Public schools; lock-down drills; notice toparents. Requires every public school to provide the parentsof enrolled students with at least 24 hours' notice before the schoolconducts any lock-down drill. The bill specifies that no such noticeis required to include the exact date and time of the lock-down drill.
Kinship Guardianship Assistance program; eligibility; fictive kin. Expands eligibility for the Kinship Guardianship Assistance program by allowing payments to be made to fictive kin who receive custody of a child of whom they had been the foster parent. This bill incorporates HB 917 and is identical to SB 178.
Eligibility for food stamps and TANF; drug-related felonies. Provides that a person who is otherwise eligible to receive food stamp benefits shall not be denied such assistance solely because he has been convicted of a drug-related felony. Under current law, such individuals may not be denied food stamp benefits based on a felony conviction of possession of a controlled substance in violation of § 18.2-250, provided that such person is complying with, or has already complied with, all obligations imposed by the criminal court, is actively engaged in or has completed a substance abuse treatment program, participates in periodic drug screenings, and meets any other obligations as determined by the Department of Social Services. The bill also provides that a person who is otherwise eligible to receive TANF benefits shall not be denied such assistance solely because he has been convicted of a drug-related felony. This bill incorporates HB 391, HB 786, HB 814, and HB 1130 and is identical to SB 124.
Death certificate; veterans; fees. Expands list of parties eligible to obtain a free certified copy of a veteran's death certificate for service-connected benefits to include any funeral director or funeral service licensee who provides funeral services for the veteran, if so requested by the surviving spouse of the veteran.
Community health workers; certification.Requires the Department of Health to approve one or more entitiesto certify community health workers in the Commonwealth and prohibitsa person from using or assuming the title of certified communityhealth worker unless he is certified by a credentialing entity approvedby the Department and submits an application to the Department withevidence of such certification. The bill defines the terms "certifiedcommunity health worker" and "community health worker."
Lists of registered voters; provided at no charge to courts of the Commonwealth and the United States for jury selection purposes. Directs the Department of Elections to provide, at no charge, the courts of the Commonwealth and the United States with the lists of registered voters in their districts for jury selection purposes no more than two times in a 12-month period. At any other time in the same 12-month period, the lists shall be provided for a reasonable price. This bill is identical to HB 500.
Practice of chiropractic; definition. Clarifies the definition of "practice of chiropractic" to make clear that a doctor of chiropractic may (i) request, receive, and review a patient's medical and physical history, including information related to past surgical and nonsurgical treatment of the patient and controlled substances prescribed to the patient, and (ii) document in a patient's record information related to the condition and symptoms of the patient, the examination and evaluation of the patient made by the doctor of chiropractic, and the treatment provided to the patient by the doctor of chiropractic.
Conditional zoning for solar photovoltaic projects. Authorizes any locality with a planning commission to include reasonable regulations and provisions for conditional zoning for solar photovoltaic (electric energy) projects of more than five megawatts, as measuredin alternating current (AC) generation capacity. The bill authorizesthe governing body of such locality to accept a proffered condition that includes (i) dedication of real property of substantial valueor (ii) substantial cash payments for or construction of substantialpublic improvements, the need for which is not generated solely bythe granting of a conditional use permit or a rezoning itself, solong as such proffered conditions are reasonably related to the project.The bill also authorizes a zoning ordinance to include reasonableregulations to implement certain provisions related to conditionalproffers.
Department of Professional and OccupationalRegulation; Real Estate Board; death or disability of a real estatebroker. Clarifies that upon the death or disability of a licensedreal estate broker who was the only licensed broker in a businessentity, the Real Estate Board shall grant approval to certain personsenumerated by law to carry on the business of such broker for 180days following the death or disability of the broker solely for thepurpose of concluding the business of the broker. Currently, the lawonly addresses the death or disability of the sole licensed brokerin a corporation or partnership.
Public defender offices; Cities of Manassas and Manassas Park and County of Prince William. Establishes a public defender office for the Cities of Manassas and Manassas Park and the County of Prince William. This bill is identical to HB 366.
Department of General Services; dispositionof surplus materials; permit sale to military spouse-owned businesses.Requires the Department of General Services to permit surplus materialsto be sold, prior to public sale or auction, to military spouse-ownedbusinesses. The bill requires the Director of the Department of SmallBusiness and Supplier Diversity to adopt reasonable regulations to implement a program to certify, upon request of the business owner,that he holds a "Military spouse-owned business" status.
Income tax subtraction; crime stopper rewards. Increases from $1,000 to $5,000, beginning in taxable year 2020, the maximum amount that may be subtracted from taxable income for amounts received as a reward for providing information to a law-enforcement official or agency, or to a nonprofit corporation created exclusively to assist such law-enforcement official or agency, that is used in the apprehension and conviction of perpetrators of crimes. This bill is identical to HB 307.
