Wounded Warrior Access Act This bill requires the Department of Veterans Affairs (VA) to establish and maintain a secure, online tool or website to enable a claimant or their representative to make records requests related to VA claims and benefits. Requests for records must specify in which format the copy is desired. The VA must notify a requester within 10 days that their request has been received and must fulfill the request within 120 days. The bill also requires the VA to ensure that each time a claimant logs in to a website or online tool of the VA, the website or online tool displays in plain language (1) a warning regarding violations of laws related to agents and attorneys, (2) a link to an online tool to report violations, (3) a link to an online tool to search for a VA-recognized agent or attorney, and (4) a link to a website or online tool providing final decisions on discipline of agents and attorneys for violations.
Improving Seniors' Timely Access to Care Act of 2022 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.
Wildfire Recovery Act This bill makes changes with respect to the federal cost share for Fire Management Assistance Grants and provides that the federal share shall be not less than 75% of the eligible cost. Specifically, the bill directs the Federal Emergency Management Agency (FEMA) to conduct and complete a rulemaking to provide criteria for the circumstances under which FEMA may recommend that the President increase the federal cost share. Such criteria shall include a threshold metric that assesses the financial impact to a state or local government from responding to a fire for which fire management assistance is being provided.
This resolution remembers Her Majesty Queen Elizabeth II and her more than 70 years of service in support of the British people and the Commonwealth of Nations. The resolution also expresses gratitude to Queen Elizabeth II for her efforts to maintain strong bilateral relations between the United Kingdom and the United States. Finally, the resolution extends condolences to the family of Queen Elizabeth II, to the people of the United Kingdom of Great Britain and Northern Ireland, and to the peoples of the Commonwealth of Nations.
This resolution expresses that the Senate has heard the announcement of the death of the Honorable Jacqueline R. Walorski, Congresswoman for the Second Congressional District of Indiana. The resolution also honors Representative Walorski for her service to Indiana and the United States. The resolution expresses that when the Senate adjourns today, it stands adjourned as a further mark of respect to the memory of Representative Walorski.
This resolution designates August 16, 2022, as "National Airborne Day" to honor the history of U.S. airborne forces. It recognizes August 16, 1940, as the date of the first official U.S. Army parachute jump, marking the beginning of airborne operations. The resolution calls on the public to observe the day with appropriate ceremonies and activities, acknowledging the service of airborne troops from World War II through modern conflicts. It is a ceremonial resolution with no legal effect or direct impact on policy or individuals.
Wind River Administrative Site Conveyance Act This bill directs the Forest Service to convey to Skamania County in Washington, upon request of the county, all right, title, and interest of the United States in approximately 23.4 acres of National Forest System land, related infrastructure, and all improvements on the map titled Wind River Administrative Site Conveyance Proposal and dated July 7, 2020. The conveyance shall be made by quitclaim deed; subject to a right-of-way and restrictive easement reservation for the protection of the Pacific Crest National Scenic Trail; and completed in accordance with certain Forest Service conveyance requirements, except that certain market value requirements shall not apply. The Forest Service must meet specified disclosure requirements for hazardous substances, pollutants, and contaminants and shall not otherwise be required to remediate or abate the hazardous substances, pollutants, or contaminants disclosed. The lands and related infrastructure conveyed must be maintained by the county pursuant to standards established by the Department of the Interior regarding the preservation of historic property.
Assault Weapons Ban of 2022 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.
Spectrum Innovation Act of 2022 This bill addresses auctions of, and other matters related to, portions of the electromagnetic spectrum allocated for federal use. The bill also establishes grants for and otherwise modifies provisions concerning next generation 9-1-1 systems (i.e., interoperable Internet Protocol-based systems for receiving 9-1-1 calls). The bill extends to March 31, 2024, the authority of the Federal Communications Commission (FCC) to auction and license electromagnetic spectrum. (Under current law, the authority expires on September 30, 2022.) Additionally, the bill establishes a process for auctioning specified parts of the spectrum currently allocated for federal use. The Office of Management and Budget must transfer certain funding to federal entities for planning activities related to reallocating and auctioning spectrum while the National Telecommunications and Information Administration (NTIA) and the Executive Office of the President must oversee the planning. The Department of Commerce must, informed by the planning, identify the spectrum to auction. Further, the bill addresses shared use of spectrum bands by federal and nonfederal users. For example, the NTIA must implement an incumbent informing capability system to manage harmful interference when nonfederal users and incumbent federal entities share spectrum. The bill also establishes the Public Safety and Secure Networks Fund and directs a portion of spectrum auction proceeds to the fund for, among other purposes, reimbursing telecommunications providers for replacing equipment that poses risks to national security and safety.
Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2022 or the SECURE Notarization Act of 2022 This bill allows a notary public commissioned under state law to remotely notarize electronic records and perform notarizations for remotely located individuals. The bill provides technical requirements for such notarizations, including the creation and retention of video and audio recordings and the use of communication technologies (i.e., video chat). Additionally, the bill requires U.S. courts and states to recognize notarizations—including remote notarizations of electronic records and notarizations of remotely-located individuals—that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states. The bill also allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements.
South Asian Heart Health Awareness and Research Act of 2022 This bill authorizes the Department of Health and Human Services to establish programs that support heart-disease research and awareness among communities disproportionately affected by heart disease, including the South Asian population of the United States. The programs include (1) grants to states for awareness initiatives and educational materials; and (2) research regarding heart disease, type 2 diabetes, and other heart health-related ailments with respect to the South Asian population and other at-risk populations.
Gabriella Miller Kids First Research Act 2.0 This bill reauthorizes through FY2027 a pediatric disease research initiative within the National Institutes of Health (NIH) and requires the NIH to coordinate pediatric research activities to avoid duplicative efforts. Additionally, the Department of Health and Human Services must report, within five years, to Congress about research funded through the initiative.
