Assistance to certain voters; curbside voting;right to observe ballot deposited into ballot scanner machine orballot container. Provides that, upon the request of the voter,a curbside voter shall be permitted to enter the polling place aftermarking his ballot in order to observe his ballot being depositedinto the ballot container or ballot scanner machine.
Campaign finance; prohibited contributions tocandidates. Prohibits candidates, campaign committees, and politicalcommittees from soliciting or accepting contributions from any publicutility, as defined in the bill, and prohibits any public utility or any political committee established by such public utility frommaking any such contribution.
Campaign contribution limits; civil penalty.Prohibits persons from making any single contribution, or any combinationof contributions, that exceeds $20,000 to any one candidate for Governor,Lieutenant Governor, Attorney General, or the General Assembly inany one election cycle. No limits are placed on contributions madeby political party committees, the candidate, or the candidate'sfamily to the candidate's campaign. Civil penalties for violationsof the limits may equal up to two times the excess contribution amounts.
Corrections Private Management Act; name change;private management prohibited. Removes the authority of the Directorof the Department of Corrections, pursuant to the Corrections PrivateManagement Act (the Act), to enter into contracts with prison contractorsfor the operation of prison facilities, including management, custodyof inmates, and provision of security. The bill does not affect theDirector's authority pursuant to the Act, renamed by the bill as theCorrections Private Services Act, to enter into private contractsfor other correctional services, including those related to food service, medical care, transportation, sanitation, information systems, education and training programs, recreational or religious activities, financing, construction, or maintenance. The bill has a delayed effectivedate of July 1, 2024, except for a requirement that the Departmentimplement a compliance plan for all prisons by that date.
Sunday hunting; allowed on public lands.Removes the prohibition against hunting or killing on public landsa wild bird or wild animal, including a nuisance species, with agun, firearm, or other weapon on Sunday. The bill removes the abilityof raccoon hunters to hunt within 200 yards of a place of worshipon Sunday and contains technical amendments.

Smoking in multi-unit residential building;civil penalty. Prohibits smoking in any multi-unit residentialbuilding, including a condominium building or apartment building.A person who violates such prohibition is subject to a civil penaltyof not more than $25, to be paid into the Virginia Health Care Fund.
Dulles Greenway. Amends the powers and responsibilitiesof the State Corporation Commission (SCC) to regulate toll road operators underthe Virginia Highway Corporation Act of 1988. The bill adds requirements thattoll rates not materially discourage the public's use of the toll road, thatthe cost of operating the toll road be reasonably apportioned across all tollroad users based on the relative distance each class of user travels on thetoll road, such that the toll rates are established in a reasonable andnondiscriminatory manner in relation to the benefit obtained, and that tollrates shall provide the operator with no more than a reasonable return. Inaddition, the bill (i) requires the SCC, by October 1, 2020, to initiate aninvestigation into the tolls charged by all operators subject to the Act and toissue a ruling by April 1, 2021, on its investigation as to whether the currenttolls charged by the operator comply with such new requirements; (ii) prohibitsthe SCC from using the fact that any incremental return resulting fromincreased traffic related to a relative change in potential toll users that isgreater than zero on a cumulative basis as the sole basis for finding that theoperator's return exceeds a reasonable level as specified in such newrequirements, during any future complaint proceeding; (iii) requires the SCC,in its initial investigation, to develop a baseline from which it can measurethe relative change in potential toll users and directs how the incrementalreturn shall be computed; (iv) prohibits an operator from seeking a tollincrease that attempts to raise its return above the reasonable level; (v)requires the full disclosure, in public financial reports to the SCC, of thedetails of any related party transactions; and (vi) establishes a presumptionthat any related party transactions shall be presumed to be imprudent andexcluded from costs used for any purpose, including but not limited to costs oflobbyists, excessive compensation, and entertainment expenses, unless theoperator provides information showing that at least three separate competitivebids demonstrate that the operator could not have achieved better contractterms from a third party.
Automatic expungement of criminal records. Establishes a process for the automatic expungement of criminal records for certain convictions, deferred dispositions, acquittals, and for offenses that have been nolle prossed or otherwise dismissed. The bill also provides a process for the automatic expungement of criminal records for charges arising from mistaken identity or the unauthorized use of identifying information. The bill has staggered delayed effective dates in order to develop systems for implementing the provisions of the bill. As introduced, this bill was a recommendation of the Virginia State Crime Commission.
