment, vaccinations, and outcomes on the CDC website. They must update the data daily and disaggregate it by race, ethnicity, and other demographic factors. In addition, the Indian Health Service must consult with tribal nations about COVID-19 data collection and reporting. The Department of Health and Human Services must make a summary of final statistics related to COVID-19 publicly available and report specified information to Congress within 60 days of the end of the COVID-19 emergency. The bill also establishes the Commission on Ensuring Data for Health Equity. The commission must determine approaches to using data to reduce disparities in health outcomes, including specifically with respect to COVID-19. In addition, it must provide recommendations to improve demographic data collection and use in future public health emergencies.
PPP Extension Act of 2021 This bill extends the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), through June 30, 2021. Currently, the program is set to expire on March 31, 2021. For the final 30 days of the program (i.e., from June 1 until June 30), the Small Business Administration may only process applications submitted prior to June 1, and it may not accept any new loan applications. The bill excludes the budgetary effects of this bill from PAYGO scorecards under the Statutory Pay-As-You-Go Act of 2010 and from Senate PAYGO scorecards.
This concurrent resolution supports the goals and ideals of the International Transgender Day of Visibility. It celebrates the accomplishments and leadership of transgender, nonbinary, and gender nonconforming people.
Physician Assistant Higher Education Modernization Act of 2021 This bill assists qualified individuals in receiving the education and training needed to become a physician assistant. Graduate students enrolled in physician assistant education programs are eligible for (1) Direct Subsidized Stafford Loans, and (2) loan forgiveness programs for those who serve in areas of national need upon graduation. The bill also requires the Department of Education to provide historically Black colleges and universities and predominantly Black institutions with grants to fund physician assistant studies at the masters level, prioritize the awarding of grants for physician assistant education programs at the postbaccalaureate level that will benefit Hispanic and low-income students, and allow certain grants to be used to support student matriculation and establish physician assistant education programs at rural-serving institutions of higher education.
Dust Off Crews of the Vietnam War Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the presentation of a Congressional Gold Medal in honor of the Dust Off crews (helicopter air ambulance crews) of the Vietnam War in recognition of their heroic military service.
Investing in Our Communities Act This bill reinstates the exclusion from gross income for interest on certain bonds issued to advance the refunding of a prior bond issue. The exclusion was repealed for bonds issued after 2017.
Freight Rail Assistance and Investment to Launch Coronavirus-era Activity and Recovery Act of 2021 or the Freight RAILCAR Act of 2021 This bill provides a new tax credit for 50% of freight railcar fleet modernization expenses. The bill defines freight railcar fleet modernization expenses to include amounts for railcar replacement and modernization, railcar scrap amounts, and for railcar facility and technology modernization. The Department of the Treasury must report to Congress on the credit to provide information on the number of times the credit was claimed and the number of railcars scrapped or built as a result of the credit.
Toxic Exposure Safety Act of 2021 This bill expands an existing program that compensates Department of Energy (DOE) employees and contractors for illnesses caused by occupational exposure to radiation and certain substances. Specifically, the bill requires the Energy Employees Occupational Illness Compensation Program to cover additional workers with illnesses caused by exposure to toxic substances at certain DOE facilities, including cleanup sites. The Department of Health and Human Services must establish rules for determining whether a current or former DOE employee or contractor is entitled to compensation. In addition, the Department of Labor must create or update assessments of toxic substance exposure in each DOE facility, as well as carry out outreach activities to provide DOE workers with information about the program. The bill also appropriates funds as necessary for DOE's assistance with certain Labor activities related to DOE facilities. Furthermore, the bill requires research on diseases associated with toxic substance exposure at DOE facilities.
Jeanette Acosta Invest in Women's Health Act of 2021 This bill directs the Department of Health and Human Services to establish a series of programs to increase access to cancer screenings for women. These programs include demonstration projects to train certain health care providers to screen for breast and cervical cancer, and increase co-testing of human papillomavirus (HPV) and cervical cancer among populations that have disproportionate rates of cervical cancer.
Fracturing Responsibility and Awareness of Chemicals Act of 2021 This bill revises drinking water requirements concerning hydraulic fracturing (fracking) operations. Hydraulic fracturing, or fracking, is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the geologic formation. The bill gives the Environmental Protection Agency (EPA) the authority to protect groundwater sources (e.g., wells) from certain pollution risks posed by fracking operations. The bill also establishes requirements for disclosing the chemicals intended for use in fracking operations as well as the chemicals actually used in the operations. If the proprietary chemical formulas of chemicals used in fracking operations are necessary for treatment in medical emergencies, then the operations must disclose the formulas or the specific chemical identities of trade secret chemicals to the state, the EPA, or the treating physicians or nurses upon request, regardless of whether written statements of need or confidentiality agreements have been provided.
