HR 5660: Fairness for Rural Medicare Beneficiaries Act of 2021

Fairness for Rural Medicare Beneficiaries Act of 2021 This bill modifies the payment methodology and coinsurance amount for outpatient critical access hospital services under Medicare. Currently, the payment rate for such services is 101% of reasonable costs; the coinsurance amount for such services is 20% of the applicable charges. The bill modifies this methodology so as to base the 20% coinsurance amount on the fee schedule under the Medicare outpatient prospective payment system.

HR 5595: College Student Hunger Act of 2021

College Student Hunger Act of 20 21 This bill expands the eligibility of students at institutions of higher education to participate in the Supplemental Nutrition Assistance Program (SNAP). SNAP eligibility for students is expanded to include certain low-income students who (1) are employed a minimum of 10 hours per week (currently 20 hours) during the regular school year, (2) are eligible for a federal Pell Grant, (3) have an expected family contribution equal to zero, or (4) are independent. Additionally, the bill directs the Department of Education to provide notification to certain students regarding their eligibility for SNAP benefits, the Inspector General of the Department of Agriculture (USDA) to conduct an audit of the operations of the Food and Nutrition Service to examine the procedures and outreach practices used by the service to provide to states information about the eligibility of students at institutions of higher education for participation in the program, USDA to update its state outreach plan guidance, and USDA to implement projects to decrease student hunger at institutions of higher education and to reduce barriers to college students fully utilizing SNAP benefits at these institutions.

HCONRES 55: Recognizing the significance of equal pay and the disparity in wages paid to Latina women in comparison to men.

HRES 445: Condemning all violence and human rights abuses in Ethiopia, and calling on the Government of Ethiopia and the Government of the State of Eritrea to remove all Eritrean troops from Ethiopia, and for all belligerents in the conflict, including the Ethiopian National Defense Forces, the Tigray People's Liberation Front, and Amhara regional forces, and other armed groups to cease all hostilities, protect human rights, allow unfettered humanitarian access, and cooperate with independent investigations of credible atrocity allegations.

This resolution strongly disapproves of the escalation of political tensions between the government of Ethiopia and the Tigray People's Liberation Front into armed conflict, and it calls for the immediate cessation of hostilities in the Tigray region as well as an end to violence throughout Ethiopia. Further, the resolution urges all parties to work to protect human rights, and it calls on relevant U.S. agencies to take specified actions that encourage an end to the conflict and that provide humanitarian support.

S 1734: National Prescribed Fire Act of 2021

National Prescribed Fire Act of 2021 This bill directs the Department of Agriculture (USDA) and the Department of the Interior to significantly increase the number and size of prescribed fires conducted on federal lands. Before the end of FY2023, Interior and USDA shall each have carried out a minimum of one prescribed fire on each unit of the National Forest System (with exceptions), unit of the National Wildlife Refuge System, unit of the National Park System, and Bureau of Land Management district (1) that includes an area that has a historical low-severity fire regime, has a historical fire-return interval of not more than 35 years, and is larger than 100 acres; and (2) less than half of which was burned by a wildland fire during the previous 10-year period. Interior shall establish a collaborative prescribed fire program to provide financial assistance to eligible entities to conduct prescribed fires in priority landscapes. Interior shall establish an incentive program to encourage the implementation of large, cross-boundary prescribed fires. Interior and USDA shall hire additional employees and provide training to increase the number of skilled and qualified prescribed fire practitioners in the departments and other organizations. To address the public health and safety risk of the expanded use of prescribed fire, USDA and Interior shall conduct research to improve or develop, among other things, cost-effective, and consistent mitigation strategies for communities impacted adversely by smoke from prescribed fire.

HR 5654: Higher Education Mental Health Act of 2021

Higher Education Mental Health Act of 2021 This bill requires the Department of Education to establish an Advisory Commission on Serving and Supporting Students with Mental Health Disabilities in Institutions of Higher Education. The commission must conduct a study and report on services available to students with mental health disabilities in institutions of higher education (IHEs) and the effectiveness of such services in supporting these students; the impact of policies and procedures, such as reasonable accommodation and disciplinary policies, that help or hinder the goal of providing equal opportunity to these students; the use of protected health information of these students by IHEs; the impact of providing mental health services on a student's academic performance, well-being, and ability to complete college; conclusions on the major challenges facing these students; and recommendations to improve the overall education, retention, and graduation of these students.

HR 3635: Strengthening America's Strategic National Stockpile Act of 2021

Strengthening America's Strategic National Stockpile Act of 2021 This bill makes changes to the administration and management of the Strategic National Stockpile. Among these changes, the bill authorizes through September 30, 2024, the Department of Health and Human Services (HHS) to transfer supplies from the stockpile to any federal departments or agencies under certain conditions. HHS must also ensure the contents of the stockpile remain in working order and may enter into maintenance service contracts to carry out this requirement. Furthermore, as part of its management of the stockpile, HHS must establish and maintain domestic reserves of certain supplies, including by entering into cooperative agreements or partnerships to access facilities and equipment to produce these supplies. The authority for such agreements and partnerships terminates on September 30, 2024. Additionally, the bill temporarily authorizes HHS to award grants to states for maintaining stockpiles of certain equipment and supplies for use during public health emergencies. HHS must also develop transparent processes for the use and distribution of supplies from the stockpile that address, for example, the prioritization of requests. Additionally, during the COVID-19 emergency, the Office of the Assistant Secretary for Preparedness and Response must report monthly on requests for supplies from states, tribes, and other jurisdictions. These reports must include the rationale for any partially fulfilled or denied requests. Lastly, the Government Accountability Office must study the feasibility of establishing user fees to offset costs for procuring single-source materials for, and distributing such materials from, the stockpile.

HR 654: Drug-Free Communities Pandemic Relief Act

Drug-Free Communities Pandemic Relief Act This bill authorizes the Drug-Free Communities Support Program, subject to certain limitations, to waive matching funds requirements applicable to certain grants for reducing substance use among youth. Before waiving these requirements, the program must determine that a grantee is unable to raise funds because of the COVID-19 emergency. Currently, the Office of National Drug Control Policy administers this program, and community coalitions that receive the grants must match a specified percentage of the federal award amount with nonfederal funds, including in-kind contributions.

HRES 729: Expressing support for the recognition of October 2021 as "National Dyslexia Awareness Month".
