This bill requires the Government Accountability Office (GAO) to conduct a study to assess whether there are disparities associated with race and ethnicity with respect to (1) compensation benefits administered by the Department of Veterans Affairs (VA), (2) disability ratings determined by the VA, and (3) the rejection of fully developed claims for VA benefits. The GAO must also develop recommendations to facilitate better data collection on such disparities associated with race and ethnicity. Within one year, the GAO must brief Congress on the initial results of the study. The GAO must also submit a final report on the study following the briefing.
Expanding Access to Fertility Care for Servicemembers and Dependents Act This bill entitles members of the armed forces and their dependents (including the reserve components) who are performing active service and are entitled to medical care under TRICARE to assisted reproductive technology services (e.g., in vitro fertilization). Such services must be provided, regardless of (1) whether the assisted reproductive technology service is related to the treatment of a service-connected disability; (2) whether the member has a serious illness or injury resulting from a service-connected disability; (3) the ability of the member or dependent to conceive a pregnancy or carry a pregnancy to term; or (4) the sex, gender, sexual orientation, or marital status of the member or dependent.
This bill sets forth provisions to establish (1) vessel speed restrictions to reduce injuries to marine mammals, and (2) a variety of new programs to protect marine mammals.
Maritime Administration Reauthorization Act of 2022 This bill revises provisions related to the Maritime Administration (MARAD). Among other things, the bill reauthorizes MARAD programs, including programs associated with maintaining the U.S. Merchant Marine; sets aside funding to support the maritime environmental and technical assistance program of MARAD, including for activities related to technologies that support port and vessel air emissions reductions and to support zero emissions technologies; directs the Department of Transportation to develop and and deliver to Congress a strategy to assist state maritime academies and the U.S. Merchant Marine Academy to improve the representation of women and underrepresented communities in the next generation of the mariner workforce; authorizes MARAD to award maritime career training grants to eligible institutions (e.g., postsecondary educational institutions or postsecondary vocational institutions) for the purpose of developing, offering, or improving educational or career training programs for workers in the United States related to the maritime workforce; and addresses sexual harassment and sexual assault at the U.S. Merchant Marine Academy and provides for greater diversity and inclusion at the academy and within the maritime transportation system workforce.
Veterans Administration Backlog Accountability Act of 2021 This bill requires the Inspector General of the Department of Veterans Affairs (VA) to report on the backlog of VA disability compensation claims.
Strength in Diversity Act of 2021 This bill establishes a program through which the Department of Education may award planning and implementation grants to specified educational agencies (e.g., local educational agencies) to improve diversity and reduce or eliminate racial or socioeconomic isolation in publicly funded early childhood education programs, public elementary schools, or public secondary schools.
Equity and Inclusion Enforcement Act of 2021 This bill authorizes private civil causes of action for disparate impact violations (to the same extent as intentional violations) of Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin in federally funded programs or activities. Education programs that receive financial assistance authorized or extended by the Department of Education (ED) must designate at least one Title VI compliance coordinator to carry out responsibilities, investigate complaints, and provide assistance to ensure students and employees are aware of their rights and responsibilities. The bill requires ED to appoint a Special Assistant for Equity and Inclusion to (1) promote, coordinate, and evaluate efforts to engender program compliance and inform individuals of their rights; and (2) advise ED on matters relating to compliance.

Priority must be given to establishing programs that address communities, environments, or industries that are in distress due to the impacts of ocean acidification.
Aviation Noise and Emissions Mitigation Act This bill requires the Environmental Protection Agency to establish pilot grant programs to measure and mitigate aircraft and airport noise and emissions (e.g., greenhouse gases and toxic pollutants) in communities near airports and air flight pathways.
